Resolution No. 1280/NQ-UBTVQH15 dated November 14, 2024 of the National Assembly Standing Committee on the arrangement of commune-level administrative units in Thuan Chau district, including: Adjusting a part of the natural area of ​​13.09 km², population size of 5,834 people of Chieng Ly commune and a natural area of ​​4.19 km², population size of 2,362 people of Phong Lang commune to merge into Thuan Chau town. After adjustment, Thuan Chau town has a natural area of ​​18.20 km²and population size of 13,280 people. Thuan Chau town borders the communes of Chieng Bom, Pung Tra, Phong Ly, Thom Mon, and Tong Lanh.

Establish Phong Ly commune on the basis of merging a part of natural area of ​​25.38 km², population size of 1,939 people of Chieng Bom commune, total natural area is 18.47 km², the population of Chieng Ly commune is 3,313 people and the total natural area is 11.94 km², population size of 3,626 people of Phong Lang commune. After establishment, Phong Ly commune has a natural area of ​​55.97 km² and population size of 8,878 people. Phong Ly commune borders the communes of Chieng Bom, Chieng La, Chieng Pha, Long He, Nong Lay, Phong Lap, Tong Lanh and Thuan Chau town.

After adjustment, Chieng Bom commune has a natural area of ​​66.51 km², population 5,080 people. Chieng Bom commune borders Co Ma, Nam Lau, Phong Ly, Pung Tra communes and Thuan Chau town.

After the reorganization, Thuan Chau district has 28 commune-level administrative units, including 27 communes and 1 town. The resolution takes effect from February 1, 2025.

At the announcement ceremony, the People's Committee of Thuan Chau district also announced Decision No. 1264/QD-UBND dated June 30, 2024 of the People's Committee of Son La province on recognizing Thuan Chau urban area (expanded Thuan Chau town) as meeting the criteria of a type V urban area. Announcing the decisions to dissolve the Party Committee of Chieng Ly commune and the Party Committee of Phong Lang commune; establishing the Party Committee of Phong Ly commune; mobilizing and appointing the Party Executive Committee, the Standing Committee of the Party Committee, the Secretary, Deputy Secretary of the Party Committee, and the Inspection Committee of the Party Committee of Phong Ly commune, term 2020 - 2025.

Speaking at the announcement ceremony, comrade Lo Minh Hung emphasized: The arrangement of administrative units to reduce focal points and concentrate investment resources for socio-economic development is extremely necessary and consistent with the development trend, policies and orientations of the Central and the province, in order to promote the development of Thuan Chau district. Expanding Thuan Chau town and recognizing Thuan Chau urban area as meeting the criteria of a type V urban area is an important premise to expand development space, expand urban development, promote socio-economic development, and improve the material and spiritual life of the people.

The Standing Deputy Secretary of the Provincial Party Committee requested the Party Committee and the government of Thuan Chau district to urgently complete the organizational structure of Thuan Chau town, Phong Ly commune and communes subject to administrative unit arrangement according to Resolution No. 1280/NQ-UBTVQH15 to ensure streamlining, effective and efficient operations. Promote administrative procedure reform, enhance the application of information technology, build e-government; implement digital transformation in leadership, direction and administration.
