(baosonla.vn) - On October 19th, Bac Yen district solemnly celebrated the 60th anniversary of the establishment of the District Party Committee (September 29, 1964 - September 29, 2024) and the 60th anniversary of the establishment of Bac Yen district (October 20, 1964 - October 20, 2024).

Attending the commemoration ceremony were Comrade Hoang Quoc Khanh, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People's Council and the Provincial People's Committee; leaders of departments, agencies, districts and cities in the province; leaders of Tram Tau, Van Chan, and Mu Cang Chai districts in Yen Bai province; Binh Gia district in Lang Son province; and leaders of Bac Yen district from various periods.

Sixty years ago, on August 17, 1964, the Government Council (now the Government) issued Decision No. 128-QD/CP separating Phu Yen district from Nghia Lo province into two districts: Phu Yen and Bac Yen - Northwest Autonomous Region. On September 29, 1964, the Standing Committee of the Nghia Lo Provincial Party Committee issued Resolution No. 67-QN/TU establishing the Provisional Executive Committee of Bac Yen district. On October 20, 1964, Bac Yen district officially came into operation. On December 27, 1975, the 5th National Assembly, at its second session, decided to merge Phu Yen and Bac Yen districts into Son La province.

Over 60 years of construction and development, the Party Committee, government, and people of all ethnic groups in Bac Yen district have always upheld revolutionary traditions, fine cultural identity, patriotism, self-reliance, self-improvement, and aspirations for progress.
The economy is constantly developing and shifting in the right direction, focusing on restructuring crop patterns, developing industry, handicrafts, services, and tourism. Highland areas are receiving investment attention, integrating various capital sources to improve infrastructure and support production.
To date, all 16 communes and towns have solid headquarters and paved roads leading to their centers; 99% of households have access to the national power grid, and 100% of communes have telecommunication coverage; Phiêng Ban and Mường Khoa communes have been recognized as new rural communes; the average number of criteria met per commune in the entire district is 9.4.
The fields of culture, education, health, and social welfare have received attention. The district has 45 schools, of which 25 meet national standards, eliminating temporary classrooms. All 16 communes have been recognized as meeting health standards. Culture is preserved in conjunction with tourism development; social welfare is ensured, and sustainable poverty reduction efforts are effective, with the poverty rate at 28.81%. In 2022, Bac Yen district was recognized as no longer being classified as a particularly disadvantaged district.
Party building, the political system, and the national unity bloc continue to be strengthened; national defense and security are maintained, and foreign relations are expanded.

Speaking at the commemoration ceremony, Comrade Hoang Quoc Khanh praised the efforts and achievements of the Party Committee, government, and people of all ethnic groups in Bac Yen district throughout the journey of struggle, construction, and development. He also urged the district to continue promoting unity, enhancing the leadership capacity and fighting strength of Party organizations, and building a clean and strong political system. He called for exploiting advantages and managing tourism, making it a key economic sector of the district. He also urged good management of the mining and electricity industries, developing agricultural products into distinctive commodities with high economic value, and achieving sustainable economic development, aiming for Bac Yen town to soon become a type V urban area.
Focus on improving the overall quality of education, valuing cultural and traditional education, preserving and promoting the cultural identity of ethnic groups. Ensure social security and welfare; promote vocational training, create jobs, and increase people's income. Build a strong national defense posture integrated with a robust people's security posture…

The Provincial Party Secretary and Chairman of the Provincial People's Committee presented the banner from the Provincial Party Committee, Provincial People's Council, Provincial People's Committee, and the Vietnam Fatherland Front Committee to the Party Committee, government, and people of Bac Yen district.

Comrade Hoang Quoc Khanh presented the banner of the Provincial Party Committee, Provincial People's Council, Provincial People's Committee, and Provincial Committee of the Vietnam Fatherland Front with the inscription "Unity, Innovation, Construction, and Development" to the Party Committee, government, and people of Bac Yen district; and awarded Certificates of Merit to 5 collectives and 10 individuals for their achievements in the emulation campaign to celebrate the 60th anniversary of the founding of the District Party Committee and the 60th anniversary of the founding of Bac Yen district (1964 - 2024).
