The "People-Friendly Government" model, spearheaded by the Provincial Party Committee's Mass Mobilization Department in coordination with district Party committees, has been implemented in communes and wards throughout the province for one year and has brought about many positive changes in the operation of current state agencies. The model has significantly reformed the working methods of grassroots governments, fostering a work style that emphasizes "respecting the people, being close to the people, understanding the people, learning from the people, and being responsible to the people." This is the initial positive outcome of the model.
Piloted in July 2023, from 3 pilot models, the friendly government model has now been replicated in 33 communes. The model has received the approval, response and appreciation of officials, party members and people, creating a positive change in enhancing the sense of responsibility of serving the people of the grassroots government system. , especially building the style of "Respecting the people, being close to the people, understanding the people, learning from the people and being responsible to the people".
On August 10, 2024, the Chairman of the Provincial People's Committee issued Decision No. 1612/QD-UBND promulgating the set of criteria for recognizing communes, wards, and towns as achieving the "friendly government" model in Son La province. Accordingly, the set of criteria for recognizing communes, wards, and towns as achieving the "friendly government" model in Son La province comprises 21 criteria covering the following aspects: the issuance of documents and information dissemination; government operations ensuring transparency and democracy, moving towards e-government; infrastructure and a civilized and friendly office environment; building government operations in a close and friendly manner; and for officials and civil servants, the image of the head of the Party committee, government, and political and social organizations; and building a team of friendly and responsible officials, civil servants, and staff at the grassroots level.
The implementation of a friendly government has concretized the goal of strongly reforming the working methods of local governments from administrative commands to service, guidance, mobilization, and persuasion. It requires units and localities to build a team of officials and civil servants who handle people's affairs with dedication and care. This is achieved through the implementation of the "four requests" (hello, apology, thank you, and permission) and the "five no's" (no authoritarianism, arrogance, or causing inconvenience; no bureaucracy, indifference, or irresponsibility; no corruption, waste, or group interests; no flattery, lobbying, or deception; and no abuse of power or position in the performance of official duties.
The achievements in digital transformation in building a people-friendly government have gradually improved the quality and efficiency of state agencies, built an open and friendly government apparatus that serves the people, and created a favorable environment to promote socio-economic development of the locality.
