The Party Committee and the Command of the Son La Border Guard Force have led and directed agencies and units within the force to propagate and mobilize the people in the border areas of the province regarding the position and role of the border and border areas in the security, safety, peace, and independence of the country; to inform the people about the world and regional situation and the conspiracies, tactics, and distorted arguments of hostile forces against the border areas and Vietnam's relations with neighboring countries. Colonel Ca Van Lap, Political Commissar of the Son La Border Guard Command, stated: The Son La Border Guard Party Committee continues to direct the implementation of Conclusion No. 68-KL/TW dated February 5, 2020, of the Party Central Committee on the policy of increasing the number of Party committee members who are border guard officers participating in Party committees at the district and commune levels in border areas; and Guidance No. 2358/HD-CCT dated October 29, 2018, of the Political Department of the Border Guard Command on "Assigning Party members of border guard posts to be in charge of households in border areas". At the same time, it strengthens the implementation of Directive No. 01/CT-TTg dated January 9, 2015, of the Prime Minister on "Organizing the movement of all citizens participating in protecting national sovereignty, territorial integrity, and border security in the new situation", building national unity and consolidating a solid all-people border defense posture.
The Provincial Border Guard Command has 5 commanders from border guard posts participating in the Party committees of 5 border districts. The Provincial Border Guard Command has deployed 17 officers to reinforce 17 border communes, holding the position of deputy secretary of the Party committee in charge of Party building and strengthening the grassroots political system. 215 officers and professional soldiers have been assigned to assist 424 households and nearly 160 Party members in participating in activities at Party branches in border villages. Border guard units also advise local authorities on maintaining the operation of over 520 self-governing groups for security and order in border areas, with nearly 3,900 members; and 72 self-governing groups for border lines and national boundary markers, with over 4,200 households, creating a closed belt along the border and contributing to the firm protection of the province's border areas.
Party members assigned to grassroots levels have advised local Party committees and authorities on strengthening the political system, especially selecting capable, enthusiastic, and responsible cadres for mass organizations in the villages. At the same time, they have encouraged people not to migrate freely, not to enter or exit the country illegally; and not to abet criminals in the illegal trafficking, transportation, and storage of narcotics. They have also promoted the "National Unity for Building New Rural Areas and Civilized Urban Areas" campaign and the "5 Yes, 5 No" campaign among the Mong ethnic group. They have focused on building a cultured lifestyle, cultured families and villages, and eradicating outdated customs and social evils.
Major Dang Van Dong, a staff member of the Community Mobilization Team at Chieng Son Border Guard Station, shared: "In 2024, I was assigned to assist the family of Mr. Song A Xa, a poor household in Cot Moc village, Chieng Son commune, Moc Chau district. I regularly visited Mr. Xa's family to guide them in choosing suitable crops and livestock; how to care for and prevent diseases in their animals. Thanks to this, I was able to grasp the political security situation and social order in the area, to advise the local Party committee, government, and unit commanders on timely resolving issues arising at the grassroots level."
Every year, around the Lunar New Year, the Son La Border Guard Command organizes the "Spring Border Guard Program: Warming the Hearts of the People" in border communes, with many social welfare activities, linked to propaganda and mobilization of the people to participate in protecting border security. In 2024, the Son La Border Guard Command organized the provincial-level program in the cluster of three communes: Chieng Son, Chieng Khua, and Long Sap in Moc Chau district, and 10 border guard posts organized programs in border communes, attracting a large number of people, agencies, units, and philanthropists to participate. At the same time, they directed border guard posts to advise and coordinate the organization of the "National Border Guard Day" in all 17 border communes of the province, presenting 790 gifts to poor households and policy beneficiary families, with a total value of over 900 million VND.
Currently, the "Army Officers and Soldiers Helping Children Go to School" project is supporting 155 disadvantaged children in border areas with 600,000 VND per child per month (support for 9 months/school year). The "Rice Jar of Compassion" at 10 border guard posts provides 2,800 kg of rice per year to poor households... The units also actively participate in national target programs on building new rural areas and sustainable poverty reduction. They participate in disaster prevention and mitigation, and disease control... They maintain models to help people eradicate hunger and poverty, develop the economy and society; and implement programs to support the construction of solidarity houses and houses for comrades.
Through propaganda and mobilization of the masses to strictly comply with the Party's guidelines and the State's policies and laws, combined with social welfare activities and improving the lives of people in border areas, the Son La Border Guard has built a solid people's border defense and people's security posture, contributing to the protection of national sovereignty and border security.
