(CPV) - The People's Committee of Son La province has directed its efforts to closely follow central government documents, promptly resolve local difficulties and obstacles, and shorten internal procedures in handling issues related to administrative unit reorganization to ensure progress meets central government requirements.
On December 9, 2024, Mr. Le Hong Minh, Vice Chairman of the People's Committee of Son La province, chaired a conference to disseminate and implement Resolution No. 1280/NQ-UBTVQH15 dated November 14, 2024, of the Standing Committee of the National Assembly on the rearrangement of district and commune-level administrative units in Son La province for the period 2023-2025, and other relevant documents from competent authorities.

Overview of the Conference
The conference focused on disseminating and implementing Resolution No. 1280/NQ-UBTVQH15 dated November 14, 2024, of the Standing Committee of the National Assembly on the rearrangement of district and commune-level administrative units in Son La province for the period 2023-2025; and Conclusion No. 1252-KL/TU dated November 23, 2024, of the Standing Committee of the Provincial Party Committee on leading and directing the implementation of Resolution No. 1280/NQ-UBTVQH15 dated November 14, 2024, of the Standing Committee of the National Assembly on the rearrangement of district and commune-level administrative units in Son La province for the period 2023-2025. Decision No. 2557/QD-UBND dated November 29, 2024, of the People's Committee of Son La province on the promulgation of the Plan for implementing Resolution No. 1280/NQ-UBTVQH15 dated November 14, 2024, of the Standing Committee of the National Assembly on the rearrangement of district and commune-level administrative units of Son La province in the period 2023 - 2025.
Over the past period, Party committees, government agencies at all levels, from Son La province to the grassroots, have focused on leading and directing the vigorous implementation of central and provincial documents on the reorganization of district and commune-level administrative units in the 2023-2025 period. To provide a basis for developing and submitting the administrative unit reorganization plan to competent authorities, agencies, units, and localities have organized the preparation and submission to the Provincial People's Committee for approval of the general urban development plan (Moc Chau city, and the towns of Song Ma, Thuan Chau, Phu Yen, Quynh Nhai, and Yen Chau) and the urban development program for Moc Chau city and the five towns; The Chairman of the Provincial People's Committee decided to recognize 05 towns as meeting the criteria for a type V urban area, the Minister of Construction decided to recognize Moc Chau town as a type IV urban area and to recognize 08 wards planned to be established in Moc Chau town as meeting the standards for urban infrastructure development.
The People's Committee of Son La province has directed the province to closely follow central government documents, simultaneously implementing urban planning, urban development programs, and urban classification with the development of a plan for the reorganization of administrative units; promptly resolving local difficulties and obstacles, and shortening internal procedures in handling issues related to the reorganization of administrative units to ensure progress meets the requirements set by the central government.
To implement the task of reorganizing district and commune-level administrative units in the 2023-2030 period, the Provincial People's Committee directed the development and defense of the Plan for reorganizing district and commune-level administrative units in the 2023-2025 period. Based on the approved Plan, the People's Committees of the relevant districts have developed proposals for reorganizing district and commune-level administrative units in their localities, organized consultations with voters, and submitted them to the People's Councils at all levels for approval, ensuring the progress and procedures are in accordance with regulations. The Provincial People's Committee has directed the development and completion of complete dossiers for submission to the Ministry of Interior for appraisal, including two proposals: the proposal for establishing Moc Chau town and reorganizing commune-level administrative units within Moc Chau town, and the proposal for reorganizing commune-level administrative units in Son La province in the 2023-2025 period. The Provincial People's Committee established a working group to attend meetings, defend the project dossier, clarify information, and provide explanations to the Central Inter-Ministerial Appraisal Council, the National Assembly's Law Committee's verification conference, and the National Assembly Standing Committee's session. On November 14, 2024, the National Assembly Standing Committee issued Resolution No. 1280 on the rearrangement of district and commune-level administrative units in Son La province for the period 2023-2025, which takes effect from February 1, 2025.

Speaking at the conference, Comrade Le Hong Minh, Vice Chairman of the Son La Provincial People's Committee, requested the Vietnam Fatherland Front Committee of Son La province and other political and social organizations in Son La province to strengthen propaganda efforts to create consensus and unity of awareness in society, at all levels and sectors, among cadres, civil servants, employees, union members, association members, and the people regarding Resolution No. 1280/NQ-UBTVQH15, Conclusion No. 1252-KL/TU of the Provincial Party Standing Committee, and documents from competent authorities, in order to create consensus and support from the people.
For the People's Committees of the districts of Moc Chau, Thuan Chau, Yen Chau, Phu Yen, Song Ma, and Quynh Nhai, the following points need to be focused on: Organizing information and propaganda through mass media in the district and directing the People's Committees of the communes to organize information and propaganda, understanding the thoughts and aspirations of officials, civil servants, and the people regarding Resolution No. 1280/NQ-UBTVQH15; the meaning, importance, and positive impacts of the rearrangement and establishment of district-level and commune-level administrative units on the socio-economic development of the locality. Strengthening the organizational structure and arranging the staff of officials, civil servants, and public employees to ensure that the agencies and organizations in the new administrative units are operational from February 1, 2025.
