At the conference, Resolution No. 461 dated February 20, 2025 of the Provincial People's Council on the establishment of a number of specialized agencies under the Provincial People's Committee was announced. Accordingly, 6 specialized agencies under the Provincial People's Committee were established, specifically: Department of Home Affairs on the basis of merging the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs; Department of Finance on the basis of merging the Department of Planning and Investment and the Department of Finance; Department of Construction on the basis of merging the Department of Transport and the Department of Construction; Department of Agriculture and Environment on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment; Department of Science and Technology on the basis of merging the Department of Information and Communications and the Department of Science and Technology; Department of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee receiving additional functions, tasks and organization of the State management apparatus on religion from the Department of Home Affairs.

Also at the conference, the decisions of the Chairman of the Provincial People's Committee on the transfer, acceptance and appointment of 12 leading and managing civil servants; transfer and appointment of 31 deputy directors of departments and branches were announced. The retirement decisions of 4 leading and managing civil servants were announced.

Also at the conference, Decision No. 324 dated February 20, 2025 of the Provincial People's Committee Chairman on allowing the merger of the Association for the Protection of People with Disabilities and Orphans; Association for the Blind; Association for Victims of Agent Orange/Dioxin into the Association for the Protection of People with Disabilities; Decision No. 325 dated February 20, 2025 of the Provincial People's Committee Chairman on allowing the merger of the Association of Economic Sciences, the Association of Historical Sciences and the Association of Rural Agricultural Professions into the Association of General Sciences was announced.

Speaking at the conference, the Chairman of the Provincial People's Committee acknowledged, commended and highly appreciated the initiative, responsibility and solidarity of departments, branches, sectors and cadres, civil servants and public employees in the work of advising and developing the Project to arrange and organize the apparatus of specialized agencies under the Provincial People's Committee and mass organizations in a scientific and synchronous manner, ensuring compliance with legal regulations and in accordance with the actual situation of the province; especially the comrades who voluntarily applied for early retirement have shown their spirit, responsibility, exemplary and pioneering spirit, making an important contribution to the arrangement of cadres in streamlining the apparatus.

The Chairman of the Provincial People's Committee requested agencies and units to focus on completing the handover of organization, personnel, assets, finance, facilities, documents to ensure completeness, strictness, and compliance with regulations. Review and amend regulations, working regulations, coordination regulations in accordance with the new apparatus, clearly assign tasks to the collective leadership of agencies, units and cadres, civil servants, and public employees in accordance with their qualifications, professional capacity, job positions, and ensure the apparatus operates smoothly, without interruption, affecting State management work. Comrades, cadres, civil servants, and public employees uphold their spirit and responsibility, proactively adapt to the new organizational model; constantly improve their professional qualifications and management capacity, meeting the requirements of tasks in the new situation.

For comrades appointed to new responsibilities, focus on research, promptly deploy new work and tasks, do not leave gaps in the activities of agencies and organizations, affecting the activities of society and people; quickly stabilize the internal agencies, continue to promote the spirit of solidarity and democracy; promptly reflect on remaining problems and difficulties to the Department of Home Affairs for coordination and guidance or synthesize reports to competent authorities for consideration and resolution.

On this occasion, the Provincial People's Committee awarded Certificates of Merit to 13 individuals with achievements contributing to the reorganization of the political system of Son La province.
