On October 14, 2023, the Prime Minister issued Decision 1201/QD-TTg approving the Border Gate Planning on the Vietnam-Laos land border for the period 2021-2030, with a vision to 2050. This plan includes the opening of one new border gate pair in Son La province: Huoi La (Son La) – Long Nhan (Luang Prabang), and the upgrading of one existing international border gate pair: Chieng Khuong (Son La) – Ban Dan (Hua Phan).
According to the Prime Minister's decision, the planning scope for border gates along the Vietnam-Laos land border includes the following provinces: Dien Bien, Son La, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Quang Nam, and Kon Tum.
Accordingly, during the period 2021-2030, 6 international border gates, 8 main border gates, and 11 sub-border gates will be opened or upgraded. Son La province will have one new pair of sub-border gates opened: Huoi La (Son La) – Long Nhan (Luang Prabang). It is projected that by 2030, the Vietnam-Laos border will have 46 border gates, including 15 international border gates, 10 main border gates, and 21 sub-border gates.
The vision for 2050 is to open and upgrade 6 international border gates, 10 main border gates, and 2 sub-border gates. Son La province will have one pair of border gates upgraded to international status: Chieng Khuong (Son La) – Ban Dan (Hua Phan). It is projected that there will be 49 border gates along the Vietnam-Laos border, including 21 international border gates, 15 main border gates, and 13 sub-border gates.
According to the plan, the investment orientation for upgrading and expanding infrastructure and technical equipment serving border gate operations is: Gradually completing the transportation infrastructure connecting border gates with the inland areas, connecting with border gates on the other side of the border, and transportation within the border gate area; and investing in modern technical equipment that meets the standards stipulated in Government Decree No. 34/2023/ND-CP dated June 16, 2023, amending and supplementing a number of articles of Government Decree No. 112/2012/ND-CP dated November 21, 2014, on the management of land border gates.
The decision also states that when developing a border gate area plan, it is necessary to allocate space for a combined office building for state management agencies at the border gate, and areas for warehouses and yards to serve the collection, inspection, and supervision of import and export goods at border gates; allocate land within the border gate area to ensure conditions for customs inspection and supervision, such as locations for the collection, inspection, and supervision of import and export goods at the border gate to meet the needs of state management of customs and ensure trade facilitation; allocate locations for the installation of equipment for immigration, customs, and quarantine agencies at the border gate area, meeting the requirements for inspection, supervision, and management of import and export goods, vehicles entering and exiting the country, and implementing measures to prevent, deter, and combat smuggling, trade fraud, and illegal transportation of goods across the border…
