On June 6, 2022, the Standing Committee of the Son La Provincial Party Committee issued Resolution No. 22-NQ/TU on building new rural areas in the period 2021-2025 with a vision to 2030. After more than two years of implementation, the new rural area construction program has achieved many positive and comprehensive results.
Along with paving the roads with concrete, Tan Lap commune, Moc Chau district, also mobilized capital to install a street lighting system along the route.
To date, Son La province has 65 communes that have met the standards for new rural areas, eight communes that have met the standards for advanced new rural areas; Son La city has completed the task of building new rural areas… According to the assessment of the Son La Provincial Party Committee, after more than two years of implementing Resolution No. 22-NQ/TU, the province has attracted the entire political system of the districts and cities, especially the decisive and close direction of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee and all levels, sectors, districts and cities in the implementation of the new rural development program to develop agriculture and rural areas sustainably.
In implementing Resolution No. 22-NQ/TU, the Son La Provincial Party Committee issued two specialized resolutions on building new rural areas by 2025 and many guiding documents on building new rural areas. The Provincial People's Council issued 15 resolutions to implement the program, including six groups of policies on building new rural areas and national target programs.
Some districts and cities have also supplemented the support with resolutions to provide additional materials for the construction of projects to ensure they meet standards, such as Son La city, Song Ma district, and Phu Yen district...
In addition, the departments and agencies that are members of the Provincial Steering Committee, according to their functions and authority, have issued 56 guidelines, procedures, and documentation ensuring compliance with regulations. At the same time, they have proactively advised and submitted proposals to competent authorities for consideration and resolution of difficulties and bottlenecks related to mechanisms and policies…
According to Tong The Anh, Secretary of the Yen Chau District Party Committee: The Yen Chau District Party Committee has included the goals and tasks of implementing the new rural development program in the resolutions of the District Party Committee's Executive Committee from the beginning of the term. Mid-term reviews were conducted, reports were issued, and conclusions were announced as a basis for leadership and guidance in implementation.
Commune Party Committees also issue resolutions or integrate the goals and tasks of the program into the commune Party Committee's resolutions right from the beginning of their term; villages and sub-districts develop plans and programs for village and sub-district development in accordance with the resolutions of the district and province.
Through the implementation of Resolution No. 22-NQ/TU, localities in Son La province have successfully implemented and completed specific goals for building new rural areas by 2025 and key objectives. As a result, over 69 billion VND has been mobilized and directly contributed in cash, and the people have contributed 669,883 square meters of land for the construction of rural roads, cultural centers, etc., with nearly 36,000 man-days of labor. Many assets and materials continue to be contributed by the business community, cooperatives, and the people.
Currently, Son La province has nearly 80% of its communes meeting the new rural standards, compared to the target set for 2025; 57 villages and sub-districts have been recognized as meeting the new rural village standards according to regulations (achieving 139% of the target), including 17 model new rural villages (achieving 100%).
The province has also effectively supported and facilitated the poor and impoverished households to stabilize their lives, develop production, secure sustainable employment, increase income, and access basic social services. As a result, the poverty rate across the province has decreased to 18.66%; the poverty rate among ethnic minorities has decreased by more than 3%; and the poverty rate in poor districts has decreased by 4-5%.
In implementing the key tasks of Resolution No. 22-NQ/TU, Son La province has also successfully achieved the set goals. Based on the provincial planning for the period 2021-2030, with a vision to 2050, Son La has been approved by the Prime Minister in Decision No. 1676/QD-TTg with regional and sectoral plans, such as: the inter-district regional construction plan along National Highway 6; the inter-district regional construction plan in the Son La hydropower reservoir area; the inter-district regional construction plan in the mountainous and border areas of Son La province; the Moc Chau National Tourist Area plan, etc.
For district and commune-level planning, the National Target Program for New Rural Development has issued specialized guidelines by the Department of Construction, which both inherit the plans of the previous period and integrate the plans and regulations of the new period. The focus is on meeting the requirements for restructuring the agricultural sector in conjunction with responding to climate change and protecting the rural environment, in accordance with the socio-economic situation of each district and city.
To continue successfully implementing the tasks and objectives set out in Resolution No. 22-NQ/TU, along with focusing on implementing existing solutions, Son La province is continuing to focus on maintaining Son La city's completion of the new rural development task; Quynh Nhai district striving to achieve the new rural district standard by 2025; adding 18 new rural communes, 12 advanced new rural communes; three model new rural communes; increasing at least 100 villages meeting the new rural standards, including at least 40 model new rural villages. The goal is to have 83 communes meeting all 19 criteria by the end of 2025 and 204 OCOP products evaluated and recognized...
