In implementing the established policies and directions, Son La province has implemented numerous solutions in building mechanisms and policies to encourage and facilitate the development and improvement of human resources, especially the team of leaders and managers, business administrators, skilled workers, and science and technology personnel.

Immediately after the Resolution was issued, in order to implement Resolution No. 09-NQ/TU dated January 21, 2021, of the Son La Provincial Party Committee, Party committees, governments, departments, agencies, the Fatherland Front, and political and social organizations at all levels developed plans and organized research, dissemination, and implementation of Resolution No. 09, ensuring timeliness and suitability to the situation of the locality and agencies/units.
In 100% of district and city Party committees, and Party committees directly under the Son La Provincial Party Committee, leadership, guidance, and organization of conferences to study, understand, and implement Resolution No. 09-NQ/TU have been carried out. Specifically, the resolutions identified groups of tasks and solutions for human resource development closely linked to the local socio-economic development strategy, addressing and creating jobs, reducing unemployment, increasing income and improving people's lives, ensuring social security; improving the quality of general education; training skilled and highly qualified workers; recognizing that improving the quality of leadership, management, civil servant, and public employee staff is a decisive factor and the responsibility of the entire political system; and focusing on creating an environment, mobilizing investment resources, and caring for the training and development of human resources.
Comrade Hoang Quoc Khanh, Secretary of the Provincial Party Committee and Chairman of the People's Committee of Son La province, informed: Along with building and perfecting mechanisms and policies to create favorable conditions for human resource development, Son La province has also implemented many specific solutions for human resource development tailored to each locality. In particular, the Standing Committee of the Son La Provincial Party Committee has issued and implemented Project No. 03-DA/TU dated December 30, 2021, on building and creating a pool of young cadres, female cadres, and ethnic minority cadres under the management of the Standing Committee of the Provincial Party Committee until 2030. The province focuses on leading and directing the effective implementation of the Party's guidelines and policies and the State's laws on human resource development; directing the building and perfecting of mechanisms and policies to promote human resource development, creating a good working environment so that talented individuals can develop their abilities and feel secure in their long-term work.
Every year, job fairs are organized in the districts and cities of Son La province to introduce vocational training to both students and parents.
In recent times, Son La province has focused on improving the quality of training at universities, colleges, vocational schools, and other vocational education institutions in the area; continuing to build Son La into a training center for the Northwest region and the northern provinces of Laos. Attention has been paid to the training, development, and advancement of cadres, civil servants, and public employees at all levels. The province has also focused on attracting and developing human resources, especially high-quality human resources, to meet the demands of the fourth industrial revolution, serving as a foundation for promoting the province's socio-economic development and contributing to the successful implementation of the Resolution of the 15th Provincial Party Congress, term 2020-2025.
In its human resource development roadmap for the period 2021-2025, Son La province has set specific goals, such as: Continuing to increase the proportion of trained workforce in the province's entire economy with a rational structure. The proportion of trained workers will reach 65% in 2025, of which 30% will have received diplomas or certificates; by 2030, the proportion of trained workers will reach 75%, of which 40% will have received diplomas or certificates. The proportion of trained workers will decrease to 58.9% of the total social workforce by 2025; to 50.7% by 2030; and the proportion of trained workers will increase to 51.2% in 2025 and 60.7% in 2030.
By 2025, Son La province strives to have 100% of provincial and district-level officials and civil servants with university and postgraduate degrees; maintaining this until 2030 and beyond; 100% of commune-level officials and civil servants meeting or exceeding the required standards, maintaining this until 2030 and beyond; the percentage of provincial and district-level civil servants with university and postgraduate degrees will reach 70% in 2025 and approximately 85% by 2030. Attention will be paid to implementing policies for human resource development among ethnic minorities, aiming for 35% of ethnic minority people of working age to receive appropriate vocational training by 2025, of which 65% will be ethnic minority workers aged 18 to 35...
Son La province also strives to provide labor market information and job placement services to 35% of its workforce annually. It aims to facilitate overseas employment and employment in domestic industrial zones. The total number of jobs created during the 2021-2025 period is targeted at 100,000. By 2025, the urban unemployment rate is expected to be below 3.65%, and below 3.5% by 2030.
To achieve the set targets, Son La province has been strengthening information and communication efforts, raising awareness among officials, civil servants, citizens, businesses, employers, and society about the significance and importance of human resource development. Continue researching, developing, and perfecting mechanisms and policies on training, nurturing, attracting, employing, and rewarding talent to create favorable conditions for human resource development; strengthen the mobilization of resources from businesses to invest in human resource development, create jobs for workers, and develop the education and training sector. Mobilize and utilize resources rationally and effectively to serve human resource development. Balance and allocate state budget for human resource development, ensuring it is consistent with the practical conditions of Son La province.
