(sonla.gov.vn) On October 8, 2023, Mr. Hoang Quoc Khanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Provincial Steering Committee for Digital Transformation, chaired a conference to respond to the National Digital Transformation Day 2023 with the theme "National Data Year" and "Digital Transformation Year" of Son La province.

Attending the conference were members of the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People's Committee, and the Provincial Committee of the Vietnam Fatherland Front. Leaders of departments and agencies; members of the Provincial Steering Committee for Digital Transformation; and members of the Working Groups of the Provincial Steering Committee for Digital Transformation attended the conference. The conference was held online, connecting to the People's Committees of districts, cities, communes, wards, and towns throughout the province.

In his opening remarks at the conference, Mr. Hoang Quoc Khanh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, emphasized that digital transformation is an awareness, an action, and a new development method. Digital transformation is a long, comprehensive, and nationwide journey, an inevitable trend, and an important political task. 2023 was chosen by the National Committee on Digital Transformation as the "National Data Year" with the motto "Exploiting digital data to create new value" and is also the "Year of Digital Transformation" for Son La province. It is a key year for implementing tasks and solutions to promote the development of digital government to boost the digital economy and digital society. The aim is to effectively utilize digital transformation to enhance the capacity and efficiency of the state administrative apparatus, improve the quality of service to citizens and businesses, and contribute to improving competitiveness indicators and significantly improving the investment and business environment.
After two years of implementing Resolution 17-NQ/TU dated August 31, 2021, of the Provincial Party Committee, the digital transformation work in the province has been decisively directed and implemented, achieving several important initial results. 100% of administrative procedures at the provincial and commune levels are connected to the national population database managed by the Ministry of Public Security, in accordance with the regulations of Project 06. The Son La Provincial Public Service Portal has connected and shared data with the National Public Service Portal; ensuring interoperability and synchronization across all three levels from province to district and commune. The rate of online applications reached 69.46%, exceeding the same period in 2022 by 464%; 538 online public services of the province have been integrated into the National Public Service Portal.

The digital economy is initially taking shape in the fields of finance, banking, agriculture, healthcare, services, and tourism, with many new business models based on e-commerce and logistics, contributing to increased transparency, higher incomes, and improved quality of life for the people. Support is being implemented to help agricultural producers participate in e-commerce platforms. Currently, more than 2,440 products from Son La are listed on e-commerce platforms, with nearly 50,000 products already traded. Information on 112 products from 65 production and business units has been updated on e-commerce platforms.
Digital social infrastructure has developed significantly, with 100% of communes having fiber optic cables to their centers and 4G mobile network coverage reaching 100% of communes. 100% of officials and civil servants from the provincial to the commune level have computers connected to the internet. Communes, wards, and towns have been connected to the internet to support the three-level online conferencing system, contributing to faster, more convenient, and more efficient work. Citizens have actively participated in various types of digital services, forming a culture in the digital environment.

In response to the "Year of Digital Transformation," the Steering Committee for Digital Transformation of Son La province launched an online competition to learn about digital transformation in Son La province in 2023. The target audience included cadres, Party members, civil servants, public employees, and members of the armed forces working in Party and State agencies and socio-political organizations in Son La province; union members, association members, students, and Son La residents living and working both within and outside the province. After six weeks of launching, 203,623 people participated in the competition, with a total of 288,028 entries, and 15,418 entries with correct answers. Based on the competition rules, the Organizing Committee met to evaluate and consider the criteria, and recognized the outstanding results for the collectives and individuals in the competition. The Organizing Committee of the 2023 Son La Province Digital Transformation Knowledge Contest awarded 8 prizes to the teams with the best results and 22 prizes to individuals with outstanding achievements in the contest.

At the conference, the Provincial Steering Committee for Digital Transformation officially launched the Provincial Digital Transformation Website. This is one of the activities aimed at concretizing Resolution No. 17-NQ/TU dated August 31, 2021, on the Digital Transformation of Son La province for the period 2021-2025, with a vision to 2030. The website will integrate digital technologies into all areas of state management, leveraging technologies to fundamentally change the way operations are conducted, management models are implemented, and the best services are provided to citizens and businesses.

To promote digital transformation in the province, the Chairman of the Provincial People's Committee requested that, in the coming period, all levels and sectors of the province pay attention to leading and directing a number of tasks and solutions to further accelerate the progress and improve the quality and effectiveness of the province's digital transformation work. Continue to focus on building specific mechanisms and policies of the province to create a legal environment and resources to promote digital transformation, the development of the digital economy and digital society in the province. Direct the implementation of tasks and solutions of Resolution No. 17-NQ/TU dated August 31, 2021 of the Provincial Party Committee Standing Committee; and Plan No. 251/KH-UBND dated November 1, 2021 of the Provincial People's Committee, ensuring timely and effective implementation. Develop synchronized digital platforms throughout the province. Fully utilize existing information and data from national databases; ensure secure data connection and sharing, and cybersecurity. Strengthen the organization of training courses and knowledge updates on digital transformation. Promote digital transformation activities and implement agricultural product traceability to support agricultural producers. Strongly deploy the application of digital social platforms to guide people to use essential digital services for their lives. Provide complete and timely information on digital transformation to serve the needs of people and businesses on the province's Digital Transformation website.
