In Phieng Hay area, Chieng Xom commune, a representative of Huu Hao Tay Bac Company Limited quickly reported on the damage after the heavy rain last July. Currently, the water level in this area has completely receded, however, mud is filling up the 3 main drainage caves. To cope with the heavy rain caused by the circulation of storm No. 3, comrade Dang Ngoc Hau requested the People's Committee of Son La city to urgently submit a document to the Provincial People's Committee for permission to use explosives and implement dredging measures to clear the cave areas.

Working with Nam La Hydropower Joint Stock Company, comrade Dang Ngoc Hau requested the Company to open the maximum capacity of 3 generators, at the same time, directing the Bom Bay sluice operation team to open the maximum water discharge gates to prevent flooding in Chieng Xom commune when floodwaters overflow.
At Ban Mong Lake, Hua La Commune, Son La Irrigation Works Management and Exploitation Company Limited opened the bottom spillway gate on September 6, lowering the lake water level to cut off flooding for Son La City when a large amount of water flows in. By 10:00 a.m. on September 7, the lake had 9/13 million m3water; water flow to lake 9m3/s, discharge flow 15m3/s. On September 7, the lake continued to decrease in capacity by about 800,000 - 1,000,000 m3.
