Building Yen Chau town into a type V urban area is one of the goals set out in the Resolution of the Yen Chau District Party Congress for the 2020-2025 term. To realize the goal, Yen Chau district has mobilized resources to develop the urban area in a modern and sustainable direction; in which, focusing on accelerating the progress of adjusting and expanding administrative boundaries, building the town into a political, economic, cultural and social center of the district.

The rapid urbanization process has led to the land fund of Yen Chau town being increasingly narrowed, failing to meet the requirements of urban development. Through review, the standards and the town have not yet met the criteria on population size and natural area of ​​a type V urban area. Accordingly, the area of ​​the town is 1.17 km², only reaching 8.3% (according to regulations is 14 km²); the population is over 3,900 people, reaching 98% compared to regulations. Along with that, there are many difficulties and inadequacies in management, architectural planning, infrastructure, revenue development, landscape and environmental protection...

Yen Chau District People's Committee held a meeting to solicit public opinions on administrative unit arrangement and expansion of Yen Chau town.

Ensuring the regulations on administrative unit standards and type V urban areas, Yen Chau District People's Committee has developed a plan to submit to the Provincial People's Committee for approval of the competent authority for the policy of adjusting the administrative boundaries of Vieng Lan and Sap Vat communes to expand Yen Chau town. These are communes with favorable geographical locations, many similarities, and connections in history, culture, boundaries, and socio-economic connections with Yen Chau town.

Accordingly, the district Adjusting part of the natural area of ​​8.14 km², population of 2,633 people of Vieng Lan commune and part of the natural area of ​​6.44 km², population of 2,268 people of Sap Vat commune to Yen Chau town. The entire remaining natural area of ​​Vieng Lan commune was merged into Chieng Pan and Sap Vat communes. After the expansion, Yen Chau town has an area of ​​15.75 km², population of more than 9,100 people, meeting 100% of the criteria on natural area and population of the town. The whole district reduced from 15 commune-level administrative units to 14 units.

Along with completing the Yen Chau town expansion project, the district has submitted to the Provincial People's Committee and the Department of Construction for permission to establish a project to adjust the general planning of Yen Chau town according to the plan to merge and expand the new town; focusing on prioritizing investment resources to complete urban technical infrastructure associated with expanding the town space in the direction of modernization and synchronization. The district has organized the announcement of the General Planning Project of Yen Chau town, Yen Chau district, Son La province until 2035; completed the detailed planning for the construction of residential area sub-zone 1, Yen Chau town.

Mr. Lu Van Cuong, Chairman of Yen Chau District People's Committee, said: The construction of Yen Chau town according to the criteria of a type V urban area is the basis for establishing detailed planning projects, projects, orientations for urban architectural space development, planning management and construction investment according to regulations; exploiting and effectively using land and existing infrastructure systems to renovate, upgrade and embellish the urban area to meet the requirements of residential land, social infrastructure, technical infrastructure and environmental landscape, ensuring sustainable development.

Up to now, Yen Chau district has reviewed the entire planning, updated the locally adjusted areas, and synchronized them with the new planning project. It has added functional areas and organized a reasonable planning structure to build works suitable for immediate and long-term needs, ensuring cost savings. At the same time, it has mobilized resources to build technical and social infrastructure, which is the legal basis for management and investment in construction in the planning area.

Along with that, the district also orients the development of main spatial axes, including National Highway 6 through the town, Provincial Road 103B connecting from National Highway 6 to Phieng Khoai commune, and the landscape axis along Vat stream. The urban expansion space is determined to develop to the southwest, south and northeast of the town along Vat stream. Exploiting the landscape and terrain on both sides of Vat stream, orienting it to become an urban green landscape area; developing traffic routes along the length of Vat stream, developing commercial areas, landscape lake parks, industry...

Phase 1 of the project to prevent landslides on Vat stream to protect Yen Chau town has been completed.

Mr. Pham Duc Sinh, Chairman of Yen Chau Town People's Committee, said: Since the beginning of the term, from the State's capital sources, the town has invested in many projects, such as: The embankment project to prevent landslides of Vat stream to protect the town, phase 1 with a total cost of 120 billion VND; renovating sidewalks and drainage ditches in the town center with a total cost of more than 6 billion VND; building 3 cultural houses with a total value of nearly 10 billion VND... The completed projects contribute to creating environmental landscapes, creating highlights for cultural space and urban architecture. To date, the town has achieved 53 standards corresponding to 5 criteria of a type V urban area.

Ms. Hoang Thi Thanh, Ward 6, Yen Chau Town, excitedly said: The town is being expanded, the infrastructure system is being invested in and built, which will make the town's urban appearance better, and is also an opportunity and favorable condition for people to develop the economy, increase income, and enjoy better welfare works and policies.

The recognition of Yen Chau town as a type V urban area will create more motivation and be a premise for building and developing the urban area in a civilized and modern direction, commensurate with the role and position of the central urban area in the socio-economic development process of Yen Chau district, contributing to realizing the goals set forth by the Resolution of the District Party Congress.
