(sonla.gov.vn) Implementing Resolution No. 11/NQ-CP dated January 30, 2022 of the Government on the Socio-Economic Recovery and Development Program, in October 2023, Son La province actively deployed solutions to support the recovery and development of enterprises and cooperatives with the goal of creating favorable mechanisms and policies to encourage and promote organizations and individuals to establish enterprises and operate in accordance with the law, promoting the development of enterprises outside the state sector.
With attention and support, businesses and cooperatives are increasingly developing.
The Provincial People's Committee issued documents on supporting small and medium-sized enterprises in Son La province until 2025; Developing the private economy to become an important driving force of the socialist-oriented market economy; A number of key policies and solutions to support enterprises to proactively adapt, recover quickly and develop sustainably; Support the completion of pilot cooperatives participating in the Project on selecting, completing and replicating effective new-style cooperative models for the period 2021 - 2025 in Son La province.
Along with that, promote solutions to support production and export development for Enterprises and Cooperatives in Son La province; Coordinate with the Department of Enterprise Development - Ministry of Planning and Investment through the LinkSME Project of the United States Agency for International Development USAID to organize the training program "Strategic thinking and digital transformation journey for enterprises" in Son La province; Report to the Department of Enterprise Development - Ministry of Planning and Investment on the results of supporting small and medium enterprises in the first 8 months of the year, expected for the whole year of 2023; Propose a plan to support small and medium enterprises in 2024 and the period 2024 - 2026.
Credit institutions in the province continue to cut operating costs and reduce profit targets to implement measures to support customers affected by the Covid-19 epidemic according to regulations of the State Bank of Vietnam. Implement interest rate support from the state budget according to the policy in Decree No. 31/2022/ND-CP dated May 20, 2022 of the Government for 05 customers, accumulated to October 19, 2023, the outstanding loan balance with interest rate support is estimated at VND 9,910 million, the amount of interest rate support is VND 15 million.
Implementing policies to exempt and reduce support for businesses affected by the Covid-19 epidemic. The total accumulated tax exemption and reduction up to the end of October 2023 is estimated at over 303 billion VND. Specifically: Reducing environmental protection tax according to Resolution No. 30/2022/UBTVQH15 dated December 30, 2022 of the National Assembly Standing Committee for gasoline, oil, and lubricants, the amount of environmental protection tax reduction is estimated at 102 billion VND; Reducing 30% of land and water surface rent in 2022 according to Decision No. 01/2023/QD-TTg dated January 31, 2023 of the Prime Minister, with the amount of land and water surface rent reduction being 22.3 billion VND; Extension of the deadline for payment of value added tax, corporate income tax, personal income tax and land rent according to Decree No. 12/2023/ND-CP dated April 14, 2023 of the Government with the extended tax amount estimated at VND 150 billion; Reduction of 50% of registration fee for domestically manufactured and assembled cars according to Decree No. 41/2023/ND-CP dated June 28, 2023 of the Government with the amount of reduction in registration fee for domestically manufactured and assembled cars estimated at over VND 29 billion.
In the coming time, the province will continue to create a favorable environment to promote production and business; Develop information technology, gradually implement e-government and improve online public services to serve people and businesses, anytime, anywhere. Focus on implementing plans, tasks and solutions to improve the investment and business environment; Strengthen dialogue and remove difficulties for businesses. Create favorable conditions for innovative startups in the new situation; Continue to improve mechanisms and policies to attract resources for innovative startups; Encourage private economic sectors and resources in the province to participate in the support network and provide services for innovative startups.
