The goal is to make Son La province one of the relatively developed provinces in the Northern Midlands and Mountains region, a center of the Northwest sub-region, and a key tourism destination in the Vietnam-Laos border region and the Northern Midlands and Mountains region. Simultaneously, the province aims to become a center for processing agricultural products in the Northern Midlands and Mountains region… This is the overarching vision and objective that Son La province is determined to pursue during the provincial planning period of 2021-2030, with a vision to 2050.
Son La province has issued a decision approving the list of investment attraction projects for the period 2021-2025, comprising 367 projects across various sectors.

This is a significant event, affirming the aspirations and vision, and identifying the driving forces for development, enabling Sơn La province to maximize its potential and strengths for multi-sectoral, multi-field, comprehensive, green, rapid, and sustainable development.
Over the years, Son La province has consistently identified planning as a top priority, creating the highest legal framework and serving as an important tool for formulating socio-economic spatial development orientations and effectively allocating and utilizing resources.
In particular, immediately after the Planning Law was enacted and came into effect, the Son La Provincial Party Committee, People's Council, and People's Committee promptly implemented it with the involvement of the entire political system in the planning process.
Comrade Hoang Quoc Khanh, Secretary of the Provincial Party Committee and Chairman of the People's Committee of Son La province, stated: Throughout the planning process, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee of Son La province have led and directed departments, agencies, and the People's Committees of districts and cities to proactively coordinate closely with consulting units, functional agencies under central ministries and agencies, neighboring provinces, the Ministry of Planning and Investment, and the Government Office to organize conferences and seminars to consult with scientists and experts to finalize the plan. At the same time, the plan was submitted to the Son La Provincial Planning Appraisal Council for approval, ensuring quality and progress according to regulations.
“The development of the Son La provincial planning for the period 2021-2030, with a vision to 2050, aims to concretize the Resolution of the 13th National Congress of the Party, the national socio-economic development strategy for the 10-year period 2021-2030, Resolution No. 11-NQ/TW dated February 10, 2022 of the Politburo on the direction of socio-economic development and ensuring national defense and security in the Northern Midlands and mountainous region until 2030, with a vision to 2045; national plans, sectoral plans, regional plans and the Resolution of the 15th Congress of the Son La Provincial Party Committee for the 2020-2025 term,” the Secretary of the Son La Provincial Party Committee further informed.
The Provincial Party Secretary and Chairman of the People's Committee of Son La province also emphasized: Economic development must be in harmony with addressing social issues, ensuring balanced development across sectors, without sacrificing social progress and equity, and without compromising the environment for purely economic development. Throughout the development process, people must always be considered the center, the subject, the driving force, and the goal of development.
The fact that Son La province has made efforts to complete the provincial planning and subsequently had it approved by the Prime Minister will be an important basis for Son La province to comprehensively and uniformly lead, direct, and manage socio-economic development, national defense, security, integration, and foreign relations within the province. This will also serve as a basis for policy formulation, investment planning, and creating momentum for the development of production, business, social welfare, security, safety, and civilization.
Comrade Tong The Anh, Secretary of the Yen Chau District Party Committee, said: Along with focusing on implementing tasks and solution groups, districts and cities are also urgently participating in reviewing and adjusting specialized plans, especially land and construction plans, to conform with the approved provincial plan as stipulated by the Planning Law. The district has also proactively researched and advised on amending existing mechanisms and policies, and proposed the issuance of new mechanisms and policies for socio-economic development for each period, creating new impetus for the overall development of the province.
Deputy Minister of Planning and Investment Nguyen Thi Bich Ngoc handed over the Prime Minister's Decision approving the provincial planning to the leaders of Son La province.
To effectively implement the planning with a vision, objectives, and aspirations to develop Son La, the province has been directing and promoting the widespread dissemination of the core contents of the provincial plan to all levels, sectors, the business community, and all segments of the population. This aims to create a unified understanding with high determination, decisive action, and effective implementation of the plan.
Based on the planning content, Son La province has also directed all levels, sectors, districts, and cities to coordinate and implement the provincial planning plan in accordance with the law and the Prime Minister's approval decision, ensuring uniformity, consistency, and smooth coordination among all levels, sectors, and localities.
The heads of Party committees, agencies, units, and localities are tasked with promptly and seriously identifying the key and priority tasks of their respective agencies and units. This will allow them to focus on developing programs and plans with specific goals, tasks, and deliverables, along with timelines for completion, serving as a basis for leadership and guidance in organizing implementation.
Focus on effectively implementing administrative reforms, improving the investment environment, and supporting businesses; improving the provincial competitiveness index, the provincial public administration and governance efficiency index, and the administrative reform index; effectively implementing the set of indicators for evaluating the results of administrative reforms at all levels, creating a favorable environment for attracting investment and mobilizing resources to implement the plan.
In addition, Son La province is also focusing on innovation, promoting digital transformation; developing the province's information infrastructure and scientific and technological databases in a modern and synchronized direction; investing in improving the capacity and efficiency of the Startup and Innovation Center; and supporting and connecting programs, projects, and innovative startup businesses to operate effectively.
Timely and effective implementation of national target programs; policies and solutions to address employment for workers, linked to improving the quality of employment, prioritizing job support, creating livelihoods, and providing vocational training for young people starting businesses, and workers in disadvantaged communes, particularly difficult villages in remote areas, border regions, etc.
The Sơn La Provincial Planning for the period 2021-2030, with a vision to 2050, has been approved, clearly demonstrating the attention of the Party, State, Government, Prime Minister, Government Office, Ministry of Planning and Investment, and other ministries, agencies, and central organizations to Sơn La province.
