Regarding the reorganization of district and commune-level administrative units in Son La province for the period 2023-2025.

Based on the Constitution of the Socialist Republic of Vietnam;
Based on the Law on Organization of Local Government No. 77/2015/QH13, which has been amended and supplemented by Law No. 21/2017/QH14, Law No. 47/2019/QH14, Law No. 31/2024/QH15, Law No. 34/2024/QH15 and Law No. 43/2024/QH15;
Based on the Law on Organization of People's Courts No. 62/2014/QH13;
Based on the Law on Organization of the People's Procuracy No. 63/2014/QH13;
Based on Resolution No. 1211/2016/UBTVQH13 dated May 25, 2016, of the Standing Committee of the National Assembly on the standards of administrative units and classification of administrative units, which has been amended and supplemented in some articles according to Resolution No. 27/2022/UBTVQH15 dated September 21, 2022, of the Standing Committee of the National Assembly;
Based on Resolution No. 35/2023/UBTVQH15 dated July 12, 2023, of the Standing Committee of the National Assembly on the rearrangement of district and commune-level administrative units in the period 2023 - 2030;
Based on Resolution No. 50/2024/UBTVQH15 dated August 22, 2024, of the Standing Committee of the National Assembly, which stipulates a number of contents related to ensuring the requirements for urban classification and standards of administrative units for the rearrangement of district-level and commune-level administrative units in the 2023-2025 period;
Considering the proposals of the Government in Submission No. 719/TTr-CP dated October 25, 2024 and Report No. 781/BC-CP dated November 13, 2024, the Supreme People's Court in Submission No. 1014/TTr-TANDTC dated October 30, 2024, the Supreme People's Procuracy in Submission No. 30/TTr-VKSTC dated October 30, 2024, the Judicial Committee's Verification Report No. 4454/BC-UBTP15 dated November 4, 2024 and the Legal Committee's Verification Report No. 3461/BC-UBPL15 dated November 12, 2024,
RESOLUTION:
Article 1. Establishment of Moc Chau town, Son La province, and establishment and reorganization of commune-level administrative units within Moc Chau town.
1. The town of Mộc Châu is established based on the entire natural area of 1,072.09 km2 and a population of 148,259 people of Mộc Châu district.
Moc Chau town borders the districts of Bac Yen, Phu Yen, Van Ho, Yen Chau and the People's Democratic Republic of Laos.
2. Establish and organize the commune-level administrative units within Moc Chau town as follows:
a) Establish Moc Ly ward based on a portion of the natural area of 7.03 km2 and a population of 8,546 people of Moc Chau town.
Moc Ly ward borders Moc Son ward, Muong Sang ward and Chieng Hac commune;
b) Establish Moc Son ward based on the entire natural area of 7.22 km2 and a population of 10,337 people of Moc Chau town after adjustments as stipulated in point a of this clause.
Moc Son ward borders Binh Minh, Dong Sang, Moc Ly, Muong Sang, Thao Nguyen wards and Chieng Hac commune;
c) Establish Binh Minh ward based on a portion of the natural area of 16.85 km2 and a population of 8,667 people of Moc Chau Agricultural Farm town.
Binh Minh ward borders Dong Sang, Moc Son, Thao Nguyen, Van Son wards and Van Ho district;
d) Establish Thao Nguyen ward based on a portion of the natural area of 17.02 km2 and a population of 14,803 people of Moc Chau Agricultural Farm town.
Thao Nguyen ward borders Binh Minh, Co Do, Moc Son, Van Son wards, Chieng Chung commune and Chieng Hac commune;
d) Establishing Co Do ward based on a portion of the natural area of 36.07 km2 and a population of 10,030 people of Moc Chau Agricultural Farm town.
Cờ Đỏ ward borders Thảo Nguyên ward and the communes of Chiềng Chung, Chiềng Hắc, and Tân Yên;
e) Establish Van Son ward by merging a portion of the natural area of 6.19 km2 and the entire population of 5,556 people from Moc Chau Agricultural Farm town (after adjustments as stipulated in points c, d, and e of this clause) with a portion of the natural area of 16.57 km2 and the entire population of 4,798 people from Phieng Luong commune. After establishment, Van Son ward will have a natural area of 22.76 km2 and a population of 10,354 people.
Van Son ward borders Binh Minh ward, Thao Nguyen ward, Chieng Chung commune and Van Ho district;
g) Establish Dong Sang ward based on a portion of the natural area of 30.66 km2 and the entire population of 9,288 people of Dong Sang commune.
Dong Sang ward borders Binh Minh, Moc Son, Muong Sang wards, Chieng Son commune and Van Ho district;
h) Establish Muong Sang ward based on a portion of the natural area of 20.66 km2 and a population of 11,495 people of Muong Sang commune.
Muong Sang ward borders Dong Sang, Moc Ly, Moc Son wards and Chieng Hac, Chieng Khua, and Chieng Son communes;
i) The commune of Chiềng Chung is established by merging the entire natural area of 61.67 km2 and a population of 5,209 people from Hua Păng commune, the entire natural area of 13.58 km2 from Phiêng Luông commune after the adjustment at point e of this clause, and a portion of the natural area of 22.40 km2 from Mộc Châu Agricultural Farm town. After establishment, Chiềng Chung commune will have a natural area of 97.65 km2 and a population of 5,209 people.
Chiềng Chung commune borders Cờ Đỏ, Thảo Nguyên, Vân Sơn wards, Đoàn Kết commune, Tân Yên commune and Vân Hồ district;
k) Establish Tan Yen commune by merging the entire natural area of 93.79 km2 and population of 11,947 people of Tan Lap commune with the entire natural area of 99.00 km2 and population of 6,463 people of Tan Hop commune. After the merger, Tan Yen commune will have a natural area of 192.79 km2 and a population of 18,410 people.
Tan Yen commune borders Chieng Chung, Chieng Hac, Doan Ket communes, Co Do ward and Bac Yen, Phu Yen and Yen Chau districts;
l) The commune of Đoàn Kết is established by merging the entire natural area of 73.22 km2 and a population of 4,275 people from Quy Hướng commune, the entire natural area of 42.30 km2 and a population of 4,748 people from Nà Mường commune, and the entire natural area of 27.49 km2 and a population of 3,879 people from Tà Lại commune. After the merger, Đoàn Kết commune has a natural area of 143.01 km2 and a population of 12,902 people.
Doan Ket commune borders Chieng Chung commune and Tan Yen commune; Phu Yen district and Van Ho district;
m) Incorporate the entire natural area of 9.87 km2 of Moc Chau Farm Town after adjustments as stipulated in points c, d, e, f, and i of this clause, and adjust a portion of the natural area of 27.25 km2 of Muong Sang Commune into Chieng Hac Commune. After the reorganization, Chieng Hac Commune will have a natural area of 139.93 km2 and a population of 8,213 people.
Chiềng Hắc commune borders Chiềng Khừa commune, Tân Yên commune, Cờ Đỏ, Mộc Lỵ, Mộc Sơn, Mường Sang, Thảo Nguyên wards and Yên Châu district;
n) Adjusting a portion of the natural area of Muong Sang commune, specifically 17.91 km2, to be incorporated into Chieng Khua commune. After the adjustment, Chieng Khua commune will have a natural area of 101.89 km2 and a population of 3,970 people.
Chiềng Khừa commune borders Chiềng Hắc, Chiềng Sơn, Lóng Sập communes, Mường Sang ward; Yên Châu district and the People's Democratic Republic of Laos;
o) Incorporate the entire natural area of 12.06 km2 of Dong Sang commune after adjustment as stipulated in point g of this clause, and the entire natural area of 25.19 km2 and population of 501 people of Muong Sang commune after adjustment as stipulated in points h, m, and n of this clause into Chieng Son commune. After the merger, Chieng Son commune will have a natural area of 129.14 km2 and a population of 10,371 people.
Chiềng Sơn commune borders Chiềng Khừa commune, Lóng Sập commune, Đông Sang ward, Mường Sang ward; Vân Hồ district and the People's Democratic Republic of Laos.
3. After its establishment, Moc Chau town has 15 commune-level administrative units, including 8 wards: Binh Minh, Co Do, Dong Sang, Moc Ly, Moc Son, Muong Sang, Thao Nguyen, Van Son and 7 communes: Chieng Chung, Chieng Hac, Chieng Khua, Chieng Son, Doan Ket, Long Sap, Tan Yen.
Article 2. Reorganization of commune-level administrative units in Son La province
1. The administrative units at the commune level in Thuan Chau district are arranged as follows:
a) Adjust a portion of the natural area of 13.09 km2 and a population of 5,834 people from Chiềng Ly commune, and a portion of the natural area of 4.19 km2 and a population of 2,363 people from Phổng Lăng commune to be incorporated into Thuận Châu town. After the adjustment, Thuận Châu town will have a natural area of 18.20 km2 and a population of 13,280 people.
Thuan Chau town borders the communes of Chieng Bom, Pung Tra, Phong Ly, Thom Mon and Tong Lanh;
b) The commune of Phổng Ly is established by merging a portion of the natural area of 25.38 km2 and a population of 1,939 people from Chiềng Bôm commune, the entire natural area of 18.47 km2 and a population of 3,313 people from Chiềng Ly commune, and the entire natural area of 11.94 km2 and a population of 3,626 people from Phổng Lăng commune after adjustments as stipulated in point a of this clause. After establishment, Phổng Ly commune will have a natural area of 55.79 km2 and a population of 8,878 people.
Phong Ly commune borders the communes of Chieng Bom, Chieng La, Chieng Pha, Long He, Nong Lay, Phong Lap, Tong Lanh and Thuan Chau town;
c) After adjustments as stipulated in point b of this clause, Chiềng Bôm commune has a natural area of 66.51 km2 and a population of 5,080 people.
Chiềng Bôm commune borders the communes of Co Mạ, Nậm Lầu, Phổng Ly, Púng Tra and Thuận Châu town;
d) After the reorganization, Thuan Chau district has 28 commune-level administrative units, including 27 communes and 1 town.
2. The administrative units at the commune level in Phu Yen district are arranged as follows:
a) The town of Quang Huy is established by merging the entire natural area of 1.05 km2 and a population of 11,252 people from Phu Yen town; a portion of the natural area of 4.11 km2 and a population of 3,571 people from Huy Bac commune; a portion of the natural area of 9.05 km2 and a population of 8,235 people from Quang Huy commune; and a portion of the natural area of 0.63 km2 and a population of 99 people from Huy Ha commune. After its establishment, the town of Quang Huy has a natural area of 14.84 km2 and a population of 23,157 people.
Quang Huy town borders the communes of Huy Ha, Huy Tan, Huy Thuong, and Suoi To;
b) The entire natural area of 21.73 km2 and population of 2,840 people of Huy Bac commune, after adjustment as stipulated in point a of this clause, shall be incorporated into Huy Ha commune. After the merger, Huy Ha commune will have a natural area of 44.73 km2 and a population of 9,832 people.
Huy Ha commune borders Gia Phu, Huy Tan, Huy Tuong, Suoi To, Tan Lang, Tuong Phu communes and Quang Huy town.
c) The entire natural area of 36.56 km2 and population of 1,521 people of Quang Huy commune, after adjustment as stipulated in point a of this clause, shall be incorporated into Suoi To commune. After the merger, Suoi To commune will have a natural area of 177.49 km2 and a population of 6,138 people.
Suoi To commune borders Gia Phu, Huy Ha, Huy Thuong, Muong Thai, Suoi Bau communes, Quang Huy town; Bac Yen district and Yen Bai province;
d) After the reorganization, Phu Yen district has 25 administrative units at the commune level, including 24 communes and 1 town.
3. The administrative units at the commune level in Yen Chau district are arranged as follows:
a) Adjust a portion of the natural area of 8.14 km2 and the entire population of 2,633 people of Vieng Lan commune, and a portion of the natural area of 6.44 km2 and the population of 2,268 people of Sapp Vat commune to be incorporated into Yen Chau town. After the adjustment, Yen Chau town has a natural area of 15.75 km2 and a population of 9,112 people.
Yen Chau town borders the communes of Chieng Khoi, Chieng Pan, and Sap Vat;
b) Adjusting a portion of the natural area of Vieng Lan commune, specifically 3.82 km2, to be incorporated into Sapp Vat commune. After the adjustment, Sapp Vat commune will have a natural area of 51.71 km2 and a population of 2,405 people.
Sặp Vạt commune borders the communes of Chiềng Đông, Chiềng Hặc, Chiềng Khoi, Chiềng Pằn, Yên Châu town and Bắc Yên district;
c) Incorporate the entire natural area of 13.97 km2 of Vieng Lan commune, after adjustments as stipulated in points a and b of this clause, into Chieng Pan commune. After the merger, Chieng Pan commune will have a natural area of 53.57 km2 and a population of 4,476 people.
Chiềng Pằn commune borders the communes of Chiềng Đông, Chiềng Khoi, Chiềng Sàng, Phiêng Khoài, Sặp Vạt, Yên Sơn and the town of Yên Châu;
d) After the reorganization, Yen Chau district has 14 commune-level administrative units, including 13 communes and 1 town.
4. The administrative units at the commune level in Song Ma district are arranged as follows:
a) Adjust a portion of the natural area of Na Nghiu commune, with an area of 10.73 km2 and a population of 5,193 people, to be incorporated into Song Ma town. After the adjustment, Song Ma town will have a natural area of 15.04 km2 and a population of 12,516 people.
The town of Sông Mã borders the communes of Chiềng Khoong, Huổi Một, and Nà Nghịu;
b) After adjustments as stipulated in point a of this clause, Na Nghiu commune has a natural area of 90.95 km2 and a population of 13,345 people.
Na Nghiu commune borders the communes of Chieng Khoong, Chieng So, Huoi Mot, Nam Man, Nam Ty, Song Ma town and Mai Son district;
c) After the reorganization, Song Ma district has 19 commune-level administrative units, including 18 communes and 1 town.
5. Establish the following towns within Quynh Nhai district:
a) Establish Muong Giang town based on the entire natural area of 67.97 km2 and a population of 11,832 people of Muong Giang commune.
Muong Giang town borders the communes of Chieng Bang, Chieng On, and Pa Ma Pha Khinh; Thuan Chau district and Dien Bien province;
b) After the establishment of the town, Quynh Nhai district has 11 administrative units at the commune level, including 10 communes and 1 town.
Article 3. Establishment of the People's Court and People's Procuracy of Moc Chau town, Son La province.
1. The People's Court of Moc Chau town is established on the basis of inheriting the People's Court of Moc Chau district, Son La province.
2. The People's Procuracy of Moc Chau town is established on the basis of inheriting the People's Procuracy of Moc Chau district, Son La province.
Article 4. Effective Date
1. This Resolution shall take effect from February 1, 2025.
2. From the date this Resolution takes effect, Son La province will have 12 district-level administrative units, including 10 districts, 1 town, and 1 city; and 200 commune-level administrative units, including 177 communes, 15 wards, and 8 townships.
Article 5. Implementation
1. The Government, the People's Council, the People's Committee of Son La province, and relevant agencies and organizations are responsible for organizing the implementation of this Resolution; arranging and consolidating the apparatus of local agencies and organizations; stabilizing the lives of the local people, and ensuring the requirements for socio-economic development, national defense, and security in the area.
2. The Chief Justice of the Supreme People's Court and the Prosecutor General of the Supreme People's Procuracy, within their respective duties and powers, are responsible for guiding the implementation of the contents of the Resolution under their management; organizing the organizational structure, deciding on the staffing levels, the number of judges, prosecutors, other civil servants, and employees of the People's Court and People's Procuracy of Moc Chau town, and other matters within their authority as prescribed by law.
3. The National Assembly's Ethnic Council, Committees, and the Son La Provincial Delegation of the National Assembly, within their respective duties and powers, shall supervise the implementation of this Resolution.
This resolution was adopted by the Standing Committee of the National Assembly of the Socialist Republic of Vietnam, 15th term, 39th session, on November 14, 2024.
