The Hoa Binh - Moc Chau expressway project includes a section from Km19 to Km53 passing through Hoa Binh province. The project's investment plan was approved by the Hoa Binh Provincial People's Council in late 2022, with a total investment of 9,997 billion VND. Funding comes from the central and provincial budgets. This is a key project for the transportation sector and the first expressway to be constructed in Hoa Binh province.
The project starts at Km 19 00, before the intersection with the project to build the road from Da Bac town to Thanh Son (Phu Tho), connecting with the Km0 - Km19 section of the Hoa Binh - Moc Chau expressway (in Da Bac town, Da Bac district). The end point is at Km 53 00, connecting with the investment project to build the Hoa Binh - Moc Chau road section in Son La province (in Chieng Yen commune, Van Ho district).
The Hoa Binh - Moc Chau expressway project is of paramount importance for the socio-economic development of Hoa Binh province in particular and the Northwest provinces in general. The project aims to complete the connection of the Hoa Binh - Moc Chau (Son La province) expressway, thereby creating a foundation for completing the CT.03 expressway (Hoa Binh - Son La - Dien Bien) according to the Road Network Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister.
The project also helps to form inter-regional transportation routes: Son La, the Northwest provinces - Hanoi, Hoa Binh, Phu Tho, and the northern mountainous provinces, thereby maximizing the exploitation potential of the entire inter-regional transportation network.
