Vice Chairman of the Provincial People's Committee worked with the KfW Inspection Delegation

The Son La City Drainage and Wastewater Treatment System Project (additional scale) was approved by the Prime Minister to adjust the investment policy in Decision No. 1432/QD-TTg dated September 21, 2020 and approved by the Chairman of the Son La Provincial People's Committee in Decision No. 965/QD-UBND dated May 22, 2021 with a total adjusted and additional investment of VND 208,124,457 million. Including: ODA preferential loan capital from the German Government supplemented VND 146,362,553 million; non-refundable ODA loan capital from the Swiss Government supplemented VND 12,498,905 million; counterpart capital supplemented VND 49,263 million. The project implementation period is adjusted until December 31, 2025.

The project investment objective is to increase drainage service coverage and increase connection rate, reduce flooding, solve problems caused by wastewater to meet discharge standards, contribute to sustainable development and environmental protection in the area. The investment scale includes 2 main items: Renovation and repair of 8 traffic routes and sewer systems, rainwater drainage ditches; investment in expanding the wastewater collection pipeline network, expanding the collection area for about 3,650 additional drainage households (including: level 1, 2, 3 network system connecting drainage households and 02 pumping stations PS6 and PS7).

Based on the provisions of the International Agreement of the project, the provisions of Vietnamese Law and the Master Plan for Project Implementation. Carrying out the tasks assigned by the Provincial People's Committee as the investor, the Project Management Board has proactively and urgently organized the completion of investment preparation work; advised on mobilizing funding, negotiating and signing international agreements. Currently implementing in the investment phase with 02 construction bidding packages.

At the meeting, the Provincial People's Committee, relevant departments and branches and the Working Group discussed to resolve current difficulties and obstacles of the project such as: the progress of extending the project implementation time and the issue of extending the capital allocation time for the project; the situation of supplementing the ODA capital plan; the ability and time to implement some remaining additional and arising investment items...

Speaking at the meeting, comrade Le Hong Minh thanked Mr. Hans-Christian Traute and the delegation members for their interest in the project and their specific and prompt comments to help the project achieve its current progress. The Provincial People's Committee and departments and branches are very interested in and support relevant units to implement the project as planned. At the same time, he requested the sponsor KfW in working sessions with the Government and Central Ministries and Branches to support discussions to soon receive the Prime Minister's permission to adjust the time for allocating central budget capital, and to arrange annually according to the adjusted project progress until December 31, 2025; consider supporting the investor in the process of adjusting the project, organizing the implementation of additional investment projects using surplus capital in the Agreement to invest in expanding the scope of wastewater collection, increasing the efficiency of investment capital. The province commits to strictly implementing the agreement, continuing to monitor, urge and closely coordinate with the KfW Sponsor to complete the project.
