The People's Committee of Son La province has just issued Decision No. 2115/QD-UBND approving the planning of sub-area No. 1, Moc Chau urban area, Son La province. The area covers approximately 1,488 hectares and is projected to have a population of around 63,100 people.

According to the decision, the planning area covers subdivision No. 1 of Moc Chau town and Moc Chau Agricultural Farm town (part of the planned Moc Ly, Moc Son, Binh Minh, and Thao Nguyen wards), including sub-areas: 32, guesthouse, hospital, 40, meteorological station, government offices, Bo Bun, and parts of sub-areas: 19/5, 19/8, Level III, 70, and part of Muong Sang commune (Na Bo 1 village). The planning boundaries are as follows: North: bordering Muong Sang commune (area planned to be separated into Chieng Hac commune); South: bordering Muong Sang commune and Dong Sang commune (planned Muong Sang ward and Dong Sang ward); West: bordering Muong Sang commune (planned Muong Sang ward); East: bordering Moc Chau Agricultural Farm town (planned Binh Minh ward and Thao Nguyen ward).
The planning characteristics are those of a tourist urban area with functions related to culture, politics, economics, historical relics, and other integrated functions associated with the environmental landscape. This includes developing new residential and urban areas, improving the transportation system, technical infrastructure, and social infrastructure of the city, adding commercial and service amenities, and closely linking them with existing residential areas that are renovated and upgraded, harmonizing with green spaces and landscapes in conjunction with tourism development.
Specifically, Moc Ly ward plans to renovate and beautify the urban space, supplement technical and social infrastructure to serve urban residents, and form an administrative, cultural, and service center for Moc Chau town. It will utilize existing historical and cultural sites, develop services and commerce, create cultural and urban tourism products linked to the community, and attract tourists. It will also construct and complete the main urban arterial road, develop commercial and service streets and public spaces. New urban areas will be formed, and urban renovation and beautification will be carried out. The ward's administrative headquarters and important urban public works will be constructed at the intersection of National Highway 6 and the main urban arterial road.
Moc Son Ward is expected to develop into a cultural, commercial, and service center for the urban area of Moc Chau, supplementing technical and social infrastructure to serve the urban population. Existing public facilities will be upgraded, and new public facilities will be built to match the urban scale. The urban transportation system will be developed and improved, transforming into a commercial, service, and tourism street.
Binh Minh Ward is expected to complete a comprehensive system of technical and social infrastructure as a prerequisite for developing into a commercial, service, and tourism center of the urban area. It will continue to exploit and promote the advantages of the region's distinctive natural landscape, balancing landscape protection with the development of diverse tourism services such as: ecotourism, resort tourism, experiential tourism, entertainment, and recreation. It will also build and improve the transportation system, bus stations, and centralized parking lots, develop commercial and service streets, and public spaces to serve the urban area and connect functional zones within and outside the area.
Thao Nguyen Ward plans to renovate and beautify urban spaces, upgrade and supplement technical and social infrastructure to serve urban residents. It will build and develop new residential areas to create a modern urban space, ensuring permitted building density. Green spaces and water features will be interspersed to create urban landscapes. Historical and cultural sites will be exploited, and commerce and services will be developed to attract tourists. The potential of the natural landscape will be effectively utilized to promote tourism in the area, combined with the protection of tea hills and grasslands. New tourist attractions will be developed, such as a tea village and a Northwest cultural market. Public works will be completed and upgraded, and new commercial, service, cultural, and tourism facilities will be built and developed.
According to the Decision, the People's Committee of Son La province assigned the Department of Construction to guide and supervise the People's Committee of Moc Chau district in the process of implementing the planning, managing urban architecture and other related contents as prescribed. The Department is responsible for the accuracy of the content, information, data, and documents submitted for approval of the zoning plan.
The People's Committee of Moc Chau District is fully responsible for the quality of the planning project and the accuracy of the data in the project documents. It is also legally responsible to the Provincial People's Committee for the content and data submitted for appraisal and approval.
