The leaders of Sop Cop district and Muong Et, Muong Son, and Phon Thong districts (of the Lao People's Democratic Republic) chaired the conference.

At the Conference, leaders of Sop Cop, Muong Et, Muong Son, and Phong Thoong districts reported on the economic, social, defense, and security situation in 2024; and assessed the implementation of the contents of the memorandum of understanding signed on October 25, 2023. Accordingly, the Party committees, governments, departments, armed forces, and people of all ethnic groups in the districts on both sides of the border always uphold the tradition of special solidarity and friendship, strengthening comprehensive cooperation in the fields of economy, society, defense, security, and building and consolidating the political system. They closely coordinate in managing the national border and boundary markers, and managing the movement of people and goods across the border. Sop Cop District and the districts of Muong Et, Muong Son, and Phong Thoong have agreed on the content of future cooperation. Specifically, the districts will continue to strengthen propaganda and education for the people in the border areas regarding the Agreement on the Management Regulations of the Vietnam-Laos National Border and Border Gate; the Protocol on the Vietnam-Laos Border Line and Border Markers; the Party's guidelines, policies, and laws of the two states on border affairs; and the contents of the 2024 briefing meeting minutes.

Leaders of Sop Cop district and Muong Et, Muong Son, and Phon Thoong districts signed a memorandum of understanding.

Simultaneously, maintain regular meetings between districts; between communes and village clusters; and between police, military, and border guard forces, rotating the locations for these meetings. Strengthen coordinated patrols to protect the safety of the border system and boundary markers. Prevent and promptly and effectively handle cases of buying, storing, and transporting narcotics; illegal religious education and proselytization; illegal migration; encroachment, illegal settlement, and illegal border crossing. Prevent forest fires in border areas; promptly report outbreaks of diseases in humans, plants, and livestock.
