Building upon the glorious tradition of 61 years of development, combat, and growth, the Party Committee and Command of the Provincial Border Guard Force continue to resolutely implement measures to enhance leadership capacity and combat strength, build clean and strong Party committees and organizations; and develop units towards being lean, efficient, effective, and highly combat-ready, meeting the requirements and tasks of managing and protecting the national border in the new situation.
Politically strong
Currently, the Party Committee of the Son La Provincial Border Guard Command has 17 grassroots party organizations with 625 party members. The Party Committee always focuses on building party organizations in all areas of work. This includes thoroughly disseminating directives and resolutions of the Party, the Central Military Commission, the Provincial Party Committee, and the Provincial Border Guard Party Committee to 100% of cadres, party members, and soldiers. After studying and researching, cadres and party members are guided to write reports according to regulations to gain a full and deep understanding of the Party's leadership guidelines, the State's policies and laws; to firmly grasp the tasks, objectives, requirements, and solutions for implementing the resolutions; and to understand the situation and tasks of the agency and unit. The Party Committee also effectively implemented the Project "Innovating political education work at the unit in the new period," improving the quality of education on Marxism-Leninism, Ho Chi Minh Thought, and the traditions of the provincial Border Guard, helping officers and soldiers stand firm against the "peaceful evolution" schemes of hostile forces.

Colonel Ca Van Lap, Secretary of the Party Committee and Political Commissar of the Provincial Border Guard Command, stated: The Party Committee is promoting the study and emulation of Ho Chi Minh's ideology, ethics, and style, in conjunction with the "Promoting traditions, contributing talents, and living up to the name of Ho Chi Minh's soldiers" campaign, with many new models and creative, appropriate approaches. The focus is on implementing the standards of "Ho Chi Minh's soldiers" in the new era; emphasizing political qualities, moral lifestyle, culture, knowledge, democracy, discipline, and maintaining internal unity and military-civilian solidarity. The officers and soldiers of the Provincial Border Guard have unwavering political resolve, absolute trust in the Party's leadership, and are committed to their units and localities.
To promote exemplary collectives and individuals in studying and following Ho Chi Minh's ideology, ethics, and style, the Party Committee has so far commended 7 collectives and 108 individuals within the unit. Annually, the Party Committee and the Provincial Border Guard Command select and commend 8 outstanding young people and promising young individuals for their performance in assigned tasks and in studying and following Ho Chi Minh's ideology, ethics, and style.
Lieutenant Colonel Hoang Van Giap, Party Committee Secretary and Political Commissar of the Muong Leo Border Post in Sop Cop district, stated: 'The actions of our officers and soldiers, inspired by President Ho Chi Minh's teachings, are closely tied to our mission of safeguarding national sovereignty and security at the border. Specifically, we have assigned our officers to work closely with local communities, educating them about the Law on the State Border and the Vietnam Border Defense Law. Our goal is to help people understand these laws and avoid being misled by malicious elements into illegal activities.

Furthermore, the Party Committee, the Standing Committee of the Party Committee, and the Party Committee's Inspection Committee consistently carry out inspection and supervision work in accordance with regulations and the Party Charter; improving the quality of inspections and supervision to ensure adherence to principles and strict procedures; and effectively implementing the principle of broad supervision and focused, targeted inspections. The content of inspections and supervision focuses on leadership in carrying out political tasks, implementing Central Resolutions 4 of the 11th and 12th Party Congresses, Political Bureau Directive No. 05-CT/TW, and Central Military Commission Standing Committee Directive No. 87-CT/QUTW. Inspections and supervision of Party committees and organizations are linked with inspections and supervision of Party committee members who are key officials in agencies and units. Emphasis is placed on inspecting Party organizations and members when there are signs of violations, and in places with low performance; disciplinary action is strictly enforced, contributing to maintaining discipline and order within the Party. From 2020 to the present, the Party Committee and the Party Committee's Inspection Committee have conducted inspections and supervision of 34 collectives and 86 Party members.
Annually, the Provincial Border Guard Party Committee is rated by the Provincial Party Standing Committee as having successfully completed its tasks or better; over 96.5% of Party members successfully complete their tasks or better. This is an important condition for leading and directing the unit to firmly protect the national sovereignty and security of the border.

Promote emulation movements.
Following President Ho Chi Minh's teaching, "Competition is patriotism, and patriotism requires competition," the Son La Border Guard Command regularly launches emulation movements, creating motivation for officers and soldiers in the unit to successfully complete their assigned tasks.
Colonel Vu Duc Tu, Deputy Political Commissar of the Son La Border Guard Command, said: "Every year, the Party Committee and the Command have directed 100% of the departments and units under its command to organize the signing and registration of emulation agreements; the content of the emulation is in line with the unit's specialization and is appropriate to the unit's reality. At the same time, we regularly inspect and supervise the units to ensure that emulation and reward work is carried out according to the principles of democratic centralism, objectivity, and accuracy in recognizing the right people, the right work, and the right achievements. This motivates officers and soldiers to actively participate, creating a vibrant emulation movement throughout the unit."

In response to emulation movements, units within the Border Guard Force of Son La province have implemented comprehensive border defense measures to protect territorial sovereignty and border security; ensure the safety of national political events; and strictly maintain the command duty and combat readiness duty regimes. Particularly, in the fight against drug crime along the border, from 2023 to the present, the Border Guard Force has spearheaded and coordinated with other functional forces to arrest 130 cases involving 154 individuals; seizing 27 blocks of heroin, nearly 172g of heroin, 246,952 synthetic drug pills; nearly 4kg of methamphetamine, over 5kg of opium resin, 6 guns, 1 car, and 58 motorcycles...
Speaking about the unit's emulation movement, Major Lo Van Tuan, Deputy Political Officer of the Muong Lan Border Guard Station, Sop Cop District, informed: The emulation movement has created motivation for officers and soldiers in the unit to strive to successfully complete the task of protecting the border area. This includes strictly maintaining the combat readiness duty regime as prescribed by superiors. Regularly organizing training in transitioning to combat readiness, handling A2 situations, and practicing combat plans and strategies to protect border guard posts and stations… With the achievements attained, in 2023, the unit was recognized as a "Unit of Victory".

The Provincial Border Guard Command also promoted the emulation movements "The Army's Logistics Sector follows Uncle Ho's teachings," "Managing and exploiting weapons and technical equipment well, durably, safely, economically, and ensuring traffic safety"; "Building a good, healthy, and rich cultural environment"... At the units, all aspects of logistics work have been implemented synchronously and effectively; officers and soldiers have been encouraged to boost production and improve their living standards. The added value to soldiers' meals from agricultural production averages over 2,800 VND/person/day.

Building a comprehensively strong unit that is a "Model and Exemplary Unit"
Colonel Nguyen Dinh Huan, Commander of the Provincial Border Guard Command, stated: Adhering closely to the standards for building a comprehensively strong and exemplary unit, the Party Committee and the Command have directed agencies and units within the Son La Border Guard force to implement these standards synchronously across all areas. This includes consolidating and strengthening the professional staff at all levels and in all sectors, ensuring the structure, quantity, quality, qualifications, capabilities, methods, and work style are adequate to meet assigned tasks. Simultaneously, attention is paid to internal political security, protecting secrets, ensuring security, and maintaining unit safety; effectively implementing policies, mass mobilization, and democratic regulations...
In terms of force organization, training, and maintaining strict discipline and combat readiness, the Provincial Border Guard Command has effectively managed, deployed, and utilized personnel; implemented the registration, statistics, and reporting of personnel; and conducted monthly and quarterly personnel verification in accordance with regulations from higher authorities. The deployment and rotation of officers and professional soldiers ensured sufficient personnel for all units, prioritizing key units. The recruitment and training of reserve forces were conducted rigorously and in accordance with regulations; and the policies regarding military family support were properly addressed.
Annually, the unit directs the organization of training for personnel according to the motto "basic, practical, and solid," based on 3 viewpoints, 8 principles, and 6 combinations, actively innovating training methods to ensure training is conducted correctly, completely, and on schedule. The results of the training assessments show that 100% met the requirements, with 74% achieving good or excellent grades; the unit was rated as having achieved a good training rating.

Major Bui The Huu, Deputy Head of Logistics and Technical Services, Provincial Border Guard Command, said: Logistics, technical services, finance, planning, and investment are always given attention; the management and use of facilities, materials, and equipment are strictly managed according to the hierarchical structure; ensuring full and timely provision for combat readiness, emergency situations, and civil defense. At the same time, we promote agricultural production to improve the lives of soldiers; build and manage regular, green, clean, and beautiful barracks; the unit excels in troop feeding and manages military supplies well. Military medical personnel proactively provide good health care for soldiers, ensuring that the health rate of troops reaches over 98.6%. We complete 100% of the regular and emergency transport plans and ensure absolute safety in all aspects.

The provincial Border Guard Force also ensures the timely and synchronized provision of weapons and technical equipment to serve training, combat readiness, and other tasks. They maintain the equipment maintenance ratio for combat readiness, combat training, and search and rescue operations. They implement the campaign "Managing and utilizing weapons and technical equipment well, durably, safely, economically, and ensuring traffic safety" in a systematic and effective manner; and strictly manage personnel, weapons, and technical equipment. Agencies and units strictly adhere to regulations on military administrative reform; apply science and technology and digital transformation in the military field; and ensure confidentiality, safety, economy, and efficiency.
In response to the increasingly demanding tasks of managing and protecting national border sovereignty and security, the Son La Border Guard Force continues to build a politically and ideologically strong unit; effectively implement emulation movements throughout the army; build a revolutionary, regular, elite, and progressively modern force..., together with the Party committee, government, and people of the province, creating a solid wall to protect the border from early on and from afar.
