Coming to the new rural communes of Thuan Chau, we can witness the changes in the countryside here. These are the long concrete roads within and between villages; the hills covered with the green of fruit trees, tea, coffee, next to the prosperous villages. Schools, medical stations, and cultural houses have been invested in; the spiritual and cultural life of the people is always full of new joy.

With the policy of promoting the spirit of people's mastery, mobilizing internal resources to build new rural areas, by the end of 2023, Chieng La commune reached the new rural area finish line. During that process, the commune received nearly 21.4 billion VND in support from the State, and people contributed nearly 1.3 billion VND to build infrastructure. Up to now, 6/6 villages have cultural houses; 100% of households use electricity regularly and safely; 10 irrigation works, ensuring irrigation water for 64 hectares of agricultural land; no more temporary houses, dilapidated houses...

Mr. Lo Van Dinh, Party Cell Secretary, Head of Chieng La Village excitedly said: All activities related to building new rural areas are carried out with the motto "people know, people discuss, people do, people check, people supervise, people benefit", creating consensus in implementation. Thanks to the new rural program, village roads and alleys have been concreted, spacious and clean. Increased income has helped people's lives change a lot, the appearance of the villages is increasingly improved. We continue to work with local authorities to maintain and improve the quality of the criteria.

In the process of building new rural areas, Thuan Chau district has well implemented the State's programs and projects, in which, prioritizing the development of infrastructure. In 2023, the district invested in the construction of 128 works, with a total capital of more than 542 billion VND, mainly focusing on the field of basic construction, such as: Rural traffic, commune offices, cultural houses, schools, commune health stations, irrigation works, domestic water... gradually meeting the essential needs of the people as well as completing the criteria on social infrastructure. Along with the support of the State, the district also called for contributions from cadres, party members, people and philanthropists to eliminate temporary and dilapidated houses; participate in repairing rural roads; mobilize environmental protection, clean up rural environments; build agricultural economic models.

Mr. Ha Trung Thang, Vice Chairman of the District People's Committee, said: The district focuses on reviewing and developing a plan to implement the new rural criteria and the plan to achieve new rural standards for the period 2023-2025. Directing specialized departments and People's Committees of communes based on the functions, tasks and programs of the district to develop plans and organize the implementation of the contents; propose solutions to remove difficulties and obstacles for the grassroots in the implementation process. With this joint effort and consensus, the district has 5 communes meeting the NTM standards; an average of 8.75 criteria/commune; 5/28 communes meeting the traffic criteria; 27 communes meeting the irrigation and disaster prevention criteria; 22 communes meeting the rural commercial infrastructure criteria; the rate of population using safe electricity reached 97%...

Mobilizing all resources to invest in new rural construction

In 2024, Thuan Chau district has set out specific goals and tasks, focusing on consolidating, maintaining, and improving the indicators and criteria for building new rural areas in communes; selecting criteria with strengths, breakthroughs, or criteria requiring little investment capital to prioritize implementation. Strive to achieve 9.2 criteria/commune; complete the re-evaluation dossier for the two communes of Tong Lanh and Phong Lai according to the Provincial People's Committee's Decision on communes meeting new rural standards in the period of 2016-2020.

At this time, Tong Lanh commune focuses on consolidating, improving and perfecting the criteria for building new rural areas according to the criteria set for the period 2021-2025. Mr. Luong Van Hanh, Vice Chairman of the Commune People's Committee, informed: Through review and assessment, the commune still has 3 criteria that have not been met, including: Income, poor households and health. Regarding the income criterion, the commune propagates and mobilizes people to exploit the advantages of developing trade and services; switching from low-yield food crops to fruit trees; growing grass to develop livestock farming in the direction of confinement.

Up to now, Tong Lanh commune has 1 central market, 209 households producing, trading and providing services; maintaining more than 2,700 livestock, 30,150 poultry. Regarding health criteria, the commune has assigned targets for developing health insurance subjects to the villages. Promote propaganda on the loudspeaker system of the village and commune about the rights and obligations of health insurance participants; newly updated and supplemented policies; difficulties that are supported when going to see a doctor and get treatment.

To materialize the motto "Do easy first, do difficult later", "Complete each criterion with certainty", up to now, Muoi Noi commune has achieved 10/19 NTM criteria. In 2024, the commune set a goal of achieving criteria on labor, environmental sanitation and food safety. Accordingly, the commune has reviewed and synthesized people of working age; developed a plan to solve employment; coordinated the organization of training courses to transfer production science and technology to people... Particularly for environmental sanitation and food safety criteria, the commune has established working groups in the villages to propagate and guide people to register to implement environmental criteria. Introduce regulations on ensuring environmental sanitation into the village's covenant. Assign cadres and party members to propagate and supervise residential clusters to implement regulations on environmental sanitation; strengthen control and supervision of production and business activities. Mass organizations coordinate to organize "Green Sunday to join hands to build new rural areas", "environmental sanitation of village roads and alleys", associated with the "5 no, 3 clean" movement; build mini incinerators... Strive to achieve by November 2024, the rate of domestic solid waste and non-hazardous solid waste collected and treated to reach 50%; the rate of households classifying solid waste at source and collecting, reusing, recycling, and treating according to regulations to reach 35%.

Ms. Tong Thi Thom, Bo Nguong village, Muoi Noi commune shared: “After the village and commune propagandized about waste classification and environmental protection regulations, I strictly followed the rules of putting waste in the right place. I collect and put recyclable plastic waste in separate bags. Currently, 100% of people in the village strictly follow environmental protection.”

With the viewpoint of "Mobilizing internal resources is the main thing; support from enterprises is important; investment from the state is necessary", Thuan Chau district is focusing on mobilizing resources to invest in building and upgrading rural infrastructure works, first of all serving people's needs, then works serving production in a priority direction. Socializing clean water works; investing in building rural environmental sanitation works; medical stations; schools; electricity; roads; community cultural centers; irrigation. Supporting the development of quality plant and animal varieties suitable to the production conditions of each locality...
