The plan aims to closely adhere to the functions and tasks of the agency and units, creating a vibrant emulation atmosphere and leveraging the strength of the Party Committee, government, officials, civil servants, and employees of the Provincial People's Committee Office. It contributes to completely eliminating temporary and dilapidated houses for poor and near-poor households, people affected by natural disasters, and supporting families of war veterans facing housing difficulties or needing repairs or reconstruction of dilapidated houses throughout the province by the end of 2025. This will contribute to effectively achieving the goal of reducing the multidimensional poverty rate; creating a foundation for focusing on attracting investment, developing the economy, and successfully achieving the goals and targets of the Resolution of the 15th Provincial Party Congress.
Through emulation movements, we encourage, motivate, and inspire all segments of the population, especially the poor and those in difficult circumstances, to improve their lives. This strengthens the people's unwavering faith in the Party's policies and the State's laws, promotes national unity, and successfully achieves economic and social development goals, as well as national construction and defense.
At the same time, we call for the companionship and direct support of agencies, organizations, businesses, and individuals for poor households, near-poor households, people affected by natural disasters and climate change, and families of war heroes who still face many difficulties with housing.
The Office of the Provincial People's Committee requests the implementation of the Emulation Movement plan to all departments, units, organizations, and affiliated associations with practical content, diverse and comprehensive forms, and a consistent and continuous approach to mobilize all resources to eliminate temporary and dilapidated houses, ensuring it is consistent with the functions, tasks, actual situation, and goals and plans. It must ensure openness, democracy, transparency, and promote the ownership and active participation of the community, officials, civil servants, employees of the Office of the Provincial People's Committee, and the people in implementing the program to eliminate temporary and dilapidated houses.
At the same time, regularly self-check and monitor the implementation of the Emulation Movement to promptly identify, commend, reward, and replicate outstanding examples, collectives, and individuals in the Emulation Movement, and find solutions to overcome difficulties and obstacles in implementation.
To implement the plan, the Office of the People's Committee of Son La province requests that departments and units organize and implement it effectively, in accordance with the actual situation of each department and unit, contributing to the successful achievement of the goal of eliminating temporary and dilapidated houses in 2025. Focus on effectively directing and managing resources to complete the goal of eliminating temporary and dilapidated houses for poor households; coordinate the implementation of comprehensive solutions to support people in finding employment and having a prosperous and happy life. Continue to coordinate in reviewing, evaluating, and effectively implementing the National Target Program and housing support projects for poor and near-poor households under the Program.
