Attending the Conference were members of the Provincial Party Standing Committee, Standing Committee of the Provincial People's Committee, and Provincial Vietnam Fatherland Front Committee; leaders of departments, branches and sectors; members of the Provincial Steering Committee for Digital Transformation; members of the Working Groups of the Provincial Steering Committee for Digital Transformation. The conference was held online to the bridge points of the People's Committees of districts, cities, communes, wards and towns in the province.

Speaking at the opening of the Conference, Comrade Hoang Quoc Khanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that Digital Transformation is awareness, action, and a new development method. Digital Transformation is a long, comprehensive and all-people journey, and is also an inevitable trend and an important political task. The year 2023 was chosen by the National Committee on Digital Transformation as the "National Data Year" with the motto "Exploiting digital data to create new values" and also the "Digital Transformation Year" of Son La province. It is a key year to implement tasks and solutions to promote the development of Digital Government to promote the digital economy and digital society. In order to effectively promote Digital Transformation to improve the capacity and effectiveness of the state administrative apparatus, improve the quality of service to people and businesses, contributing to improving competitiveness indexes and strongly improving the investment and business environment.
After 2 years of implementing Resolution 17-NQ/TU dated August 31, 2021 of the Provincial Party Committee Standing Committee, the Digital Transformation work in the province has been directed and implemented drastically, thereby achieving some important initial results. 100% of administrative procedures from the provincial and commune levels are connected to the national population database managed by the Ministry of Public Security in accordance with the provisions of Project 06. Son La Provincial Public Service Portal has connected and shared data with the National Public Service Portal; interconnected and synchronized all 3 levels from the province to district and commune. The rate of online records reached 69.46%, exceeding 464% over the same period in 2022; 538 online public services of the province have been integrated on the National Public Service Portal.

The digital economy has initially taken shape in the fields of finance, banking, agriculture, healthcare, services, and tourism with many new business forms based on e-commerce and logistics, contributing to improving transparency, income, and quality of life for people. Implementing support for agricultural production households to participate in e-commerce platforms. Currently, more than 2,440 products of Son La have been put on e-commerce platforms, with nearly 50,000 products being traded on the platform. Information on 112 products of 65 production and business units has been updated on e-commerce platforms.
Digital social infrastructure has developed, 100% of communes have fiber optic cables to the center, 4G mobile network has been popularized to 100% of communes. 100% of officials and civil servants from provincial to communal levels have computers connected to the internet. Communes, wards and towns have been connected to the internet to serve the 3-level online conference system, contributing to solving work quickly, conveniently and effectively. People have proactively participated in various types of services of the digital society, forming a culture in the digital environment.

Responding to the "Year of Digital Transformation", the Steering Committee for Digital Transformation of Son La province has launched an online contest to learn about Digital Transformation of Son La province in 2023 for cadres, party members, civil servants, public employees, soldiers of the armed forces working at Party and State agencies, socio-political organizations of Son La province; union members, association members, students and people who are Son La people living and working inside and outside the province. After 6 weeks of launching, 203,623 people participated in the contest, with a total of 288,028 contests, a total of 15,418 contests with all questions correct. Based on the Contest Rules, the Organizing Committee held a meeting to evaluate, consider the criteria, and recognize the contest results for collectives and individuals with outstanding achievements in the Contest. The Organizing Committee of the Son La Province Digital Transformation Competition 2023 awarded 08 prizes to the collective with the best competition results and 22 prizes to individuals with outstanding achievements participating in the Competition.

At the Conference, the Provincial Digital Transformation Steering Committee officially launched the Provincial Digital Transformation Portal. This is one of the activities to concretize Resolution No. 17-NQ/TU dated August 31, 2021 on Digital Transformation of Son La province in the period of 2021 - 2025, with a vision to 2030. The Portal will integrate digital technologies into all areas of state management, taking advantage of technologies to fundamentally change the way of operation, management models and provide the best services to serve people and businesses.

To promote Digital Transformation in the province, the Chairman of the Provincial People's Committee requested that in the coming time, all levels and sectors of the province pay attention to leading and directing a number of tasks and solutions to continue to accelerate the progress and improve the quality and efficiency of the province's digital transformation work. Continue to focus on building specific mechanisms and policies of the province to create a legal environment and resources to promote digital transformation, develop the digital economy and digital society in the province.
