Delegates attending the exchange program at the Sơn La Provincial Military Command headquarters.

Attending the program were Lieutenant General Pham Duc Duyen, Secretary of the Party Committee and Political Commissar of the Military Region; members of the Standing Committee of the Party Committee, the Commander of the Military Region Command, and 135 outstanding collectives and individuals in the "Determined to Win" emulation movement of the Military Region's armed forces, 2019-2024 period. The program was held online with 26 connection points within the Military Region's armed forces.

Over the past five years, emulation and reward work and the "Determined to Win" emulation movement have been strictly organized and implemented by Party committees and commanders of agencies and units, with many innovative and creative approaches. These have become a driving force and a source of encouragement for officers, staff, and soldiers to excel in all assigned tasks, contributing to building strong, comprehensive, "exemplary and outstanding" agencies and units.

At the program, exemplary individuals shared valuable experiences, innovative approaches, and effective models in implementing the "Determined to Win" emulation movement in agencies and units throughout the Military Region. 93 individuals with outstanding achievements in implementing the "Determined to Win" emulation movement during the 2019-2024 period were commended and honored by the Military Region Command.

Lieutenant General Pham Duc Duyen, Secretary of the Party Committee and Political Commissar of the Military Region, urged Party committees, commanders at all levels, and officers and soldiers in the Military Region's armed forces to strive to study, train, and improve their awareness, courage, and skills; to be exemplary and dedicated to their work and tasks through concrete actions, innovative and effective methods, in order to continue spreading the qualities of "Uncle Ho's soldiers." He emphasized the need to strengthen discipline and order, build internal unity and solidarity between the military and the people, and promote international solidarity; and to be ready to accept and successfully complete all assigned tasks.

Delegates participated in the exchange at the Military Region's remote location.
