On August 4th, Comrade Le Thanh Long, Member of the Central Committee of the Party, Deputy Prime Minister, and the Government delegation inspected the flooded area in Chieng Den commune, Son La city. Accompanying them were leaders from various ministries, departments, and agencies of the Central Government.
Welcoming and working with the Deputy Prime Minister and the delegation, Son La province was represented by: Mr. Hoang Quoc Khanh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Mr. Nguyen Thanh Cong, Vice Chairman of the Provincial People's Committee; leaders of provincial departments and agencies; and leaders of the city.

Due to the influence of the circulation of typhoon No. 2, as of August 4th, floods in Son La province have caused 11 deaths and 6 injuries; damaged over 2,672 houses; affected 29 schools; swept away 15 suspension bridges; damaged 82 irrigation works; and caused 130 landslides disrupting traffic... The total damage is estimated at over 501 billion VND.

In Chiềng Đen commune, City, approximately 50 households in Phiêng Nghè, Nam Niệu villages and the Bôm Nam residential cluster, and Nam Giáng village are still deeply submerged in water. Chiềng Đen commune has mobilized its "four on-the-spot" resources to help residents move their belongings; the City Military Command and Police have reinforced their forces to assist households in moving their property and mitigating the consequences of the floods. Currently, households affected by flooding and landslides have been temporarily housed with relatives and in community centers in neighboring villages.

The biggest challenge facing Son La province currently is allocating resources to resettle and stabilize the population; and investing in disaster relief projects. The province is directing a continued review to develop a plan to submit to the Prime Minister and central ministries and agencies to balance resources for the construction of tunnels for flood drainage and prevention in Son La city; the construction of a system of embankments to prevent landslides along the stream in Muong Bu commune, Muong La district, flowing into the Da River; and support for investment in transportation infrastructure from communes to villages and some equipment for rescue forces...

After inspecting the situation on the ground, Deputy Prime Minister Le Thanh Long visited, encouraged, and shared his condolences with the people in the flood-affected areas, hoping that the households would strive to overcome difficulties and stabilize their lives soon. The Deputy Prime Minister also acknowledged and highly appreciated the proactive spirit and implementation of the "four on-the-spot" principle by Son La city and Son La province, especially the Army, Police, and rescue forces that provided timely assistance in moving people and property.
The Deputy Prime Minister requested that ministries, agencies, and Son La province and city continue to be vigilant, avoid complacency, and direct the response and khắc phục of the consequences of the floods, ensuring the safety of people's lives. In particular, attention should be paid to reviewing and promptly evacuating households in unsafe areas, especially those in flood-prone areas and at risk of landslides, minimizing damage and having contingency plans for unexpected situations. Essential supplies should be ensured for households in flood-prone areas, and temporary housing should be arranged for evacuated households. The military, police, and youth volunteer forces should be mobilized to support the people in environmental sanitation after the floods to prevent disease outbreaks. Son La province should promptly complete its report to the Government, the Prime Minister, and relevant central ministries and agencies for consideration of long-term solutions for flood prevention and control in Son La province.

Son La province has heeded the directives of the Deputy Prime Minister and the central ministries and agencies, implementing the "four on-the-spot" principle to overcome damage and quickly stabilize the lives and production of the people in the flood-affected areas.
