Attending the meeting were comrades: Tong Thi Phong, former member of the Politburo, former Permanent Vice President of the National Assembly of Vietnam; Lo Minh Hung, Standing Deputy Secretary of the Provincial Party Committee; Nguyen Thai Hung, member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial People's Council; Trang Thi Xuan, member of the Standing Committee of the Provincial Party Committee, Permanent Vice President of the Provincial People's Committee; Vi Duc Tho, member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; comrades in the Standing Committee of the Provincial Party Committee, leaders of the Provincial People's Council and People's Committee; provincial leaders of different periods; representatives of districts, cities, departments, branches, sectors, unions and a large number of officers, soldiers of the armed forces, and veterans of different periods. Also attending the meeting were leaders of the Military Commands of Luong Pha Bang, Xieng Khouang, Hua Phan, and Udomxay provinces (Lao PDR).

At the traditional meeting, the delegates reviewed the glorious tradition of 80 years of building, fighting, growing and developing the heroic Vietnam People's Army. Those are the great contributions and selfless sacrifices of generations of officers and soldiers of the Vietnam People's Army for the cause of national liberation, national reunification and protection of the Socialist Republic of Vietnam over the past 80 years.

The birth of the Vietnam People's Army was a great turning point of the Vietnamese revolution, marking the maturity of the leadership of the Party and President Ho Chi Minh. Starting with only 34 officers and soldiers of the Vietnam Propaganda Liberation Army, our Army soon brought into play the tradition of fighting foreign invaders and the military art of "using the few to fight the many", "using the small to win the big" of the nation, from the first Na Ngan and Phay Khat victories to the Dien Bien Phu campaign that was resounding throughout the five continents, shaking the world, completely defeating the invading French colonialists, leading the North to build socialism. From the opening battle of Buon Me Thuot to the historic Ho Chi Minh Campaign that completely liberated the South and reunified the country, officers and soldiers of the Vietnam People's Army in general, the Military Region 2 and the Military Region Son La in particular overcame all difficulties and hardships, with ingenuity and creativity, creating many great feats. The footprints of Army officers and soldiers have been deeply imprinted throughout the battlefields of the Northwest, Central Highlands, and the South, on the land of Laos and Cambodia, writing golden pages of traditional history in the nation's history and making their names in world history with the most brilliant pages.

During the period of innovation, promoting industrialization and modernization of the country, the Vietnam People's Army has done a good job of advising the Party and State on building an all-people national defense, a people's war posture, building a solid defense zone, constantly improving the overall quality and combat strength, building a solid political stance, maintaining the ideological posture; proactively preventing and effectively combating the strategy of "Peaceful evolution" and violent overthrow of imperialism, maintaining political stability, and successfully carrying out the task of protecting the Socialist Republic of Vietnam in the new situation.

Speaking at the meeting, the Standing Vice Chairman of the Provincial People's Committee emphasized the great role of the Vietnam People's Army in the cause of national liberation, national defense and national construction. At the same time, he expressed deep gratitude to generations of cadres and soldiers who have devoted and sacrificed for the independence and freedom of the nation.

He suggested that the provincial armed forces continue to promote the extensive dissemination of the glorious history of 80 years of building, fighting, growing and developing of the Vietnam People's Army; the position and significance of the National Defense Day. Focus on building a strong provincial Military Party Committee in terms of politics, ideology, organization, ethics and cadres; constantly improve the leadership capacity and fighting strength of party organizations and party members. Organize well the "Determined to Win" emulation movement associated with the implementation of "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" and the Campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers"...

On this occasion, the Provincial People's Committee presented 500 gifts to the leaders of the Military Commands of 4 provinces of Laos and the delegates attending the meeting.
