The Provincial People's Committee has directed agencies and units to regularly and promptly organize the dissemination and concretization of the Party's guidelines and policies, and the State's laws on mass mobilization work in the new situation, linking it with the implementation of tasks of each agency, unit, and locality; focusing on building and implementing friendly governments, agencies, and units "Serving the People"; cadres, civil servants, and public employees with a working style of "Respecting the people, being close to the people, understanding the people, learning from the people, and being responsible to the people," "Listening to what the people say," "speaking in a way the people understand," "guiding the people in their work," and "earning the people's trust," especially in socio-economic development, ensuring national defense and security, and achieving sustainable poverty reduction goals in ethnic minority and religious communities of the locality.

In 2024, the implementation of Conclusion No. 1147-KL/TU dated June 19, 2024, of the Provincial Party Committee on building and implementing the "Friendly Government" model was carried out. Districts and cities established Steering Committees for building "Friendly Government" and implemented at least one "Friendly Government" model in their areas. By the end of 2024, 35 "Friendly Government" models in the province had been recognized, and many more models were being developed to meet the prescribed criteria.

In addition, the Provincial People's Committee directed all levels and sectors to continue strengthening administrative reform, improving and enhancing the province's Public Administration and Governance Effectiveness Index. The percentage of communes, wards, and towns implementing the "one-stop shop" and "integrated one-stop shop" mechanisms reached 204 out of 204; the percentage of agencies implementing the "one-stop shop" and "integrated one-stop shop" mechanisms reached 21 out of 21. During the year, departments, agencies, and the People's Committees of districts and cities set out 1,279 tasks and clearly assigned responsibilities and implementation timelines to each agency and unit. The tasks set out in the province's 2024 administrative reform plan basically met the requirements in terms of quality and progress, with 70 out of 81 tasks completed, reaching 86.42%.

The enhancement of public service ethics, responsibility, and the sense of service to the people among cadres, civil servants, and public employees is increasingly being given attention, leadership, and guidance in a comprehensive, synchronized, focused, and targeted manner. This has fundamentally built a democratic, modern, professional, disciplined, open, and transparent administration, improving the quality of accountability; building a team of cadres, civil servants, and public employees who are professional, have innovative thinking and aspirations, and possess the qualities, capabilities, and prestige commensurate with their tasks; and streamlining the system of state administrative agencies at all levels to operate effectively and efficiently, with the capacity to create development, integrity, and service to organizations, individuals, and businesses.

In implementing mass mobilization work to assist communes in Zone III, in 2024, the Provincial People's Committee adjusted and assigned 113 agencies, units, and enterprises to be responsible for assisting 116 communes in Zone III throughout the province. These agencies and units proactively developed and issued plans to assist the assigned communes, effectively carrying out mass mobilization work, and mobilizing resources from within and outside their units to help the communes, linking this to the implementation of socio-economic development targets and the completion of new rural development criteria. They provided professional support, guidance on applying scientific and technical advancements, and financial, material, equipment, and labor support for the construction of transportation, irrigation, environmental sanitation, lighting, and clean water projects, as well as donating seedlings and livestock. Financial support is provided for the construction of charitable houses, the elimination of temporary housing, the construction of schools and boarding school kitchens, and the organization of visits and gift-giving to Party committees, local authorities, policy beneficiary families, families in difficult circumstances, and poor students who overcome difficulties. Besides material support, agencies and units also focus on implementing cultural, health, and social assistance activities at the grassroots level, organizing training and propaganda activities to educate people on legal regulations, contributing to the preservation and promotion of national cultural identity, eradicating outdated customs among ethnic minorities, and raising awareness of law compliance; organizing free medical examinations, consultations, and dispensing of medicine to the people, actively contributing to poverty reduction, socio-economic development, and maintaining security and order in the area.

Through effective mass mobilization work in agencies and units, the awareness and responsibility of Party committees, Party organizations, and the political system have been enhanced; emphasis has been placed on listening to, understanding the situation, and resolving the legitimate aspirations, requests, and pressing issues of the people; contributing to strengthening the close relationship between the Party and the people and promoting the role of the people in building the Party. With many innovative and effective approaches, the people's trust in the Party's leadership has been consolidated, contributing to the development of all aspects of socio-economic life.
