(nhandan.vn) - Son La province has successfully implemented solutions to develop the Party in disadvantaged areas, achieving the goal of 100% of villages, sub-districts, residential areas, schools, and health stations having Party members and Party branches.

Son La province has focused on developing industrial zones, minimizing the number of young Party members of working age and the general public.
In the local Party development program, some candidates have to go far away to work.
In early 2006,Son La Provincial Party CommitteeThere are still 86 establishments without Party members, and 995 out of 3,181 establishments without Party branches… Most of these establishments without Party members or Party branches are located in remote, mountainous border villages in particularly difficult communes… With comprehensive and practical solutions to promote Party development in difficult areas, by 2020, Son La province had achieved 100% of villages, sub-districts, residential areas, schools, and health stations throughout the province having Party members and established Party branches…
Because the remote and isolated areas of Son La lack Party organizations and members, it has created many difficulties in disseminating and educating the public on the Party's resolutions and directives, as well as in assigning Party members and branches to directly monitor and assist outstanding individuals to develop Party membership.
In these disadvantaged areas, outdated customs and practices persist, as does uncontrolled migration, and people are frequently exploited by unscrupulous individuals. This makes it difficult for local Party committees to verify the backgrounds of prospective Party members, especially in villages with drug problems, hindering the development of new Party members.
Recognizing the reality and difficulties in Party development work in disadvantaged areas, on February 10, 2006, the Standing Committee of the Son La Provincial Party Committee issued Resolution No. 03-NQ/TU on Party development in villages, schools, and health stations without Party members and Party organizations.
In just under a year of implementing Resolution No. 03, by the end of 2006, Son La province had admitted Party members in 61 previously uninhabited areas (56 villages, 4 schools, and 1 health station); and established 364 new Party branches in areas that previously had no Party branches (230 villages, 59 schools, and 75 health stations). This gradually reduced the number of areas without Party members and Party branches, contributing to ensuring the comprehensive leadership role of the Party.
After 8 years of implementing Resolution No. 03 of the Provincial Party Committee, Son La province has had 4,758 grassroots people without Party members or Party organizations included in the list of potential candidates, of which 3,903 have attended training courses on Party awareness.
By the end of 2015, the Son La Provincial Party Committee had established 1,070 Party branches (737 villages, 248 schools, and 85 health stations), of which 704 branches were established through the recruitment of new Party members and meeting all the necessary criteria.party memberAfter the official transfer of party membership (446 villages, 197 schools, 61 health stations). The remaining party branches were established through the transfer of party members from other areas, village separation, and resettlement of people displaced by the Son La hydroelectric project. There are still 86 villages and 10 schools without party branches.
In a discussion with Comrade Nguyen Duc Thanh, Head of the Organization Department of the Son La Provincial Party Committee, it was learned that: By the end of 2020, 100% of villages, sub-districts, residential areas, schools, and health stations throughout the province had Party members and established Party branches... By the beginning of September 2024, the Son La Provincial Party Committee had 17 subordinate Party committees, 833 grassroots Party organizations, and 4,115 Party branches under the grassroots Party committees with 93,216 Party members.

The recruitment of young ethnic minority party members in remote and disadvantaged areas of Son La province is also a priority.
To achieve these results, Party committees at all levels, from the province to the grassroots in Son La, have paid close attention to thoroughly understanding the importance and necessity of building and strengthening organizations within the political system at the grassroots level. The most important focus has been the work of developing Party membership in grassroots areas without members, increasing the number of Party members in each Party branch, and building sustainable Party branches. They have also raised awareness among Party committees and organizations from the province to the grassroots, especially the secretaries of grassroots Party committees, about the meaning, importance, and responsibility for Party membership development, particularly in disadvantaged areas.
“The Son La Provincial Party Committee has focused on promoting propaganda and education to ensure that the broad masses understand the meaning and importance of Party member development work, so that they have the right attitude and motivation to strive to join the Party; strengthening inspection, supervision, guidance, and resolving difficulties and obstacles for grassroots units in the work of creating sources and admitting Party members, ensuring standards, conditions, and procedures for Party membership. Promoting the spirit and responsibility of setting an example for cadres and Party members, especially key cadres at all levels, aims to strengthen and consolidate the people's trust in the Party committees, government, cadres, and Party members, creating an attraction and gathering of outstanding masses to strive to join the Party.” Comrade Nguyen Duc Thanh, Head of the Son La Provincial Party Committee's Organization Department, further informed.
Along with the above solutions, the Son La Provincial Party Committee also focused on strictly directing the implementation of assigning cadres to be in charge of and closely monitor the grassroots areas, and strengthening the presence of Party members from border guards, military personnel, and police officers in villages without Party branches or with few Party members. Son La province has deployed a sufficient number of border guard officers to border communes to hold the position of deputy secretary of the commune Party committee, responsible for Party building and strengthening the political system. This is the core force in building grassroots Party organizations, contributing to eliminating villages without Party members and Party organizations in Son La province.
The Standing Committee of the Son La Provincial Party Committee has also assigned the Provincial Party Committee's Organization Department to chair quarterly meetings with district and city Party committees and relevant units to promptly resolve difficulties and obstacles at the grassroots level, assess the results of Party development work, and propose leadership and guidance measures. The district and city Party committees are tasked with developing specific plans and continuing to direct Party committees, grassroots Party organizations, and cadres and Party members within their respective Party organizations to seriously implement the tasks and solutions, considering this a key and regular task for each Party committee in the Party building work of the Party organization.

Comrade Hoang Quoc Khanh, Secretary of the Provincial Party Committee and Chairman of the People's Committee of Son La province, further informed: Given its characteristics as a mountainous, border province with many socio-economic difficulties and a majority ethnic minority population, one of the major obstacles affecting Party development is the living conditions of the people. Therefore, the Son La Provincial Party Committee is always clearly aware of the importance of promoting economic development and improving the living standards and income of the people, especially those in highland, remote, and particularly disadvantaged areas.
The practical solutions being implemented have created jobs right in the locality, contributing to increased income and improved material and spiritual lives for the people; reducing the number of young Party members of working age and grassroots Party development candidates who have to go far away to work; and creating favorable conditions and motivation for the masses to strive to join the ranks of the Party...
To ensure sustainable Party development in disadvantaged areas, the Son La Provincial Party Committee has been leading and directing the implementation of policies, plans, measures, and resolutions appropriate to the practical situation. These include Resolution No. 02-NQ/TU on enhancing the leadership capacity and fighting strength of grassroots Party organizations in communes, wards, and towns, linked with consolidating the grassroots political system; and Resolution No. 19-NQ/TU on Party development in non-state enterprises and cooperatives in Son La province for the period 2021-2025...
The issuance of resolutions and the synchronized implementation of the aforementioned solutions will serve as a foundation and driving force to help the Son La Provincial Party Committee better implement the work of developing Party members in the province, especially in remote, mountainous, and particularly difficult border areas. This will contribute to strengthening, consolidating, and building grassroots Party organizations and improving the quality of Party members in the new situation...
