According to the plan, in 2024, the city will carry out land acquisition and site clearance for 19 projects, including 5 key projects to welcome the 20th City Party Congress, term 2025-2030. To date, site clearance has been completed for more than 42,300 square meters; the total approved compensation and support budget is more than 52 billion VND.

In recent years, Son La City has made efforts to do a good job in land acquisition, compensation, and site clearance.

In order to effectively carry out land acquisition, compensation, resettlement support, and site clearance for investment projects in accordance with the spirit of Directive No. 41-CT/TU dated March 16, 2024 of the Provincial Party Committee Standing Committee, the City Party Committee Standing Committee issued Decision No. 1890-QD/TU dated May 8, 2024, establishing a Steering Committee for site clearance for projects in Son La city.

The Steering Committee is responsible for inspecting, urging, and directing agencies, units, communes, and wards to speed up the completion of compensation and site clearance for projects, and promptly resolve difficulties and problems in the implementation process related to site clearance and resettlement.

The City People's Committee regularly holds meetings to resolve difficulties and issue directives on land management and construction order in areas where site clearance has been and is being carried out for project implementation.

Strengthen inspection and strictly handle violations, focusing on the following areas: Mong Reservoir, Hua La Commune; the planning area for preservation, renovation and restoration of the special national relic Son La Prison; the planning area of ​​Hoang Van Thu industrial cluster; the planning area of ​​the city cemetery park project... Thereby, in the first 9 months of 2024, 12 cases of land violations were inspected and handled, with a total fine of more than 83 million VND.

According to the leader of the City People's Committee, the process of implementing land acquisition, compensation and clearance always has close coordination between relevant departments, agencies and units with the People's Committees of communes and wards where the land is acquired. The role and responsibility of the leaders in land acquisition, compensation and support, especially in verifying the origin of land use and the time of formation of assets on the land, should be highlighted.

In 2024, Son La city will implement land acquisition and site clearance for 19 projects.

The city leaders have paid attention to doing a good job in mass mobilization, organizing 23 dialogue meetings with people related to land acquisition, compensation and site clearance; 5 unscheduled citizen receptions by the City People's Committee leaders to resolve citizens' petitions related to land acquisition, compensation, support and resettlement. Regarding difficult and problematic issues beyond their authority, the City People's Committee has proactively and promptly compiled reports to the Provincial People's Committee and departments and branches for guidance on resolving these issues.

However, the implementation of land acquisition and site clearance for some projects is still behind schedule as required, and some projects have received petitions and complaints related to compensation, support and resettlement plans. The reason is that the whole city is currently focusing on implementing many key projects, with a large amount of work to be implemented, requiring site clearance progress to promptly implement investment and construction work according to the set plan.

In order to improve the effectiveness of land acquisition, compensation, support, and resettlement, contributing to local socio-economic development, in the coming time, Son La city will continue to focus on leading and directing departments, offices, specialized units, and People's Committees of communes and wards to synchronously implement solutions in land acquisition, compensation, and site clearance.

Review and strictly handle violations of land and construction order; do not allow illegal construction; create assets and construct works within the area where there is a Land Reclamation Notice. Strengthen dialogue and public reception, promptly and thoroughly handle people's feedback and recommendations related to site clearance.

The City Fatherland Front Committee and socio-political organizations closely coordinate with the government, relevant agencies and units to strengthen propaganda and dissemination of laws on compensation, support, resettlement, and site clearance, creating consensus and support from the people, helping to ensure the progress of project implementation, and preventing hot spots from arising, leading to complicated complaints and lawsuits.
