(baosonla.vn) - On February 20th, the People's Committee of Son La province held a conference to announce the Resolution of the Provincial People's Council on the establishment of several specialized agencies under the Provincial People's Committee, and the Decision of the Chairman of the Provincial People's Committee allowing the merger of mass organizations assigned tasks by the Party and the State, as well as personnel matters.

Attending the conference were: Comrade Hoang Quoc Khanh, Secretary of the Provincial Party Committee; Comrade Lo Minh Hung, Standing Deputy Secretary of the Provincial Party Committee; Comrade Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation; members of the Standing Committee of the Provincial Party Committee; Standing Committee of the Provincial People's Council, Provincial People's Committee, and Provincial Committee of the Vietnam Fatherland Front; leaders of specialized agencies under the Provincial People's Committee; provincial departments and agencies; representatives of districts, towns, cities and mass organizations.
At the conference, Resolution No. 461 dated February 20, 2025, of the Provincial People's Council on the establishment of several specialized agencies under the Provincial People's Committee was announced. Accordingly, six specialized agencies under the Provincial People's Committee were established, specifically: the Department of Internal Affairs (based on the merger of the Department of Labor, War Invalids and Social Affairs and the Department of Internal Affairs); the Department of Finance (based on the merger of the Department of Planning and Investment and the Department of Finance); the Department of Construction (based on the merger of the Department of Transport and the Department of Construction); the Department of Agriculture and Environment (based on the merger of the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment); the Department of Science and Technology (based on the merger of the Department of Information and Communications and the Department of Science and Technology); and the Department of Ethnic Minorities and Religion (based on the Ethnic Affairs Committee receiving additional functions, tasks, and organizational structure for state management of religion from the Department of Internal Affairs).
The conference also announced the decisions of the Chairman of the Provincial People's Committee regarding the transfer, recruitment, and appointment of 12 leading and managerial civil servants; the transfer and appointment of 31 deputy directors of departments and agencies; and the retirement decisions for 4 leading and managerial civil servants.

Also at the conference, Decision No. 324 dated February 20, 2025, of the Chairman of the Provincial People's Committee was announced, allowing the merger of the Association for the Protection of Disabled People and Orphans; the Association of the Blind; and the Association of Victims of Agent Orange/Dioxin into a Support Association; and Decision No. 325 dated February 20, 2025, of the Chairman of the Provincial People's Committee, allowing the merger of the Economic Science Association, the Historical Science Association, and the Rural Agriculture and Occupations Association into a General Science Association.

Speaking at the conference, the Chairman of the Provincial People's Committee acknowledged, commended, and highly appreciated the proactiveness, responsibility, and solidarity of the departments, agencies, and officials in advising and developing the plan for the arrangement and organization of specialized agencies under the Provincial People's Committee and mass organizations in a scientific, synchronized manner, ensuring compliance with legal regulations and suitability to the province's actual situation; especially the comrades who voluntarily requested early retirement, who demonstrated a high spirit of responsibility, exemplary conduct, and pioneering spirit, making an important contribution to the personnel arrangement in streamlining the organizational structure.
The Chairman of the Provincial People's Committee requested that agencies and units focus on completing the handover of organization, personnel, assets, finances, facilities, and documents, ensuring fullness, strictness, and compliance with regulations. They should review and revise regulations, working procedures, and coordination mechanisms to suit the new organizational structure, clearly assigning tasks within the leadership team of agencies and units, and to officials and employees in accordance with their professional qualifications, capabilities, and job positions, ensuring the smooth and uninterrupted operation of the system and preventing any impact on state management. Officials and employees should uphold a high sense of responsibility, proactively adapt to the new organizational model, and continuously improve their professional skills and management capabilities to meet the demands of the new situation.
For comrades appointed to new important responsibilities, focus on studying and promptly implementing new tasks and duties, avoiding any gaps in the operation of agencies and organizations that could affect social activities and the people; quickly stabilize internal affairs within the agency, continue to promote the spirit of unity and democracy; promptly report any shortcomings or obstacles to the Department of Internal Affairs for coordinated guidance or to compile reports for consideration and resolution by competent authorities.
