Chieng On is a remote, border commune in Yen Chau district (Son La province) facing many difficulties. The people here are mainly ethnic minorities such as the Xinh Mun, Mong, and Thai. Their income primarily depends on crops grown on hillside fields, such as corn and cassava. Life is still difficult, and their understanding of the law is limited.
The Chiềng On commune recognizes that the dissemination and education of legal knowledge plays a crucial role in bringing the Party's guidelines and policies, and the State's laws to the people. Therefore, it has coordinated and intensified propaganda efforts through various forms, ensuring that the objectives are met, and the quality and effectiveness are maintained. This has contributed to a significant shift in people's awareness and compliance with the law, reducing illegal activities and maintaining political stability and social order in the locality.
Speaking with reporters, Mr. Giàng Lao Vừ, a judicial officer in Chiềng On commune (Yên Châu district, Sơn La province), said: "As a border commune with a majority of ethnic minorities and limited education, we recognize that disseminating the Party's policies and the State's laws is a crucial task for the locality. Each year, in accordance with the tasks assigned by the Party Committee and the People's Committee of the commune, the judicial department has developed plans and content for legal awareness campaigns. The commune has focused on disseminating information on laws such as the Land Law, the Marriage and Family Law, the Forestry Law, and the Border Law."
According to Mr. Vu, to make it easier for people to understand and access legal policies, Chieng On commune has integrated propaganda sessions into conferences and village meetings. In particular, the commune has established legal groups to go to each village and each household to disseminate information. As a result, people's awareness has been raised, and the number of legal violations has decreased year by year.

We arrived at Na Dit village, Chieng On commune (Yen Chau district, Son La province), a village of the Xinh Mun ethnic minority. This is also one of the villages with well-protected forest areas, thanks to the intensified dissemination of forestry laws to the farmers. Mr. Vi Van Xom, Party Secretary and Head of Na Dit village, said: The village has more than 170 households, all of the Xinh Mun ethnic minority. The village's economy mainly relies on cultivating wet rice, fruit trees, sugarcane, and other crops on the hillside. Although the lives of the people are still difficult, the villagers are all aware of the importance of protecting the forest.
"Every year, we receive information about the Forestry Law from commune officials and local forest rangers. Both I and the villagers are aware of our responsibility in caring for, protecting, and developing the forest. There is no longer any illegal logging or exploitation of forest products in the village; anyone who violates the law will be dealt with according to the law and the village's customs and regulations," Mr. Xom said.

Gradually improving the legal understanding of ethnic minorities in border areas.
In particular, in recent years, the People's Committee of Chiềng On commune has organized many campaigns to disseminate newly issued policies and provided numerous sets of legal information materials to the people. Simultaneously, in coordination with the District's Legal Dissemination Council and various departments, agencies, and organizations, they have integrated legal awareness campaigns into dozens of village meetings and gatherings, attracting thousands of participants.
Ms. Vi Thi Giot, from Khuong village, Chieng On commune (Yen Chau district, Son La province), shared: "Thanks to the commune officials, along with forest rangers and police officers, for disseminating information on forest protection, forest fire prevention and control, the harmful effects and consequences of drug abuse, the marriage and family law, and the border security law, I find these awareness campaigns very useful. I know and understand the law, and I spread the word to my family members so they don't violate the law. My family focuses on labor and production, developing the economy, and together with other villagers, we care for and protect the forest, staying away from social vices."

Speaking with reporters, Mr. Lai Huu Hung, Chairman of the People's Committee of Chieng On commune, Yen Chau district, Son La province, said: Chieng On is a border commune in Zone III of Yen Chau district; with a border length of 15km. The commune is 30km from the district center. The entire commune has 1,322 households, a population of 6,368 people, and 12 villages, all of which are particularly difficult areas. Five ethnic groups live together: Xinh Mun (71.18%), Mong (24.36%), Kinh (3.58%), Thai (0.71%), and Kho Mu (0.17%).
Previously, due to limited legal awareness among some residents, conflicts and disputes frequently occurred within the community. People violated regulations regarding the Forestry Law and the Land Law, especially with numerous complaints and appeals filed to higher authorities. In response to this situation, the commune focused on implementing various solutions to strengthen the dissemination of legal information to officials, Party members, and the general public, aiming to gradually improve people's awareness and compliance with the law.
