Depending on the conditions and resources at the grassroots level, they should continue to launch and maintain the effective operation of "Houses of Wisdom" and "Libraries of Compassion"; each commune and ward should build at least one large "House of Wisdom" or "Library of Compassion" to serve the learning needs of students, commune officials, and all people in the area. Prioritize resources for investment in educational infrastructure, aiming for 100% of schools in the city to achieve national standard school status.
