According to the road network planning for the period 2021 - 2030, with a vision to 2050, the Moc Chau - Son La city expressway, 105km long, 4-lane scale, investment progress before 2030.

Affirming the necessity of investing in this expressway according to the plan to meet transportation needs, support local socio-economic development and promote the effectiveness of the Hoa Binh - Moc Chau expressway being invested, the Ministry of Transport said that in the process of developing a medium-term public investment plan for the period 2026 - 2030, based on the ability to balance resources and capital allocation principles according to regulations, the ministry will report to competent authorities to prepare for investment and allocate capital for this expressway.

Regarding the Son La - Dien Bien expressway section, according to the road network planning, this expressway has a length of 200km, a scale of 4 lanes, and an investment roadmap after 2030.

The Prime Minister assigned the People's Committee of Dien Bien province as the competent authority to implement the Son La - Dien Bien - Tay Trang border gate expressway construction project, phase 1, from Dien Bien Phu city - Km15 + 800 intersection on National Highway 279, about 44km long, under the form of BTL contract (build - lease - transfer) in the period 2022-2030.

The Ministry of Transport will coordinate and support Dien Bien province and investors in the process of researching and completing the investment plan for the above project.

In addition, the Ministry will also closely coordinate with ministries, branches and localities to seek and mobilize legal capital sources to soon implement investment in the Son La - Dien Bien expressway section according to the plan.

For the Hoa Binh - Moc Chau Expressway Project, the section through Hoa Binh province has a length of 34km, the investment scale of phase 1 with 2 lanes with a total investment of 9,777 billion VND, divided into 2 construction packages. On September 29, 2024, Hoa Binh province organized the groundbreaking ceremony and implemented the construction of package XL-013. Currently, contractors are surveying, making construction drawings and making service roads, construction site, implementing the construction of section Km24+500-Km27+500 and location Km38+400.

The section through Son La province alone is 32.3km long, with a scale of 2 lanes, with an investment capital of 4,938 billion VND in phase 1. Up to now, the project is implementing procedures for preparing documents, surveying, counting compensation, support, resettlement, site clearance and selecting contractors for consulting packages.
