(sonla.gov.vn) On August 10th, the Provincial Steering Committee for Digital Transformation organized a scientific workshop titled "Transforming Awareness and Developing High-Quality Human Resources to Lay the Foundation for Digital Transformation in Son La Province".

Attending the workshop at the Provincial People's Committee's location were: Vi Duc Tho, Member of the Provincial Party Standing Committee and Chairman of the Vietnam Fatherland Front Committee of the province; Cha A Cua, Vice Chairman of the Provincial People's Council; leaders of provincial departments, agencies, and mass organizations; and members of the Steering Committee. In his opening remarks at the workshop, Comrade Hoang Quoc Khanh emphasized that in recent years, digital transformation in the province has been implemented and has initially made a positive contribution to the province's overall development. The province has focused on effectively implementing the work of disseminating information, transforming awareness, and improving the quality of human resources, creating a foundation for digital transformation. There has been a fundamental change in the thinking, awareness, and actions of cadres, Party members, civil servants, and public employees throughout the political system, as well as the business community and the people of the province, with the desire to keep up with the trends and seize the opportunities brought about by the fourth industrial revolution.

However, the province's digital transformation process has not yet met development requirements and still reveals some limitations due to both objective and subjective reasons, such as: A lack of focused and consistent guidance on digital transformation from some Party committees and organizations; a shortage and weakness of cadres and civil servants working on digital transformation; difficulty in attracting high-quality human resources; limited level of information technology application and digital skills among the people; and limited data connectivity, sharing, and integration between agencies. The comrade requested that the delegates attending the workshop conduct a thorough and comprehensive study and analysis, contribute focused opinions, and objectively assess the current state of the results, limitations, advantages, difficulties, and causes of digital transformation in the province over the past period; focusing on the need for a strong shift in awareness and the development and improvement of human resource quality, thereby drawing lessons learned for proposing policies and solutions for implementation in the future.

At the workshop, representatives from departments, agencies, and the People's Committees of districts and cities presented papers and discussed theoretical and practical issues related to digital transformation in Son La province. They analyzed and assessed the current situation, identified theoretical, scientific, and practical foundations, and proposed solutions to comprehensively raise awareness of the role, importance, and urgency of digital transformation, particularly the need for a strong shift in mindset and the development and improvement of human resources to lay the foundation for digital transformation in Son La province in the current period.

The presentations delved deeply into specific issues within the conference theme, clarifying and deepening insights on topics such as: the necessity of digital transformation and the need for a strong shift in awareness and development to improve the quality of human resources as a foundation for digital transformation in Son La province; effective and practical solutions to improve the quality of digital transformation; recruitment, training, and development of high-quality information technology human resources with sufficient qualifications and capabilities to perform tasks in digital transformation; specific mechanisms and policies to create a legal environment and resources to promote digital transformation, digital economy, and digital society in the province; and policies to attract, develop, and improve the quality of human resources to serve the province's digital transformation efforts in the coming period.

In her concluding report at the workshop, Ms. Dinh Thi Bich Thao emphasized: After a period of urgent, serious, and highly responsible work, the workshop heard 11 presentations and discussions aimed at analyzing and evaluating the current situation, identifying the theoretical, scientific, and practical foundations, and proposing and recommending solutions to strongly and comprehensively raise awareness of the role, importance, and urgency of digital transformation, especially the need for a strong shift in awareness and the development and improvement of human resource quality to create a foundation for digital transformation in Son La province in the current period. These will be fundamental scientific and practical solutions of great importance in leading and directing the improvement of the quality of awareness transformation and human resource development to create a foundation for digital transformation in Son La province by the Party Committee, government, Fatherland Front, and political and social organizations, the political system from the provincial to the grassroots level, and the participation of the people in digital transformation work in the province.

In his closing remarks at the workshop, Mr. Hoang Quoc Khanh, Chairman of the Provincial People's Committee and Head of the Provincial Steering Committee for Digital Transformation, affirmed that digital transformation is a global trend, involving the entire population and society, and is an objective necessity. Digital transformation creates many opportunities for development but also poses numerous difficulties and challenges, and its impact is increasingly profound and pervasive across all sectors, fields, and aspects of the province's economic and social life. This is an opportunity for breakthroughs and advancements, a groundbreaking solution for the province's socio-economic development.

Strengthen the development of digital society, strongly promote the application of non-cash online payment platforms. Building digital information services on the Digital Government platform.
