Survey Team No. 4 of the Subcommittee on Documents for the 16th Provincial Party Congress worked with the District Party Committees of Phu Yen, Bac Yen, Muong La, and Quynh Nhai.

Attending the working session were: Comrade Luu Minh Quan, Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Mass Mobilization Department; Dang Ngoc Hau, Vice Chairman of the Provincial People's Committee; members of Survey Team No. 4; and representatives of the Party Committees and People's Committees of Phu Yen, Bac Yen, Muong La and Quynh Nhai districts.

Implementing the Resolution of the 20th Congress of the Phu Yen District Party Committee, term 2020-2025, which set out 21 targets and 17 tasks in the fields of economy, culture - society, environment, and Party building, Phu Yen district has so far completed 18 out of 21 targets and continues to implement the key tasks set out. Total budget revenue in the district reached over 407 billion VND, achieving 72.2% of the target set in the Congress resolution.

For Bac Yen district, 18 out of 22 targets set in the Resolution of the 16th District Party Congress, term 2020-2025, have been completed. Economic and social development targets and Party building work, as well as strengthening the political system, have been actively implemented. The district's agriculture has shifted towards commodity production, focusing on exploiting the local potential and strengths; under national target programs, 8 new cultural centers, 13 concrete roads, and 2 irrigation projects have been built for 42 villages in 9 communes of the district. Loan support has been provided to 9,531 people, with a total outstanding loan balance of over 447 billion VND.

Muong La District has completed 14 out of 19 targets set forth in the Resolution of the 21st District Party Congress, term 2020-2025. By the end of August 2024, budget revenue in the district reached 145 billion VND; 22 new enterprises and cooperatives were established; 25 schools met national standards; the poverty rate decreased to 14.11%… The district focused on directing and implementing tasks to develop agricultural production. The total annual cultivated area reached 26,556 hectares, with a grain production of 48,357 tons; 1,754.4 hectares of fruit trees were newly planted…

Quynh Nhai District has focused on implementing national target programs, especially the new rural development program. The entire district has implemented 189 development investment projects with a total investment of over 1,055 billion 252 million VND. Of this, 1,029 billion 325 million VND came from the state budget, and nearly 26 billion VND was contributed by the people. Infrastructure in the Son La hydropower resettlement areas has been upgraded, repaired, and newly constructed with a total investment of over 109.18 billion VND. From 2020 to the present, the district has established 16 new enterprises, 26 new cooperatives, and issued 340 new business registration certificates. In 2024, the Quynh Nhai District Party Committee expects to achieve and surpass 15 out of 20 targets set in the Resolution of the District Party Congress for the 2020-2025 term.

During the meeting, localities requested the province and the central government to soon implement digital technology in managing Party member records in general, and those of Party members who are leaders at all levels, based on the principle of record inheritance. They also requested the province to continue prioritizing the review and promulgation of policies for agricultural development adapted to climate change; to accelerate the planning of the Son La hydroelectric reservoir tourism area; to reform administrative procedures in land management; and to develop mechanisms and policies to encourage the formation of linkages in product consumption chains…

Comrade Vi Duc Tho delivered a speech at the working session.

Comrade Vi Duc Tho requested that localities continue to lead and direct the completion of the goals and tasks set out for the 2020-2025 term. He also urged them to advise on the development of hydropower reservoir area planning that is appropriate to the characteristics and situation of each locality. Regarding the proposals, recommendations, and opinions of the delegates, the Secretariat will compile a report for the Subcommittee on Documents of the 16th Provincial Party Congress, term 2025-2030.
