According to Plan 227/KH-UBND, the purpose is to develop sustainable smart cities in Son La province towards green growth, sustainable development, promoting potentials and advantages, improving the efficiency of resource use. Improve the quality of life; ensure creating conditions for organizations, individuals, and people to effectively participate in research, investment, construction, and management of smart urban development. Provide information and data to identify and have solutions to prevent and limit possible risks and dangers; improve the effectiveness of State management and urban services.

Effectively implement assigned tasks under the direction of the Prime Minister in Decision No. 950/QD-TTg dated August 1, 2018; Decision No. 3250/QD-UBND dated December 30, 2019 of the Provincial People's Committee on promulgating the Project on building a Smart City in Son La province for the period 2020 - 2025.

The key task in 2024-2025 is for Son La province to continue to promote, disseminate, and raise awareness of sustainable smart urban development. Organize training, fostering, and developing human resources towards sustainable smart urban development.

Proactively review key issues of the industry and locality to implement sustainable smart urban development in 2024-2025. Implement smart urban development in a comprehensive manner, closely related to each other, with investment priorities to ensure resource efficiency. Mobilize socialization of investment contents in construction of smart urban development projects and items to reduce pressure on the State budget and mobilize the active participation of all levels, sectors, authorities, businesses... people must be involved from the beginning in the process of planning, designing, and building the Sustainable Smart Urban Project.

Promote the application of GIS geographic information systems to manage and implement planning; increase attention to smart urban planning, integrate sustainable smart urban development content into construction planning projects and urban development programs, projects and proposals; closely link the digital transformation process with sustainable smart urban development.

Strengthen coordination, connectivity, and multi-sectoral cooperation to develop urban spatial data infrastructure, data on land, environment, urban areas, construction, and other data on GIS, to serve various tasks such as smart city construction, e-government, administrative reform, Smart City operations center, etc. Build a shared data warehouse and a platform for synthesizing and analyzing provincial-level data to serve both digital transformation and smart city development. Attract and train data analysis experts to effectively exploit shared data.

Son La Provincial People's Committee assigned the Department of Construction to preside over and coordinate with relevant departments and branches to deploy the application of legal documents, policy mechanisms, and guidelines on sustainable smart urban development according to the guidance of ministries and branches to localities and urban areas for pilot implementation. Coordinate with relevant departments and branches to guide localities to integrate the content of sustainable smart urban development into construction planning projects and urban development programs, projects, and schemes. Maintain, upgrade, manage, and effectively deploy the GIS geographic information system to manage and implement planning in the province.

The Department of Information and Communications shall preside over and coordinate with relevant departments and branches to guide localities in implementing the application of the ICT reference framework for smart urban development. Maintain and update the e-government architecture towards the province's digital government to ensure compliance with the Vietnam e-Government architecture framework...

For Departments, branches, sectors, People's Committees of districts and cities, continue to propagate, disseminate, and raise awareness about sustainable smart urban development; advise on organizing training, fostering, and developing human resources towards sustainable smart urban development. Strengthen coordination in implementing smart urban planning; closely link the digital transformation process with sustainable smart urban development. Review and promptly and effectively implement tasks according to Decision No. 3250/QD-UBND dated December 30, 2019 of the Provincial People's Committee promulgating the Project on building Smart Urban Areas in Son La province for the period 2020 - 2025.
