The plan's objectives are to closely follow the functions and tasks of agencies and units, create a vibrant competitive atmosphere, promote the strength of Party committees, authorities, cadres, civil servants, public employees, and workers of the Provincial People's Committee Office. Contribute to the complete elimination of temporary and dilapidated houses for poor households, near-poor households, and people affected by natural disasters by the end of 2025, and support families of meritorious people facing housing difficulties and dilapidated houses that need to be repaired or rebuilt in the whole province, contributing to effectively implementing the goal of reducing the rate of multidimensional poverty; creating a premise to focus on attracting investment, developing the economy, and successfully implementing the goals and targets of the Resolution of the 15th Provincial Party Congress.

Through the emulation movement, encourage, motivate, and inspire all classes of people, especially the poor and those in difficult circumstances, to rise up in life. Thereby, strengthening the people's firm belief in the Party's guidelines, the State's policies and laws, promoting the strength of great national unity, successfully implementing the goals of economic and social development, building and defending the Fatherland.

At the same time, calling for the direct support and assistance of agencies, organizations, businesses, and individuals for poor households, near-poor households, people affected by natural disasters, climate change, and families of meritorious people who still have many difficulties in housing.

The Provincial People's Committee Office requests to deploy the Emulation Movement plan to departments, units, organizations and affiliated unions with practical content, rich, extensive, synchronous and consistent forms, contributing to mobilizing all resources to eliminate temporary and dilapidated houses, ensuring compliance with functions, tasks, actual situation and goals and plans. Ensure publicity, democracy, transparency, promote the right to ownership and active and proactive participation of the community, cadres, civil servants, public employees, workers of the Provincial People's Committee Office and people in implementing the program to eliminate temporary and dilapidated houses.

At the same time, regularly self-check and monitor the implementation of the Emulation Movement to promptly detect, commend, reward, and replicate typical examples, outstanding collectives and individuals in the Emulation Movement and have solutions to overcome difficulties and problems during implementation.
