After more than two hours of traveling from Son La City along National Highway 6 and then another hour back, the delegation led by Colonel Dang Trong Cuong, Director of the Son La Provincial Police, finally arrived at Tan Xuan commune, a border area in Van Ho district. This was the first stop on the delegation's journey to spread love and compassion. Tan Xuan commune has undergone many changes, but still faces many difficulties and hardships.

According to Mr. Dinh Cong Quan, Secretary of the Party Committee and Chairman of the People's Council of Tan Xuan commune: With a total natural area of over 16.3 hectares, comprising 9 villages, 2 schools, and nearly 5400 inhabitants, 6 ethnic groups live together, with the majority being the Mong and Thai people... The Party Committee has 14 subordinate branches and 169 party members (39 female party members and 130 members from ethnic minority groups).

As the only commune in the three border regions of Van Ho district, the lives of the local people here are still very difficult, with the poverty rate remaining at 20% in 2024. In 2024, the total food production is estimated at 9252 tons (reaching 142% of the target), with over 43,000 head of livestock, and total budget revenue exceeding 8.8 billion VND, an increase of 25.88% compared to the initial budget estimate. The school attendance rate for children of school age is 99%. In the field of national defense and security, in 2024, the rate of citizens enlisting in the military reached 100%. Simultaneously, the effective implementation of Decision No. 135/QD-UBND dated January 19, 2023, of the Son La Provincial People's Committee, promulgating the project "Transforming and building drug-free communes and towns in Son La province, giai đoạn 2023-2025, with a vision to 2030," continued. 100% of households in the commune signed commitments to implement drug prevention and control measures. Ten cases involving 11 individuals related to the illegal buying, selling, and possession of narcotics were detected and processed; 32 people with addiction records were managed, a decrease of 5 compared to the same period; and the number of wanted fugitives in the area remained at 8.

As for Mrs. Lo Thi Phai in Tay Ta Lao village, her family is facing difficult circumstances. She has three children; two sons have gone away to work, and her daughter is receiving medical treatment at home. They only have porridge and vegetables to eat each day, so receiving gifts from the delegation deeply moved her. Leaving Tan Xuan border commune, the delegation continued its journey to deliver love to Chieng Xuan and Long Luong communes, which still face many complex security and order issues.
