The People's Committee of Son La province has just issued a Decision approving the General Planning Project for the new Ngoc Chien urban area in Muong La district, Son La province, until 2045.

Accordingly, the study area includes the entire Ngoc Chien commune, with the planning boundaries defined as follows: To the east, it borders Tram Tau district, Yen Bai province; to the west, it borders Hua Trai and Nam Pam communes (Muong La district); to the south, it borders Chieng Muon and Chieng An communes (Muong La district); and to the north, it borders Mu Cang Chai district, Yen Bai province.
The planning area covers more than 21,200 hectares, encompassing 15 villages (within the administrative boundaries of Ngoc Chien commune); the projected population by 2045 is approximately 30,000 people.
The planning objective is to gradually develop Ngoc Chien commune, Muong La district, into a modern urban area (Type V), a tourist city rich in ethnic identity, and with sustainable development in the direction of green growth.
Harmonizing tourism development with conservation (protecting forests and natural landscapes), promoting resource values, especially cultural resources, to build tourism products that reflect national identity (community tourism, eco-tourism experiences, etc.).
In line with the policies and development orientations of tourism in Son La province in general and Muong La district in particular.
The development of Ngoc Chien as a tourist town aims to create a center befitting its status as an administrative, political, economic, cultural, and social hub at the town level, with characteristics and functional zoning suitable for a tourist town, complete infrastructure, and a high-quality living environment…
At the same time, it is necessary to closely and harmoniously connect the administrative center with the communes within the district, the districts within the province, and with Yen Bai and Lai Chau provinces and economic corridors in order to maximize the potential and advantages for building and developing a tourist city with a worthy position as the gateway to Son La province and the northern mountainous region.
During the planning implementation process, the People's Committee of Son La province assigned the People's Committee of Muong La district to organize the management of planning, urban management, and construction order management according to the decentralization of authority and current legal regulations; and assigned the Department of Construction to guide and supervise the People's Committee of Muong La district in the process of implementing the planning, managing urban architecture, and other related contents.

Ngoc Chien commune, Muong La district, is located at an average altitude of over 1,800m above sea level, about 80km northeast of Son La city. This area has great potential for tourism development and is considered a "fairytale countryside" amidst the mountains and forests of Northwest Vietnam. |
