(baosonla.vn) - On January 13th, Thuan Chau district held a ceremony to announce the resolution of the Standing Committee of the National Assembly on the rearrangement of commune-level administrative units in Thuan Chau district and the decision of the Son La Provincial People's Committee on recognizing Thuan Chau urban area (expanded Thuan Chau town) as meeting the criteria of type V.

Resolution No. 1280/NQ-UBTVQH15 dated November 14, 2024, of the Standing Committee of the National Assembly on the rearrangement of commune-level administrative units in Thuan Chau district, includes: Adjusting a portion of the natural area of 13.09 km².2Chiềng Ly commune has a population of 5,834 people and a natural area of 4.19 km².2The population of 2,362 people from Phong Lang commune was merged into Thuan Chau town. After the adjustment, Thuan Chau town has a natural area of 18.20 km².2and has a population of 13,280 people. Thuan Chau town borders the communes of Chieng Bom, Pung Tra, Phong Ly, Thom Mon, and Tong Lanh.

The commune of Phổng Ly was established by merging a portion of its natural area, totaling 25.38 square kilometers.2Chiềng Bôm commune has a population of 1,939 people and a total natural area of 18.47 km².2Chiềng Ly commune has a population of 3,313 people and a total natural area of 11.94 km².2The commune of Phổng Lăng had a population of 3,626 people. After its establishment, Phổng Ly commune had a natural area of 55.97 km².2 and has a population of 8,878 people. Phong Ly commune borders the communes of Chieng Bom, Chieng La, Chieng Pha, Long He, Nong Lay, Phong Lap, Tong Lanh and Thuan Chau town.

After the adjustments, Chiềng Bôm commune has a natural area of 66.51 km².2With a population of 5,080 people, Chiềng Bôm commune borders the communes of Co Mạ, Nậm Lầu, Phổng Ly, Púng Tra, and Thuận Châu town.
Following the reorganization, Thuan Chau district has 28 commune-level administrative units, including 27 communes and 1 town. The resolution takes effect from February 1, 2025.

At the announcement ceremony, the People's Committee of Thuan Chau district also announced Decision No. 1264/QD-UBND dated June 30, 2024, of the People's Committee of Son La province recognizing Thuan Chau town (expanded Thuan Chau town) as meeting the criteria for a type V urban area. They also announced decisions to dissolve the Party Committees of Chieng Ly and Phong Lang communes; establish the Party Committee of Phong Ly commune; and transfer and appoint the Executive Committee, Standing Committee, Secretary, Deputy Secretary, and Inspection Committee of the Party Committee of Phong Ly commune for the 2020-2025 term.
Speaking at the announcement ceremony, Comrade Lo Minh Hung emphasized: The reorganization of administrative units to reduce the number of administrative layers and concentrate resources for socio-economic development is extremely necessary and in line with the development trends, policies, and orientations of the Central Government and the province, aiming to promote the development of Thuan Chau district. Expanding Thuan Chau town and recognizing Thuan Chau as a Type V urban area is an important prerequisite for expanding development space, expanding urban development, promoting socio-economic development, and improving the material and spiritual lives of the people.

The Deputy Secretary of the Provincial Party Committee requested that the Party Committee and government of Thuan Chau district urgently consolidate the organizational structure of Thuan Chau town, Phong Ly commune, and other communes subject to administrative unit rearrangement according to Resolution No. 1280/NQ-UBTVQH15, ensuring a streamlined, effective, and efficient operation. He also urged the acceleration of administrative procedure reform, increased application of information technology, and the development of e-government; the implementation of digital transformation in leadership, direction, and management; and the effective management of land and urban areas.
Focus on the plan and roadmap for arranging, assigning, and resolving policies for redundant officials, civil servants, and employees; arranging, managing, and effectively utilizing office buildings and public assets; and ensuring the necessary conditions for the operation of administrative units formed after the reorganization. Continue to leverage the district's internal strengths, potential, and advantages, maximizing the benefits of its geographical location, natural landscape, and historical-cultural heritage; strive to proactively seize opportunities, overcome challenges, and lift Thuan Chau district out of poverty by 2025, soon becoming a developed district within the province.

On this occasion, the Provincial People's Committee awarded certificates of merit to one collective and three individuals; the Thuan Chau District People's Committee awarded certificates of merit to four collectives and thirteen individuals for their outstanding achievements in developing the plan for rearranging commune-level administrative units in the 2023-2025 period.
