VOV.VN - In the mountainous province of Son La, the Government's Project "Developing applications of population data, electronic identification and authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030" (referred to as Project 06) has achieved many positive results after nearly 3 years of implementation, bringing benefits and conveniences to people and businesses, and gradually contributing to the national digital transformation process.
"Previously, every evening, the receptionist had to manually enter guest information into the logbook and notify the local police about guest stays; but now, we only need to declare it on the ASM software, saving time and effort..." - As shared by Ms. Nguyen Thi Thao, a receptionist at Hoa Ban Trang Hotel in Son La City, since implementing guest data entry through the software as instructed by the local police, the check-in and guest notification process has been shortened; errors in updating information have been reduced, and manpower for data entry has been saved.

The police force is instructing units and businesses on how to enter guest information through the software.
For the people of Son La city, the deployment and integration of online public services has brought many benefits. Public services can be performed anytime, anywhere, such as notifying residents of their stay, registering for the high school graduation exam, and issuing ordinary passports online; 100% of residence registration is done through the public service portal. The citizen identity card/citizen identification card is used to replace many types of cards and permits; information is integrated into VNeID in administrative transactions, replacing the presentation of physical documents...
Mr. Doan Van Nhuan, a resident of Chieng Ngan commune, Son La city, said: "Integrating information into the identification code means I don't have to carry as many documents as I do when going for medical check-ups or using the transportation system... Once all the information is on the identification code, it's very convenient for citizens and reduces cumbersome procedures."

The Son La City Police Department is mobilizing resources and responsibilities from the entire force to implement the Project.
Implementing the Government's Project 06, the Son La City Police have mobilized the resources and responsibilities of the entire force; thereby achieving many positive results.
For example, following the implementation of the 2023 Identity Card Law (effective from July 1, 2024), with a peak period of issuing identity cards and identity card certificates to citizens, Son La City has become the leading district-level unit in the province with the highest identity card issuance rate. By the end of October 2024, the Son La City Police had received over 98% of citizen identity card/identity card applications; and received and activated over 69,900 electronic identification accounts, achieving a rate of over 96%.

The Son La City Police are encouraging residents and parents to use the VNeID app to register their children for national identity cards.
Lieutenant Colonel Pham Kien Trung, Deputy Chief of Son La City Police, stated: "We have proposed solutions and pilot models, while closely coordinating with relevant departments and agencies, and with the support of the people... Son La City Police are determined to complete the tasks of Project 06 not only to excel in their duties, but also to serve the national digital transformation process."
According to Major Nguyen Manh Hoang, Deputy Head of the Administrative Police Department for Social Order, Son La Provincial Police, after nearly three years of implementing Government Project 06, Son La has completed the transformation and upgrading of its local administrative procedure information system, connecting it with the national population database and the electronic identification and authentication system; officially putting the data warehouse of organizations and individuals in Son La province into operation and connecting it with the data warehouse of organizations and individuals on the National Public Service Portal; and switching to using VNeID as the sole account for performing online public services on the administrative procedure information system...

In addition, the province has completed the creation and maintenance of over 1.3 million citizen data records, issued over 1.1 million citizen identity cards/ID cards, and created 600,000 electronic identification accounts...
"Based on these foundational conditions, the five utility groups of Project 06 have been gradually implemented, effectively serving the people, businesses, and the management work of state agencies according to the set objectives, specifically: the groups of public services have been strongly promoted, especially essential public services; the application of electronic chip features on identity cards has been widely deployed in various fields; the utilities of the national identification application VNeID have been widely deployed as electronic document wallets and applications such as crime reporting and crime tactic warnings..." - Major Nguyen Manh Hoang said.
Most recently, Son La province has piloted the issuance of criminal record certificates via VneID. All 228 health insurance medical facilities in the province have implemented the use of Citizen Identity Cards/National Identity Cards and the VNeID application to replace paper health insurance cards. Medical examination and treatment information has been updated to the electronic health record on the VNeID application…
However, due to its mountainous terrain and predominantly ethnic minority population, many people in remote areas are illiterate and unable to speak the common language; access to and ability to use technological devices such as smartphones and computers are limited... This has significantly impacted the implementation of specialized data cleaning, online public service provision, and other benefits of Project 06 in Son La.
Along with focusing on overcoming existing shortcomings and obstacles, and ensuring the implementation adheres to the five clear principles of "clear responsibilities, clear tasks, clear progress, clear results, and clear accountability," the Son La Provincial Police also prioritizes improving the quality of human resources involved in implementing Project 06 at all three levels. Simultaneously, they are intensifying propaganda efforts, focusing on the benefits, and mobilizing the active participation of the people and the business community in the implementation of the Project.
