The Hoa Binh - Moc Chau Expressway Project has a section from Km19 - Km53 passing through Hoa Binh province. The project was approved by the People's Council of Hoa Binh province in late 2022, with a total investment of VND 9,997 billion. The capital source for implementation comes from the central budget and the provincial budget. This is a key project of the transport sector and is the first expressway to be built in Hoa Binh province.

The project starts at Km 19 00 before the intersection with the project to build a road from Da Bac town to Thanh Son (Phu Tho), connecting with the section Km0 - Km19 of the Hoa Binh - Moc Chau highway (in Da Bac town, Da Bac district). The end point is at Km 53 00, connecting with the project to invest in building a road from Hoa Binh to Moc Chau in Son La province (in Chieng Yen commune, Van Ho district).

The Hoa Binh - Moc Chau Expressway Project is of great significance for the socio-economic development of Hoa Binh province in particular and the Northwestern provinces in general. The project's objective is to complete the connection of the Hoa Binh - Moc Chau Expressway (Son La province), thereby creating a premise to complete the CT.03 Expressway (Hoa Binh - Son La - Dien Bien) according to the Road Network Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister.

The project also helps to form inter-regional traffic routes: Son La, the Northwestern provinces - Hanoi, Hoa Binh, Phu Tho, the northern mountainous provinces, thereby promoting the exploitation capacity of the entire inter-regional traffic network.
