Survey delegation No. 4 of the 16th Provincial Party Congress Document Subcommittee worked with Phu Yen, Bac Yen, Muong La and Quynh Nhai District Party Committees.

Attending the meeting were comrades: Luu Minh Quan, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission; Dang Ngoc Hau, Vice Chairman of the Provincial People's Committee; members of Survey Team No. 4; representatives of the District Party Committee and People's Committees of Phu Yen, Bac Yen, Muong La and Quynh Nhai districts.

Implementing the Resolution of the 20th Phu Yen District Party Congress, term 2020-2025, set out 21 targets and 17 tasks in the fields of economy, culture - society, environment, and Party building. Up to now, Phu Yen district has completed 18/21 targets, continuing to carry out the key tasks set out. The total budget revenue in the area reached more than 407 billion VND, reaching 72.2% of the Congress resolution target.

For Bac Yen district, 18/22 targets of the Resolution of the 16th District Party Congress, term 2020-2025 have been completed. The socio-economic development targets and the work of Party building and consolidating the political system have been actively implemented. The district's agriculture has shifted towards commodity production, focusing on exploiting the potential and strengths of the locality; the national target program has built 8 new cultural houses, 13 concrete roads, 2 irrigation works for 42 villages in 9 communes of the district. Loan support for 9,531 people, total outstanding debt of over 447 billion VND.

Muong La district completed 14/19 targets set by the Resolution of the 21st District Party Congress, term 2020-2025. By the end of August 2024, the local budget revenue reached 145 billion VND; 22 new enterprises and cooperatives were established; 25 schools were built to meet national standards; the poverty rate decreased to 14.11%... The district focused on directing and implementing tasks to develop agricultural production. The total annual cultivated area reached 26,556 hectares, the output of grain reached 48,357 tons; 1,754.4 hectares of newly planted fruit trees...

Quynh Nhai district has focused on implementing national target programs, especially the new rural construction program. The whole district has implemented 189 development investment projects, with a total investment capital of over 1,055 billion 252 million VND. Of which, investment from the state budget is 1,029 billion 325 million VND, people contributed nearly 26 billion VND. Upgrading, repairing, and building new infrastructure in resettlement areas of Son La hydropower plant with a total investment of over 109.18 billion VND. From 2020 to now, the district has established 16 enterprises, 26 new cooperatives and issued 340 new business registration certificates. In 2024, Quynh Nhai District Party Committee expects to achieve and exceed 15/20 targets set by the Resolution of the District Party Congress for the 2020-2025 term.

At the meeting, the localities proposed that the province and the Central Government soon apply digital technology to the management of party member records in general and party members who are leaders at all levels according to the inheritance of records. They recommended that the province continue to prioritize reviewing and promulgating policies on agricultural development adapted to climate change; speeding up the planning of the Son La hydropower reservoir tourism area; administrative reform on land management; building mechanisms and policies to encourage the formation of linkage chains in product consumption...

Comrade Vi Duc Tho requested that localities continue to lead and direct the completion of the goals and tasks set out in the 2020-2025 term. Advise on the development of a hydropower reservoir area development plan suitable to the characteristics and situation of each locality. Regarding the proposed contents, recommendations and opinions of the delegates, the Secretariat synthesizes a report to the Subcommittee of Documents of the 16th Provincial Party Congress, term 2025-2030.
