60 years ago, on August 17, 1964, the Government Council (now the Government) issued Decision No. 128-QD/CP separating Phu Yen district of Nghia Lo province into two districts, Phu Yen and Bac Yen - Northwest Autonomous Region; on September 29, 1964, the Standing Committee of Nghia Lo Provincial Party Committee issued Resolution No. 67-QN/TU establishing the Provisional Executive Committee of Bac Yen district. On October 20, 1964, Bac Yen district officially came into operation. On December 27, 1975, the 5th National Assembly, 2nd session, decided to merge Phu Yen and Bac Yen districts into Son La province.

Over 60 years of construction and development, the Party Committee, government and people of all ethnic groups in Bac Yen district have always maintained the revolutionary tradition, fine cultural identity, patriotism, self-reliance and aspiration to rise up.

The economy is constantly developing and shifting in the right direction, focusing on changing the crop structure, developing industry, handicrafts, services, and tourism. Highlands are given attention for investment, combining capital sources to complete infrastructure and support production.

Up to now, 16/16 communes and towns have solid headquarters, with solid roads to the commune center; 99% of households have access to the national grid, 100% of communes have telecommunications coverage; Phieng Ban and Muong Khoa communes have been recognized as new rural communes; the district averages 9.4 criteria/commune.

Attention is paid to the fields of culture, education, health, and social security. The district has 45 schools, of which 25 meet national standards, with no more makeshift classrooms. 16/16 communes are recognized as meeting health standards. Culture is preserved in conjunction with tourism development; social security is ensured, sustainable poverty reduction is well implemented, with the poverty rate at 28.81%. In 2022, Bac Yen district will be recognized as a district with special difficulties.

Party building, political system, and great national unity continued to be strengthened; national defense and security were maintained, and foreign relations were expanded.

Speaking at the ceremony, comrade Hoang Quoc Khanh praised the efforts and achievements of the Party Committee, government and people of all ethnic groups in Bac Yen district during the struggle, construction and development. At the same time, he suggested that the district continue to promote the spirit of solidarity, improve the leadership capacity and fighting strength of party organizations, and build a clean and strong political system. Exploit the advantages and manage tourism, making tourism a spearhead economic sector of the district. Pay attention to managing the mining industry and electricity industry well. Develop agricultural products into typical commodities with high economic value. Develop a sustainable economy, build Bac Yen town to soon become a type V urban area.
