Implement Regulation No. 429-QDi/TU dated July 1, 2022 of the Standing Committee of Son La Provincial Party Committee on direct dialogue between heads of Party committees and authorities at all levels; heads of provincial departments, branches and sectors with the people; Plan No. 169/KH-UBND dated June 26, 2024 of the People's Committee of Son La province on organizing a dialogue conference between the Chairman of the Provincial People's Committee and farmers of Son La province in 2024.

The conference with the theme: "Supporting Son La farmers to link production and product consumption to promote sustainable agricultural and rural development". Through the conference, the aim is to enhance understanding and connection between Party committees, authorities, departments, branches, socio-political organizations and farmers, making farmers trust in the leadership of Party committees at all levels, the management and administration of authorities at all levels; affirming the role, position, rights, responsibilities and obligations of farmers in the construction of sustainable new rural areas in the direction of ecological agriculture, civilized farmers and rural residents, comprehensive development, so that agriculture is the pillar of the economy.

To concretize Resolution No. 46 dated December 20, 2023 of the Politburo on innovation and improvement of the quality of activities of the Vietnam Farmers' Union to meet the requirements of revolutionary tasks in the new period; Decision No. 182 dated February 20, 2024 of the Government on approving the Project "Vietnam Farmers' Union participates in collective economic development in agriculture until 20230 and Resolution No. 19 dated June 16, 2022 of the 13th Party Central Committee on agriculture, farmers, and rural areas until 2030, with a vision to 2045.

Mr. Nguyen Huy Anh, Chairman of the Farmers' Association of Son La province, said: Achievements Immediately after the 2023 Dialogue Conference, departments, branches and localities have proactively and actively implemented synchronous tasks and solutions, reviewed, consulted on amending and supplementing mechanisms and policies to remove difficulties and obstacles. Many mechanisms and policies to support agriculture, farmers and rural areas have been issued from the province to the locality, creating synchronization and unity in mechanisms; Promoting innovation and creativity in the implementation process in the spirit of "dare to think, dare to do, dare to take responsibility".

The issuance of mechanisms and policies has helped create favorable conditions, resources, and environment, encouraged investment, supported farmers in production and business, restored and promoted sustainable agricultural and rural development. Agriculture continues to develop in both scale and production level, continues to maintain growth, affirms its important position, and is the pillar of the economy.

Agricultural production and business have developed strongly in the direction of transforming the structure of crops and livestock, applying science and technology, improving quality and added value, promoting regional and local advantages, and adapting to climate change. The system of organizing production and business in agriculture has been increasingly improved; the proportion of processed agricultural products has gradually increased, the consumption market has been expanded, and exports have rapidly increased in terms of output, value, and proportion of high-quality products.

Farmers' qualifications and education have been gradually improved; agricultural production thinking has been constantly renewed, gradually adapting to the socialist-oriented market economy. Farmers have better promoted their role as subjects, participating in cooperation, association, transforming production structures, developing the economy, restoring and developing rural industries, building new rural areas, preserving national cultural identity, maintaining political security, order and social safety.

Answering farmers' questions

Speaking at the opening of the conference, Mr. Nguyen Thanh Cong, Vice Chairman of Son La Provincial People's Committee, said: Up to now, many policies of the province have been implemented by all levels, sectors and localities and achieved many remarkable results. Notably, the structure of the agricultural sector has shifted positively towards exploiting the potential and advantages of each region, contributing to improving productivity and output, gradually bringing high efficiency.

As of October 30, 2024, Son La province has consumed and exported 7,358 tons of strawberries: 81,010 tons of plums: Mango output has been harvested and consumed with a total output of 70,882 tons; harvested and consumed with a total output of 77,000 tons of longan; banana output has been consumed 53,739 tons...

The security - political situation, social order and safety in rural areas are maintained. The appearance of rural areas continues to have many changes; the economy develops in the direction of increasing industry, services, occupations, and greening. The national target program on new rural construction has achieved many positive results, contributing to improving the lives of people in rural areas; the political system in rural areas and the Farmers' Association have been consolidated.

In order for the Conference to achieve good results, the Vice Chairman of the People's Committee of Son La province requested that the delegates who are officials, farmer members, representatives of enterprises and cooperatives participating in the dialogue should promote a spirit of frankness and openness, focus on discussion, exchange, and express brief, clear and specific opinions in various fields, focusing on issues of agricultural, farmer and rural development that are receiving attention from farmers and the whole society.

Point out difficulties, obstacles, problems, and limitations in production and business activities, especially in implementing mechanisms and policies of the Central Government and the province, in implementing the program to support farmers to start businesses... Boldly contribute ideas, participate in giving opinions, and propose solutions to support farmers to start businesses, develop production and business according to the value chain, build a civilized and sustainable new countryside; promote the role of farmers as the main subject, and build a strong Association organization.

For relevant departments, branches and agencies, when officials and farmer members raise questions, recommendations and proposals: Seriously listen to and absorb opinions; answer correctly - accurately - satisfactorily, go straight to the heart of the problem, be concise and easy to understand; do not be cursory or evasive; ensure compliance with regulations for opinions and recommendations.

Mr. Luong Van Muoi, a member of the Farmers' Association of Song Ma district, said: Currently, his family is cultivating more than 5 hectares of longan. To achieve high value from longan trees, Mr. Muoi has spread out the fruit harvest by structuring the early-ripening longan variety T6, combined with using Kaliclrat to treat 10% of these longan trees to flower and bear fruit extremely early. Thanks to that, since April of the solar calendar, his family has had longan on the market, selling at an extremely high price of 30 - 35 thousand VND/kg.

However, during the cultivation process, his family encountered certain difficulties in terms of capital to expand the cultivated area, cultivation techniques, and internal traffic routes to production areas. Through today's conference, Mr. Luong Van Muoi hopes that the authorities will have specific mechanisms to promote the development of fruit trees in Son La province.
