The People's Committee of Son La province has just issued a Decision approving the master plan for the new urban area of Ngoc Chien, Muong La district, Son La province until 2045.

Accordingly, the research area includes the entire Ngoc Chien commune with the planning boundary defined: East borders Tram Tau district, Yen Bai province; West borders Hua Trai and Nam Pam communes (Muong La district); South borders Chieng Muon and Chieng An communes (Muong La) and North borders Mu Cang Chai district, Yen Bai province.
The planning area is over 21,200 hectares, belonging to 15 villages (within the administrative boundary of Ngoc Chien commune); the expected population by 2045 is about 30,000 people.
The planning goal is to gradually build Ngoc Chien commune, Muong La district into an urban area (type V), a modern tourist urban area, imbued with national identity, and developing sustainably in the direction of green growth.
Harmonize tourism development with conservation (protection of forests, natural landscapes), promote resource values, especially cultural resources to build tourism products with strong national identity (community tourism, eco-tourism experience...).
In line with the policy and orientation of tourism development in Son La province in general and Muong La district in particular.
Forming Ngoc Chien tourist urban area worthy of being an administrative, political, economic, cultural and social center at town level, with characteristics and functional zoning suitable for a tourist urban area, with synchronous infrastructure, and a high-quality living environment...
At the same time, closely and harmoniously connect the administrative center with the communes in the district, the districts in the province and with Yen Bai, Lai Chau provinces and economic corridors to maximize the potential and advantages to build and develop a tourist urban area with a worthy position as the gateway to Son La province and the northern mountainous region.
In the process of organizing the implementation of the planning, the People's Committee of Son La province assigned the People's Committee of Muong La district to organize the implementation of planning management, urban management, and construction order management according to decentralization, delegation of authority, and current legal regulations; assigned the Department of Construction to guide and urge the People's Committee of Muong La district in the process of implementing the planning, managing urban architecture, and other related contents.
