Currently, the administrative procedure information system in Son La province is interconnected and synchronized across all three levels, from province to district and commune. It has connected and shared data with the National Public Service Portal, and is also fully, comprehensively, and continuously connected with the EMC system. It maintains the integration of 573 online public services of the province on the National Public Service Portal, including: 326 provincial-level services, 188 district-level services, and 59 commune-level services. The rate of digitally signed documents exchanged online between agencies in the province through the document management and operational software system reached 96.82%. The rate of online applications through public services reached 92.02%. The rate of online public services generating online applications reached 86.72%. The rate of digitized documents reached 93.84%. The rate of digitized results of administrative procedure resolution reached 71.71%. The rate of online payment transactions reached 80.49%. The province consistently directs agencies, units, and localities to effectively prevent and promptly detect activities that exploit cyberspace to infringe upon national security, and no complex cases have been detected so far.

Promoting the application of information technology in agricultural production.

Besides promoting and improving the quality of public administrative services, creating favorable conditions for people and businesses, especially in rural areas, in carrying out administrative procedures to promote digital transformation in building new rural areas, digital transformation in agriculture to develop the economy and improve people's lives is also being strongly implemented. The digital transformation of agricultural production (vegetables, fruits, tea, coffee, etc.) and key aquatic products of the province is being implemented step by step. Data related to agriculture, forestry, fisheries, irrigation, new rural development, and agricultural cooperatives in the province are being digitized. Models of safe agricultural production are being developed and replicated, applying sensors and smart devices that are connected and automatically controlled throughout the agricultural production process; LED technology is being used synchronously in high-tech farming; greenhouse and net house farming uses hydroponics and aeroponics; and photovoltaic cells are being used. Using robots to replace manual labor in crop and livestock care; utilizing drones and satellites; applying financial technology to all agricultural activities in the province.

Implementing digital transformation software solutions in the deployment and management of the One Commune One Product (OCOP) program; promoting the digitalization process, synchronizing databases, managing raw material area codes, and tracing the origin of agricultural products through applications such as: traceability systems; applying GIS technology in forest management and protection; software for updating forest changes; deploying the farmdiary.online electronic log application… Strengthening the application of online platforms and virtual reality technology in promoting and facilitating trade and e-commerce for agricultural and rural products. Supported 42 businesses and cooperatives to promote and introduce their units with 52 typical agricultural products on the Son La Province Business and Agricultural Product Information Page (at https://agritradepage.vn); Supported 5 businesses and cooperatives with 75 products meeting export standards to list on Alibaba.com, Agrim, and EC platforms; Developing and editing communication tools to support businesses and cooperatives in finding partners on digital platforms (YouTube channel, articles, videos, Google Adwords advertising, etc.).
