Mr. Nguyen Van Chinh, Deputy Director of the Department of Transport of Son La province, said that the Department of Transport, as the standing agency of the Steering Committee for the construction of the Hoa Binh - Moc Chau Expressway, the section passing through Son La province, has actively advised the province to develop a plan to clearly assign tasks and work steps to departments, branches, sectors, and investors of component projects; monitor, summarize and report on the project's progress weekly to serve the weekly meetings of the Steering Committee; coordinate to advise on solutions to direct and urge to speed up the progress; promptly remove difficulties and obstacles; review the demand for construction materials, connections, dumping sites, conversion of land use purposes, forest use, preliminary inventory, verification of land origin, etc., contributing to speeding up the implementation progress so that the project can start construction at the end of July this year.
"The Department of Transport has also actively advised the Son La Provincial People's Committee to propose to the Prime Minister to include the Hoa Binh - Moc Chau Expressway project in the list of key projects and to pilot the mechanism of assigning local authorities as the main agency to implement the Hoa Binh - Moc Chau Expressway project. In the coming period, we will focus on implementing design documents after the basic design to ensure submission and approval on schedule. Secondly, we will monitor, grasp and urge the acceleration of site clearance to ensure that when the project starts, there will be land for immediate construction," Mr. Chinh shared.
Son La is currently one of the largest fruit granaries in the country, with an annual output of about 400,000 tons.
The Hoa Binh - Moc Chau Expressway, the section through Son La province, is 32.3 km long, with a total investment of more than 4,900 billion VND; the starting point connects to the end point of the Hoa Binh - Moc Chau Expressway (in Chieng Yen commune, Van Ho district, Son La); the end point intersects with National Highway 43 in Phieng Luong commune, Moc Chau district (Son La). This is a route of special importance, when completed, it will contribute to changing the status of National Highway 6 connecting from Hanoi capital to the Northwestern provinces in general and Son La province in particular, helping to reduce the load on National Highway 6, remove traffic infrastructure bottlenecks, create breakthroughs, promote socio-economic development and ensure national defense and security in Son La province in particular and the Northwestern provinces in general.
Son La farmers expect the Hoa Binh - Moc Chau expressway to make the transportation and consumption of agricultural products more convenient.
The route has been approved by the Prime Minister to be included in the Road Network Planning for the period 2021 - 2030, with a vision to 2050. Up to now, the project has been approved by the People's Council of Son La province in the investment policy in Resolution No. 299/NQ-HDND dated March 10, 2024; in which the project is divided into 03 component projects, including 02 component projects for site clearance in Moc Chau and Van Ho districts invested by the People's Committees of Moc Chau and Van Ho districts and 01 component project for investment in construction of traffic works invested by the Provincial Traffic Construction Investment Project Management Board.
