(sonla.gov.vn) On September 22, 2023, the Son La Provincial Steering Committee for Digital Transformation organized a conference on "Solutions to Promote Digital Transformation for Businesses and People in Son La Province in 2023". Mr. Dang Ngoc Hau, Vice Chairman of the Provincial People's Committee and Deputy Head of the Provincial Steering Committee for Digital Transformation, chaired the conference. Attending the conference were members of the Provincial Party Standing Committee; leaders of the Provincial Party Committee's departments; provincial departments and agencies; districts and cities; representatives of businesses and cooperatives in the province; and information technology companies and banks in Vietnam.
Conference on Solutions to Promote Digital Transformation for Businesses and Citizens
With the perspective of putting people and businesses at the center of service and using the satisfaction of people and businesses as a measure of operational effectiveness, the Provincial Party Committee, the Provincial People's Committee, and the Provincial Steering Committee for Digital Transformation have decisively directed, along with the determination and efforts of Party committees and governments at all levels and sectors, to always create the best conditions to support the implementation of digital transformation tasks, support businesses, organizations, and citizens in digital transformation to promote the development of the digital economy and digital society; especially improving the quality of online public service delivery and issuing policies to support businesses in implementing digital transformation. This conference helps businesses, cooperatives, and people in the province better understand the meaning and importance of digital transformation, digital economy, digital society, and digital citizenship for the production, business, development of businesses and cooperatives, and the lives of the people.

The conference heard from five top-performing IT companies and banks in Vietnam that are actively participating in the National Digital Transformation Program. These companies, with their diverse digital platforms, solutions, and services, shared information about programs and products that will support the digital transformation of Son La province in the coming period. These included: a digital platform for the digital transformation of small and medium-sized enterprises (SMEs), business households, and cooperatives to promote the development of the digital economy; a remote digital signature solution to promote digital citizenship; an e-commerce platform solution to promote the digital economy and society; digital transformation for businesses and individuals in the financial sector and cashless payments; an introduction to VNPT's OneSME solution; and an introduction to Viettel's Vcontract electronic contract solution. As of September 20th, Son La province had over 3,400 businesses with a total registered capital of 53,523 billion VND. In the first nine months, the Department of Planning and Investment received and processed 1,784 business registration applications, a 35% increase compared to the same period in 2022, with a total registered capital of nearly VND 1,610 billion (1,780 applications were submitted online, accounting for 99%). The province has 861 active cooperatives, with 72 new cooperatives established in the first nine months, an 8.3% increase compared to the same period in 2022. Businesses and cooperatives continue to make positive contributions to the socio-economic development of Son La province, particularly contributing 80% or more to state budget revenue, creating thousands of jobs, and actively participating in social welfare activities such as: eliminating temporary housing, providing health insurance cards, awarding scholarships, and constructing other public welfare projects in the province. At this conference, the Department of Information and Communications of Son La province, along with five other units: VNPT Son La, Viettel Son La, MISA Joint Stock Company, Vibook Vietnam Digital Technology Group Joint Stock Company, and BIDV Bank Son La branch, signed a memorandum of cooperation to promote digital transformation in Son La province's businesses with digital technology companies, promoting the use of digital signatures for citizens through public digital signatures.

The conference on “Solutions to Promote Digital Transformation for Businesses and People in Son La Province in 2023” is the beginning of a series of events in response to the National Digital Transformation Day - October 10, 2023 and the Son La Province Digital Transformation Year. In his concluding remarks at the conference, Mr. Dang Ngoc Hau requested that, immediately following this conference, the Provincial Steering Committee for Digital Transformation assign the Department of Information and Communications to take the lead, in coordination with the Department of Planning and Investment, the Provincial Cooperative Alliance, the Provincial Business Association, and the Provincial Tourism Association, to continue advising on and implementing programs and activities to promote digital transformation among businesses, cooperatives, and people, focusing on the following key tasks: Continuing to deploy monitoring and operating systems at the Provincial Smart Operation Center; increasing the rate of administrative procedures processed online; building a shared provincial data warehouse and specialized databases; The goal is to achieve 100% connectivity and sharing of shared databases throughout the province; fiber optic broadband network coverage for over 80% of households and 100% of communes; widespread access to high-speed mobile network services (4G) and smartphones; over 50% of the population having electronic payment accounts; and updating, interconnecting, and integrating digital platforms, national databases, and specialized databases to facilitate data sharing and information exchange for government and local authorities in directing and managing administrative procedures for citizens and businesses.
