General Secretary and President To Lam and General Secretary and President of China Xi Jinping
1.At the invitation of General Secretary of the Central Committee of the Communist Party of China and President of the People's Republic of China Xi Jinping, General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam To Lam will pay a State visit to China from August 18 to 20, 2024.

3.The Vietnamese side warmly congratulates the 75th anniversary of the founding of the People's Republic of China, and warmly congratulates the successful convening of the 3rd Plenary Session of the 20th Central Committee of the Communist Party of China. Both sides emphasized the need to seriously implement the common understanding and achievements gained during the bilateral visits of the top leaders of the two Parties and two countries, especially the two historic visits in 2022 and 2023 by the late General Secretary Nguyen Phu Trong and General Secretary and President Xi Jinping, along with the "Joint Statement on further strengthening and deepening the comprehensive strategic cooperative partnership between Vietnam and China" and the "Joint Statement on further deepening and elevating the comprehensive strategic cooperative partnership and building a Vietnam-China community with a shared future" which were respectively announced during those two visits; Adhering to the "16-word motto" and the "four good" spirit, persistently implementing the "six better" direction, achieving higher political trust, more substantive defense and security cooperation, deeper substantive cooperation, a more solid social foundation, closer multilateral coordination, and better control and resolution of disagreements; promoting the building of a Vietnam-China Community with a shared future to achieve more tangible results, striving for the happiness of the people and the prosperity of the country, and for the cause of peace and progress of humanity.
5.Both sides affirmed the importance of maintaining strategic exchanges between the high-level leaders of the two Parties and two countries, and jointly guiding the development of Vietnam-China relations. They also emphasized fully leveraging the special role of Vietnam and China. Through the Party channel, further strengthen the overall coordinating role of exchange and cooperation mechanisms between the two Parties, especially high-level meetings between the two Parties, theoretical seminars between the two Parties, and exchanges between the foreign affairs agencies of the two Parties; Enhance the effectiveness of cooperation between the respective agencies of the two Parties at the central and local levels, especially in border provinces/regions; To comprehensively implement exchanges of theoretical knowledge and experience in Party and national governance, and to deepen understanding of the laws governing the Communist Party's rule, the laws of socialist construction, and the laws of national development. Vietnam affirms its unwavering commitment to the "one China" policy, recognizing that there is only one China in the world, that Taiwan is an inseparable part of Chinese territory, and that the Government of the People's Republic of China is the sole legitimate government representing all of China. Vietnam supports the peaceful development of cross-strait relations and the great cause of Chinese reunification, resolutely opposing any form of secessionist actions aimed at "Taiwan independence," and will not develop any state-level relations with Taiwan. Vietnam considers the issues of Hong Kong, Xinjiang, and Tibet to be internal affairs of China, and believes that under the leadership of the Chinese Communist Party and the Chinese government, these regions will maintain stability and prosperity. China supports Vietnam in maintaining social stability, ensuring national security and development, and fostering national unity.
6.Both sides affirmed that defense and security cooperation is one of the pillars of Vietnam-China relations; agreed to strengthen defense and security cooperation through channels such as border defense friendship exchanges, defense and security dialogues, and enhance exchanges at all levels between the two countries' militaries; deepen exchanges between border guards, navies, and coast guards; and promote cooperation in areas such as political work, defense industry, mutual naval visits, and UN peacekeeping. They also agreed to strengthen mechanisms between the two countries' Ministries of Public Security, such as the Ministerial Conference on Cooperation in Crime Prevention and Control, the Strategic Security Dialogue, and the Political Security Working Group; and to promote cooperation in areas such as combating telecommunications fraud, cybersecurity, economic crimes, human trafficking, organized smuggling of people, and the pursuit and recovery of assets from criminals who have fled abroad. Coordinate exchanges and promote the establishment of a hotline between the Ministries of Public Security of the two countries; promptly ratify and bring into effect the State-level Agreement on the Transfer of Sentenced Persons between Vietnam and China; establish and expand cooperation between the Ministry of Public Security of Vietnam and the Ministry of Emergency Management of China. Strengthen information exchange and sharing of experiences on countering interference, separatism, and preventing "color revolutions," jointly protecting political security and regime security. Enhance cooperation in the legal and judicial fields between the two countries, ensuring the legal basis for cooperation in these areas between Vietnam and China.
7.Both sides agreed to promote strategic connectivity between the two countries, effectively implement the Cooperation Plan for Connectivity between the "Two Corridors, One Belt" Framework and the "Belt and Road" Initiative; accelerate the promotion of "hard connectivity" between the two countries in terms of railways, expressways, and border infrastructure; and upgrade "soft connectivity" in smart customs. China agreed to provide support for Vietnam to develop the planning for the standard gauge railway lines Lang Son - Hanoi and Mong Cai - Ha Long - Hai Phong, and to prepare a feasibility study report for the standard gauge railway line Lao Cai - Hanoi - Hai Phong. They also agreed to promote the pilot construction of smart border gates at the Huu Nghi International Border Gate (Vietnam) - Huu Nghi Quan (China) and the dedicated freight transport route in the area of border markers 1088/2 - 1089 (Tan Thanh - Po Chai). Actively research and implement pilot projects to build cross-border economic cooperation zones, and jointly develop safe and stable production and supply chains.
Both sides encourage and support strong, reputable, and technologically advanced enterprises to invest in each other's countries, focusing on strengthening cooperation in high-tech agriculture, infrastructure, clean energy, digital economy, and green development; creating a fair and favorable business environment for enterprises of the other country. They will deepen exchanges of experience on reform and management of state-owned enterprises, implement cooperation in human resource training; and actively research and strengthen cooperation in key mineral resources. They will make good use of the Working Group on Financial and Monetary Cooperation between the two countries, enhance information exchange and share experiences on policy management and reforms in the financial and monetary sector, and promote monetary cooperation. They will also accelerate the implementation of economic and technical cooperation projects such as the second Traditional Medicine Hospital.
Vietnam should effectively leverage the roles of the Regional Comprehensive Economic Partnership (RCEP) and the ASEAN-China Free Trade Area (ACFTA); make good use of e-commerce platforms and trade fairs; strengthen customs cooperation, and expand exports of each country's strong products to the other. China is ready to continue creating favorable conditions for Vietnam to soon open more Trade Promotion Offices in several localities in China. Vietnam supports China's accession to the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP) on the basis of compliance with the standards and procedures of the Agreement, and actively welcomes the proposal of the Hong Kong Special Administrative Region to join the RCEP.
8.Both sides affirmed their commitment to preserving traditional friendship, upholding shared ideals and missions, and persistently strengthening the promotion of Vietnam-China friendship. They declared 2025 as the "Vietnam-China Humanitarian Exchange Year," and will jointly organize a series of celebratory activities to mark the 75th anniversary of the establishment of diplomatic relations between Vietnam and China. Through Party channels, youth organizations, and friendship cities, they will effectively utilize the resources of "red relics" in localities such as Guangxi, Yunnan, Guangdong, and Chongqing, organizing diverse research, study, cultural, and tourism activities. They will encourage more tourists to visit each other's countries. They will promote the role of the Chinese Cultural Center in Vietnam and welcome Vietnam establishing a Cultural Center in China. Encourage cooperation in media, news, publishing, broadcasting, television, collaborative research and vocational training, and enhance exchanges and cooperation in the fields of health, healthcare, traditional medicine, and disaster prevention and mitigation.
9.Both sides affirmed that strengthening multilateral coordination and cooperation in line with the process of building the Vietnam-China Community of Shared Future is of strategic significance. Both sides need to adhere to the "Five Principles of Peaceful Coexistence" and the basic norms of international relations, jointly safeguarding the international system with the United Nations as its core and the international order with international law as its foundation, protecting international justice and fairness, and the common interests of developing countries. They must steadfastly promote an equal, orderly multipolar world and comprehensive, inclusive, and sustainable economic globalization.. Both sides agreed to promote cooperation within the framework of major initiatives such as the Community for a Shared Future of Humanity, the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, all of which have stated objectives. To protect the common interests of all humanity, for the cause of peace, justice, and progress of the world's people, and to fulfill the aspirations of the people of all countries to build a better world, both sides advocate for exchanges and cooperation on human rights issues on the basis of equality and mutual respect. They resolutely oppose the "politicization," "instrumentation," and double standards in human rights issues, and firmly oppose the use of human rights issues to interfere in the internal affairs of other countries. They also advocate for strengthening coordination within multilateral mechanisms such as the United Nations and the Asia-Pacific Economic Cooperation (APEC), and supporting each other's candidacies for international organizations. China supports Vietnam's hosting of APEC 2027 and its accession to and role in multilateral mechanisms.
Both sides agreed to jointly promote cooperation. an open region. 10.The two sides engaged in in-depth, sincere, and frank exchanges of views on maritime issues, emphasizing the need for better control and proactive resolution of disagreements at sea, and maintaining peace and stability in the South China Sea and the region.
Both sides agreed that it is necessary to adhere to the common understanding of the high-level leaders of the two Parties and two countries, jointly maintain peace and stability in the South China Sea, persistently pursue friendly consultations, and actively seek fundamental and long-term solutions acceptable to both sides in accordance with the "Agreement on the Basic Principles Guiding the Settlement of the Maritime Issues between Vietnam and China," international law, including the 1982 United Nations Convention on the Law of the Sea, and refrain from actions that complicate the situation or expand disputes. They also agreed to promote discussions on cooperation for joint development at sea and discussions on the delimitation of the maritime area outside the Gulf of Tonkin to achieve substantive progress, and actively promote cooperation in less sensitive areas at sea. Continue to comprehensively and effectively implement the Declaration on the Conduct of Parties in the South China Sea (DOC), based on consultations aimed at achieving a substantive, effective, and legally binding Code of Conduct in the South China Sea (COC) in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea.
