On March 21st, Comrade Lo Minh Hung, Standing Deputy Secretary of the Provincial Party Committee and Head of the Steering Committee for the Restoration and Promotion of the Value of the Co Noi Crossroads Historical Relic Site (Steering Committee 114), chaired a meeting of the Steering Committee to evaluate the results of the tasks performed in the first quarter and to discuss the direction and tasks for the second quarter of 2025.

Attending the meeting were Comrade Dinh Thi Bich Thao, Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department; other members of the Standing Committee of the Provincial Party Committee; and members of the Steering Committee.
Since the beginning of the year, the Steering Committee 114 has focused on directing and guiding the resolution of difficulties and obstacles, completing the compensation, resettlement support, land acquisition, and site clearance work for the Project. It has coordinated with the Central Youth Union's Investment and Construction Project Management Board to finalize the relevant procedures according to regulations to commence Phase II of the project, with the Central Youth Union as the investor; and implemented activities commemorating the joint death anniversary of the young volunteers who sacrificed their lives at Co Noi Crossroads.
Simultaneously, complete the plan for content development, artistic design, and exhibition construction at the Co Noi Crossroads National Historical Site for the period 2024-2025, submit it to the Provincial People's Committee for approval, and organize its implementation. Continue to provide feedback on the overall site plan and architectural design of the project to restore and promote the value of the Co Noi Crossroads Historical Site, with the Central Youth Union as the investor...

Regarding land clearance, support, and resettlement: For the area where the Central Youth Union is the investor, compensation has been paid to 10 out of 10 households, totaling nearly 2.3 billion VND, and 2.22 hectares of land have been handed over to the Central Youth Union's Investment and Construction Project Management Board. For the area where Mai Son district is the investor, cadastral surveying has been completed and land acquisition notices have been issued; property on the land has been inventoried for 52 out of 59 households, and land ownership has been verified for 51 out of 59 households. The resettlement site is located in sub-area 26/3, Co Noi commune. Infrastructure and technical facilities have been completed and are ready to receive relocated households. Currently, there are still 5 households that have not agreed to the compensation plan.
Concluding the meeting, Comrade Lo Minh Hung requested that departments, agencies, and members of the Steering Committee focus on accelerating the progress of land acquisition, compensation, support, resettlement, and site clearance for the Co Noi Crossroads Historical Relic Area project, in order to ensure the timely implementation of Phase II of the project. He also requested continued coordination with the Central Youth Union and the Central Youth Union Project Management Board to invest in the items under Phase II of the project, for which the Central Youth Union is the investor, ensuring adherence to the plan. Simultaneously, Continue to promote awareness of the historical significance and value of the Co Noi Crossroads National Historical Monument; and of the planning, land clearance, and implementation of investment and construction of the project's Phase II components. Ensure security and order during the enforcement of mandatory land surveying, land reclamation, and site clearance for the project.
