Son La province has paid attention to developing industrial zones, reducing the number of young party members of working age, and the masses.

Early 2006,Son La Provincial Party CommitteeThere are still 86 establishments without party members, 995/3,181 establishments without party cells... Most of the establishments without party members or party cells are in remote, mountainous, border villages in especially difficult communes... With synchronous solutions, suitable to reality in promoting party development work in difficult areas, by 2020, Son La province had 100% of villages, sub-regions, residential groups, schools, and medical stations in the whole province having party members and establishing party cells...

Also because the remote areas of Son La lack party organizations and party members, it has caused many difficulties in propaganda, education, and dissemination of the Party's resolutions and directives to the masses and in assigning party members and party cells to directly monitor and help outstanding masses to create a source for Party development.

In these difficult areas, there are still backward customs, illegal migration, and people being taken advantage of by bad guys often occur... making it difficult for grassroots Party committees to investigate and verify the background of candidates for Party membership, especially in some villages with drug abuse, causing obstacles and difficulties in building and developing sources for Party membership...

Clearly recognizing the current situation and difficulties and obstacles in Party development work in disadvantaged areas, on February 10, 2006, the Standing Committee of Son La Provincial Party Committee issued Resolution No. 03-NQ/TU on Party development in villages, schools, and medical stations without Party members and Party organizations.

After nearly 1 year of implementing Resolution No. 03, by the end of 2006, Son La province had admitted party members to 61 establishments that had not had party members before (56 villages, 4 schools, 1 health station); established 364 new party cells that had not had party cells before (230 villages, 59 schools, 75 health stations). Thereby, the number of establishments that had not had party members and party cells was gradually reduced, contributing to ensuring the Party's comprehensive leadership role.

After 8 years of implementing Resolution No. 03 of the Provincial Party Committee Standing Committee, the whole Son La province has had 4,758 grassroots people without party members and party organizations included in the source list, of which 3,903 people have attended a training class to improve awareness of the Party.

By the end of 2015, Son La Provincial Party Committee had established 1,070 Party cells (737 villages, 248 schools, 85 medical stations), of which 704 Party cells were established by recruiting Party members and having enough staff.party memberAfter the official party transfer (446 villages, 197 schools, 61 medical stations). The remaining party cells were established by mobilizing party members from other places, separating villages, and moving resettled people from Son La hydropower plant. The number of bases without party cells is 86 villages and 10 schools.

Talking with comrade Nguyen Duc Thanh, Head of the Organization Committee of Son La Provincial Party Committee, it was known that: By the end of 2020, 100% of villages, sub-areas, residential groups, schools, and medical stations in the whole province will have party members and established party cells... By early September 2024, Son La Provincial Party Committee has 17 affiliated party committees, 833 grassroots party organizations, 4,115 party cells affiliated with grassroots party committees with 93,216 party members.

The work of developing party members who are ethnic minority youth in remote communes is also of interest to Son La province.

To achieve that result, the Party committees from the province to the grassroots level of Son La have paid attention to thoroughly understanding the importance and necessity of building and consolidating organizations in the political system at the grassroots level, focusing on and most importantly developing the Party at the grassroots level where there are no Party members, increasing the number of Party members in each Party cell, building sustainable Party cells; raising the awareness of Party committees and organizations from the province to the grassroots level, especially the secretaries of the grassroots Party committees, about the meaning, importance and responsibility for the work of developing Party members, especially in difficult areas.

“The Son La Provincial Party Committee has focused on promoting propaganda and education so that the masses can correctly perceive the meaning and importance of developing Party members so that they have the right attitude and motivation to strive to join the Party; strengthen inspection, supervision, guidance, and remove difficulties and obstacles for the grassroots in the work of creating sources and admitting Party members to ensure the standards, conditions, and procedures for Party admission. Promote the spirit and responsibility of setting an example for cadres and Party members, especially key cadres at all levels, to strengthen and consolidate people's trust in Party committees, authorities, cadres, and Party members, creating attraction and gathering of outstanding masses to strive to join the Party,” added Comrade Nguyen Duc Thanh, Head of the Organization Board of the Son La Provincial Party Committee.

Along with the above solutions, the Son La Provincial Party Committee also focused on strictly directing the implementation of assigning responsible cadres, closely following the grassroots areas, increasing the number of Party members who are border guards, military, and police to participate in activities in villages without Party cells or Party cells with few Party members. Son La Province has arranged enough Border Guard cadres to border communes to hold the position of Deputy Party Secretary of the commune in charge of Party building and consolidating the political system. This is the core force in building grassroots Party organizations, contributing to eliminating the blank pages of Party members and Party organizations in Son La Province.

The Standing Committee of the Son La Provincial Party Committee has also assigned the Provincial Party Committee's Organization Board to chair quarterly meetings with district and city party committees and related units to promptly remove difficulties and obstacles for the grassroots level to grasp the situation, evaluate the results of Party development work, and propose leadership and direction measures. Assign district and city party committees to develop specific plans, continue to direct party committees, grassroots party organizations and cadres and party members in the party committee to seriously implement tasks and solutions, considering this a key and regular task of each party committee in the Party building work of the Party Committee.

Comrade Hoang Quoc Khanh, Secretary of the Provincial Party Committee, Chairman of the People's Committee of Son La province, added: With the characteristics of a mountainous and border province, with many difficult socio-economic conditions, ethnic minorities making up the majority, one of the major barriers affecting the Party's development work is the living conditions of the people. Therefore, the Son La Provincial Party Committee is always aware of promoting economic development, improving the lives and incomes of the people, especially those in mountainous, remote and extremely disadvantaged areas.

From the practical solutions being implemented, jobs have been created right in the locality, contributing to increasing income, improving the material and spiritual life of the people; reducing the number of young party members of working age, the masses in the Party development source at the grassroots level having to go to work far away; creating favorable conditions and motivation for the masses to strive to be in the Party's ranks...

In order to sustainably develop the Party in disadvantaged areas, the Son La Provincial Party Committee has been and is continuing to lead and direct the implementation of policies, plans, measures and resolutions in line with reality. In particular, Resolution No. 02-NQ/TU has been issued on improving the leadership capacity and fighting strength of grassroots Party organizations in commune, ward and town Party Committees in association with strengthening the grassroots political system; Resolution No. 19-NQ/TU on Party development in non-state enterprises and cooperatives in Son La province for the period 2021-2025...

The issuance of resolutions and the synchronous implementation of the above solutions will be the basis and motivation to help the Son La Provincial Party Committee better deploy and implement the work of developing party members in the area, especially in remote, mountainous and border communes with special difficulties. Thereby, contributing to strengthening, consolidating and building grassroots party organizations and improving the quality of party members in the new situation...
