On August 7th, the Central Propaganda Department and the Government's Human Rights Steering Committee, in coordination with the Hoa Binh Provincial Party Committee, organized a training conference on external information and human rights work for 2024 for leaders and officials in 14 provinces and cities and a number of media agencies.
Speaking at the conference, Mr. Bui Duc Hinh, Permanent Deputy Secretary of the Hoa Binh Provincial Party Committee, said that in recent years, the province has implemented solutions to raise awareness and responsibility, and innovate content to create unity in understanding and action among units in external information work.
"External information activities always adhere to the guiding directions of the Party and the State, while also closely following the policies, strategies, and socio-economic development plans of the province…," Mr. Bui Duc Hinh shared.
The Hoa Binh Provincial Steering Committee for Human Rights has proactively advised the authorities at all levels on the implementation of policies and laws to ensure and promote human rights; strengthened domestic and international communication efforts, disseminated positive information about achievements in ensuring human rights, especially by enhancing information and propaganda on social media platforms.

According to Mr. Dinh Tien Dung, Deputy Director of Authority of External Information (Ministry of Information and Communications), in recent times, foreign information work continues to play an important role in the international integration process, contributing to Enhance the position, prestige and image of Vietnam in the region and in the international arena.
Mr. Dung also took the time to share the new points in the Government's Action Program until 2030 to implement Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo on continuing to improve the quality and effectiveness of external information work in the new situation.
The action plan is developed with an innovative approach to external information dissemination, aiming to implement tasks and meet the requirements of the new era.
Specifically, the implementation of external information work should be considered a political task and a responsibility of the heads of ministries, localities, and relevant agencies.
Clearly define the leading role in external information work, paying attention to clearly assigning roles and responsibilities, avoiding overlap, and leveraging the leading role to guide, coordinate, and evaluate the effectiveness of external information.
Synchronization and consistency are needed from the central to local levels regarding methods, means, and platforms used in external information work. The mindset and approach to external information should be reformed to focus on more measurable results.

Speaking at the conference, Mr. Phan Xuan Thuy, Deputy Head of Central Department of Propaganda and Education, assessed that after one year of implementing Conclusion No. 57-KL/TW of the Politburo, the provinces and cities have seriously organized the implementation of a How to synchronize the contents of the conclusion, especially the 5 key solution tasks in accordance with the motto "Proactive, synchronous, timely, creative, effective".
However, based on reports, recommendations, and proposals from provinces and cities, he believes that external information work in general, and the activities of steering committees in particular, still have some limitations that need to be addressed in the future.
According to him, we are in a crucial stage of preparing for the 14th National Congress of the Party. The Deputy Head of the Central Propaganda Department suggested that the Steering Committees of provinces and cities further enhance their role and responsibility in leading, directing, managing, and organizing the implementation of tasks and solutions in Conclusion No. 57-KL/TW.

Thoroughly understand and raise awareness among officials, Party members, and the people about the importance of external information work, ensuring and promoting human rights, and strengthening external information on the human rights situation in Vietnam to enhance the image and position of the country.
At the same time, review, consolidate, and improve the effectiveness of leadership and guidance of the Steering Committee for External Information Work from the central to local levels; continue to focus on building and training a team of cadres working in external information.
