(sonla.gov.vn) On September 26, 2023, Mr. Le Hong Minh, Vice Chairman of the Provincial People's Committee, chaired a working session with a delegation from the French Development Agency (AFD), led by Mr. Herve Conan, Director of AFD Vietnam, regarding the progress of the "Project to Improve Urban Infrastructure in Response to Climate Change in Son La City," using ODA funds from AFD. Leaders from several provincial departments and agencies also attended the meeting.
The Vice Chairman of the People's Committee of Son La province held a working meeting with the delegation from the French Development Agency (AFD).
During the meeting, the Son La Provincial ODA Project Management Board reported on the implementation of the "Project to Improve Urban Infrastructure in Response to Climate Change in Son La City," using ODA funds from AFD. The Son La Provincial ODA Project Management Board has organized the preparation, appraisal, and approval of the investment preparation budget; organized the preparation, appraisal, and approval of the contractor selection plan for several pre-implementation packages; and organized the contractor selection and management for a total of 7 out of 8 packages. The project has been allocated 100 billion VND in ODA capital within the medium-term public investment plan for 2021-2025, and 5.0 billion VND in domestic counterpart funding for 2023.

Speaking at the meeting, the representative of the French Development Agency (AFD) thanked Son La province for its efforts in implementing the Project, affirming that AFD will strive to work alongside the province and provide maximum support to ensure the Project achieves the best results. At the same time, they requested Son La province to cooperate closely with AFD in the project implementation process; identify the most reasonable options during implementation to suit the conditions of each area; and ensure full compliance with Vietnamese law and donor regulations.

Speaking at the meeting, Mr. Le Hong Minh, Vice Chairman of the Provincial People's Committee, highly appreciated AFD's support in the project implementation. The province will assign specific departments and agencies to coordinate with AFD to complete the project, while also noting any emerging issues to develop solutions. The province also expressed its hope that AFD will provide comprehensive support to Son La province throughout the project implementation process. The province also committed to closely coordinating with AFD on related matters to ensure the project is implemented promptly and according to regulations, meeting the set deadlines.
