The management of border lines, national border markers, border posts and ensuring national defense and security are always focused on. The provincial Border Guard and the People's Committees of border districts closely coordinate with the functional forces of Hua Phan and Luang Prabang provinces (Laos) to maintain bilateral and unilateral patrols to protect the border system, national border markers, and border posts, including: 08 bilateral patrols/186 participants; 55 unilateral patrols/460 participants (including 307 Border Guard members, 153 Militia members); 229 area control patrols/932 participants (including 775 Border Guard members, 128 Police members, 29 Militia members). Coordinated with the border management and protection force of Luang Prabang province (Laos) to conduct a field inspection of the landslide area of the border ridge at marker 145 in Muong Leo commune, Sop Cop district after prolonged floods.
At the same time, coordinate with Hua Phan and Luang Prabang provinces (Laos) to continue to maintain the export and import of goods and agricultural products through border gates, exchange essential items to serve the people's lives and production. Continue to implement the project (to help Hua Phan province) to maintain and repaint the letters, numbers, and national emblems on border markers and repair and embellish the landscape architecture of border marker 207 (Chieng Khuong border gate) and border marker 255 (Long Sap border gate); the project to build Nam Lanh sub-border gate; the project to build a control station and housing for officers and soldiers at Keo Muong opening; complete the project to house and work for officers and soldiers and auxiliary works at Na Cai sub-border gate.
The implementation of socio-economic development projects in border areas has received attention. Continue to organize the implementation of programs, projects, plans, residential planning, development of transport infrastructure, information, health, clean water... contributing to gradually promoting socio-economic development in border areas. Deploy the construction of land databases in border districts: Surveyed data that needs to be measured, created cadastral maps of border communes and districts, the consulting unit is completing to report to the Department of Land - Ministry of Natural Resources and Environment to adjust the Technical Design - Estimate after adjusting the estimate, implementation time of the Project "Completing the measurement, establishing cadastral records, granting Certificates of land use rights, house ownership rights and other assets attached to land, building land databases for border districts". Deploying the construction of a database under the Project "Strengthening land management and land database VILG Son La province": Up to now, the Project Strengthening land management and land database (VILG) has borrowed capital from the World Bank, in which for border districts it is implemented in 05 districts: Yen Chau, Mai Son, Moc Chau, Song Ma and Van Ho. Up to now, 05/05 districts have completed, accepted, handed over and operated the database on VBDLIS software.
In addition, maintain literacy classes at levels 1 and 2 for ethnic people in the border areas of the province. Continue to develop agricultural and forestry production in concentrated specialized areas with appropriate scale, promote the potential strengths of each region associated with effective implementation of the One Commune One Product (OCOP) program; review and evaluate the current status and tasks, solutions to implement the national target program on new rural construction in border districts for the period 2022 - 2025. Continue to develop a transport development plan integrated into the Master Plan of Son La province for the period 2021 - 2030, with a vision to 2050, including: Provincial Road 102 becomes National Highway 16 extending to Long Sap border gate, Moc Chau district; Provincial Road 105A becomes National Highway 4G extending to Nam Lanh border gate, Sop Cop district. Develop a priority investment list to upgrade key routes connecting to the border gate area such as: National Highway 43, National Highway 4G, Provincial Road 102, Provincial Road 103, Provincial Road 105 in the period of 2021 - 2030; grant Vietnam - Laos intermodal transport licenses to vehicles in the province.
In the third quarter of 2023, foreign affairs activities such as: Visits, working sessions, signing of cooperation agreements, Border Defense diplomacy, Defense diplomacy, support, assistance, cultural exchanges, and family visits between all levels and sectors of Son La province with Hua Phan province and Luang Prabang province of Laos will take place smoothly, safely, and effectively according to the set plan, thereby contributing to further strengthening the special solidarity and friendship and comprehensive cooperation between Son La province and Hua Phan province and Luang Prabang province, which are increasingly close and deep. Maintaining cooperation agreements, support and assistance activities between all levels, sectors, and border districts of Son La province with Hua Phan province and Luang Prabang province such as: Training and fostering Vietnamese language, expertise, and profession for cadres, soldiers, police, students; technical training, model transfer in the field of agricultural production, etc.
In the coming time, the province will continue to maintain and strictly control exit and entry activities; export and import on the border line in the province in conjunction with implementing cross-border disease prevention and control work; strengthen bilateral patrols and control of the area to protect the safety of the border system, border markers, border posts and other border works; coordinate with the two neighboring provinces to maintain and repair border markers according to regulations; promptly and effectively combat all types of crimes (especially drug crimes) and sabotage activities of hostile forces; promote the mass movement to participate in protecting the national border security and sovereignty. Continue to maintain a good, close, trustworthy, regular and timely relationship between Party committees and authorities on both sides of the border.
