In the final days of the year, we had the opportunity to visit Phiêng Ngùa village, Chiềng Xôm commune, Sơn La city - one of the model rural villages of Sơn La city that has recently been recognized. Just a few decades ago, Phiêng Ngùa village was still facing many difficulties, and the lives of its people were still very limited.
However, since the implementation of the new rural development program, the villagers have unanimously contributed their efforts, labor, and land to the construction of the new rural area. To date, the appearance of Phiêng Ngùa village has changed significantly, and the lives of the villagers have improved.

The road leading to Phiêng Ngùa village is paved with smooth concrete, and along both sides are flower gardens of various colors, creating a scene of a peaceful and livable highland village. For Mr. Lò Văn May, who is nearly 70 years old and was born and raised in Phiêng Ngùa village, he is perhaps the one who understands the changes that Phiêng Ngùa has undergone today best.
Mr. May shared: "A few decades ago, Phieng Ngua village was very difficult and arduous. In the morning, the villagers would carry hoes to the fields, and in the afternoon, they would carry bundles of firewood or some vegetables and cassava back home to feed their pigs. The villagers mainly depended on corn and cassava grown in the fields; livestock farming was small-scale, and the income of the households was meager. Hunger and poverty constantly surrounded them."
"In recent years, especially since the New Rural Development program was implemented, the people in our village have completely changed. Everyone is boldly developing their economy, applying scientific advancements to farming to increase their income, and now there are no more impoverished households in the village. Our children go to school, and many people in the village have grown up and become officials. Recently, our village was recognized as a model rural village, and everyone is thrilled," Mr. May said.

Recognized as a model new rural village, not only Mr. May, but all the people of Phiêng Ngùa village are happy and excited to have been born and raised in this land. Ms. Tòng Thị Hặc, from Phiêng Ngùa village, Chiềng Xôm commune, Sơn La city, shared: "When the new rural development program was introduced to our village, and with the encouragement and propaganda from all levels and sectors, we understood that building a new rural area would improve people's lives. Everyone in the village trusted and followed the program, some contributing labor and resources, others donating land to build the new rural area."
"Our villagers encourage each other to raise awareness about environmental protection. Every weekend, we clean up the village roads and alleys together, plant flowers, and create a green, clean, and beautiful landscape for the village. We are very happy that the village has been recognized as a model new rural village," said Mrs. Hac.

Phieng Ngua - A model new rural village
Mr. Lo Van Viet, Party Secretary and Head of Phieng Ngua Village, said: Phieng Ngua Village is about 1km from the center of Chieng Xom Commune. The village has a natural area of 116 hectares, bordering Provincial Road 279D, with 125 households and 470 inhabitants. The Party branch has 41 members from four ethnic groups living together. The village's agricultural land area is 5.6 hectares, and 39 hectares are forest land under Project 661; the rest is forestry land, rocky mountains, and other types of land. The people in the village mainly live by farming, livestock breeding, and some service activities.
Implementing the model new rural area criteria for landscape and quality of living environment, to date, roads have been planted with green trees and shade trees; the drainage system has been invested in and built, canals and ditches have been cleaned, dredged, and cleared, and there is no stagnation of domestic wastewater in residential areas or waste in drainage canals.

Households and individuals engaged in production and business activities in the village collect, sort, reuse, and treat waste in accordance with environmental protection regulations. The village has drainage ditches along the roads, ensuring the drainage of domestic and livestock wastewater.
To date, 100% of the main roads in Phiêng Ngùa village have been concreted; the average per capita income has reached 57.5 million VND/year. The village has no poor households, no temporary or dilapidated houses; it has achieved safety and security; the roads and alleys are bright, clean, and beautiful; and waste collection is ensured in accordance with regulations... This is the first village in the city to achieve the status of a model new rural village in terms of landscape and quality of life.

To maintain the targets and criteria of the new rural village model in terms of landscape and quality of living environment, Phiêng Ngùa village continues to strive to achieve other new rural model contents in terms of production organization and economic development; tourism; culture; and rural digital transformation.
Maintain and develop the model of exemplary new rural villages, effectively implement rural environmental protection; collect and treat wastewater, waste, and pesticide packaging... Actively improve the living environment, develop models of green, clean, and beautiful villages, alleyways, and houses, linked with community tourism development; preserve and promote unique cultural values and natural landscapes. Promote the village's performing arts group to carry out cultural and traditional art performances in the community to attract tourists to visit and experience.
