The project has been assigned a medium-term public investment capital plan with central budget capital for the period 2021-2025 of VND 3.400 billion, in Decision No. 490/QD-TTg dated June 10, 2024 of the Prime Minister on allocate additional capital for the medium-term public investment plan with central budget capital from the general reserve and central budget reserve of the medium-term public investment plan for the period 2021-2025.

The Hoa Binh - Moc Chau expressway project, specifically the section within Son La province, has been identified as a key project, creating a breakthrough to boost socio-economic development in the locality and the Northwest region.

The section passing through Son La province is over 30 km long; the starting point is at km 53 in Chieng Yen commune, Van Ho district, and the end point is at km 85+300 intersecting with National Highway 43 in Phieng Luong commune, Moc Chau district; the length of land to be cleared is over 30 km; the investment phase is based on a 2-lane scale, with the land clearance area covering a 4-lane scale; the total investment is approximately 4,938 billion VND from the State budget; the implementation period is from 2023 to 2028.

The Prime Minister issued Decision No. 216/QD-TTg on March 2, 2024, decentralizing and assigning the managing agency for investment in road projects in accordance with Resolution No. 106/2023/QH15 of the National Assembly on piloting a number of specific policies on investment in road construction projects.

The People's Committee of Son La province is delegated as the managing agency, authorized to use local budget and other legal capital to invest in the Hoa Binh - Moc Chau expressway construction project, specifically the section within Son La province.
