The Provincial People's Committee has directed agencies and units to regularly and promptly organize the dissemination and concretization of the Party's guidelines and policies, the State's policies and laws on mass mobilization work in the new situation, in conjunction with the implementation of tasks of each agency, unit and locality; focus on building and implementing a friendly government, agency and unit "Serving the People"; cadres, civil servants and public employees have a working style of "Respecting the people, being close to the people, understanding the people, learning from the people and being responsible to the people", "Listening to the people", "speaking so that the people understand", "guiding the people to do", "making the people trust", especially in socio-economic development, ensuring national defense and security, and implementing the goal of sustainable poverty reduction in ethnic minority areas and religious areas of the locality.

In 2024, implement Conclusion No. 1147-KL/TU dated June 19, 2024 of the Provincial Party Standing Committee on building and implementing the "Friendly Government" model. Districts and cities have established a Steering Committee for building a "Friendly Government" and built and implemented at least 01 "Friendly Government" model in the area. By the end of 2024, 35 "Friendly Government" models in the province have been recognized and many models are continuing to be built to ensure that they meet the prescribed criteria.

Along with that, the Provincial People's Committee directed all levels and sectors to continue to strengthen administrative reform, improve and enhance the Provincial Governance and Public Administration Performance Index. The rate of communes, wards and towns implementing the "one-stop" and "one-stop-shop" mechanisms reached 204/204 communes, wards and towns; the rate of agencies implementing the "one-stop" and "one-stop-shop" mechanisms reached 21/21. During the year, departments, branches, sectors, and People's Committees of districts and cities set out 1,279 tasks and clearly assigned responsibilities and implementation time to each agency and unit for implementation. The tasks set out in the 2024 administrative reform plan of the province basically ensure the requirements on quality and implementation progress, with 70/81 tasks completed, reaching 86.42%.

The improvement of public ethics, sense of responsibility, and awareness of serving the people of the contingent of cadres, civil servants, and public employees has been increasingly concerned, led, and directed in a comprehensive, synchronous, focused, and key direction, which has basically built a democratic, modern, professional, disciplined, public, and transparent administration, improving the quality of accountability; building a contingent of cadres, civil servants, and public employees in the direction of professionalism, with innovative thinking and aspirations, with qualities, capacity, and prestige equal to the tasks; the system of state administrative agencies at all levels has been arranged in a streamlined direction, operating effectively and efficiently, with the capacity to create development, integrity, and serve organizations, individuals, and businesses.

Carrying out mass mobilization work in supporting communes in region III, in 2024, the Provincial People's Committee adjusted and assigned 113 agencies, units, and enterprises to be in charge of and support 116 communes in region III in the whole province; the agencies and units have proactively developed and issued plans to support assigned communes, well implemented mass mobilization work, mobilized resources inside and outside the unit to help communes associated with the implementation of socio-economic development targets and perfecting the criteria for building new rural areas, providing professional support, guiding the application of scientific and technical advances, supporting money, materials, supplies, equipment, and labor to build traffic works, irrigation, environmental sanitation, lighting works, clean water works, and donating seedlings and livestock; support funding for building houses of gratitude, demolishing temporary houses, building schools, boarding kitchens and organizing visits and giving gifts to Party committees, authorities, policy families, families in difficult circumstances, and poor students who have overcome difficulties. In addition to material support activities, agencies and units also pay attention to implementing cultural, medical and social support activities at the grassroots level, organizing training activities, propagating people to implement legal regulations to contribute to preserving and promoting national cultural identity, eliminating backward customs among ethnic minorities, raising awareness of law compliance; organizing medical examinations, consultations, and providing free medicine to people, actively contributing to helping communes eliminate hunger, reduce poverty, develop the socio-economy, and maintain security and order in the area.

By doing well the mass mobilization work in agencies and units, the awareness and responsibility of Party committees, Party organizations and the political system have been raised; importance has been attached to listening, grasping the situation and resolving the legitimate and just aspirations and recommendations, and pressing issues of the People; contributing to strengthening the close relationship between the Party and the People and promoting the role of the People in participating in Party building. With many good and creative ways of doing things, bringing about practical results; thereby, strengthening the People's trust in the leadership of the Party and contributing to the development of all aspects of economic and social life.
