(baosonla.vn) - With the motto "putting the people at the center of digital transformation," the Son La Provincial Police have implemented guidance for people to install, register, and activate VNeID electronic identification accounts, resolving many essential tasks in the electronic environment and in daily transactions, contributing to promoting digital transformation in the province.
VNeID is a mobile application created by the Ministry of Public Security, currently integrating over 40 utilities, divided into main utility groups, such as: "Administrative Procedures" services: Notification of residence; temporary residence registration; permanent residence registration; issuance of criminal record certificates; initial vehicle registration; confirmation of administrative procedures; evaluation of administrative procedure services. "Document Wallet" services: Identity card/citizen identification card; residence information; dependents; vehicle registration; health insurance card; driver's license points; driver's license; social insurance; tax information. "Social Security" services: Social security benefit accounts, charitable activities. "Health Records" services: Electronic health book, referral letters, follow-up appointment letters, pharmacies. "Notifications from State Agencies" services: Civil enforcement; and other services including suggestions and feedback on security and order; wanted persons information. Digital signature certificates; banking services; e-wallet services.
As the permanent agency responsible for implementing Project 06 of the province, the Provincial Police Department has closely coordinated with relevant departments, localities, and mass organizations to promote the dissemination of information and guidance to people on installing, registering, and activating VNeID electronic identification accounts to serve digital transformation. As of April 10, 2025, the Son La Provincial Police Department had received and approved 738,348 applications, of which 662,842 had been activated (including 132,108 level 1 accounts and 530,734 level 2 accounts). The features integrated into the VNeID application are gradually reaching and better serving the needs of individuals and businesses in transactions, and effectively serving the state management work of various sectors and levels.
One of the prominent features being focused on is the electronic health record and the issuance of criminal record certificates via VNeID. To date, the entire province has received and processed 1,321 applications for criminal record certificates through the VNeID application; and integrated 180,673 electronic health records for citizens.
The integration of citizens' document information into VNeID has been widely applied in various sectors and fields in resolving administrative procedures for citizens, replacing the requirement for citizens to present traditional physical documents. The administrative procedures integrated into the VNeID application add a method for carrying out administrative procedures, especially essential public services such as residence registration, vehicle registration, and issuance of criminal record certificates, right from home, saving time and effort in traveling.

Police officers receive level 2 electronic identification documents.
At the Electronic Identity Card Issuance and Account Registration Office of the Police Department for Administrative Management of Social Order, Provincial Police, a large number of people came to register for level 2 electronic identity verification. Despite the wait, everyone was patient, impressed by the dedicated and professional attitude of the police officers. At the electronic identity verification processing point, many people expressed satisfaction with the integration of essential documents into the VNeID application.
Mr. Tran Trung Hieu, from Group 3, Chieng Le Ward, Son La City, shared: "I came to register for a level 2 VNeID account to integrate my driver's license, vehicle registration, and health insurance. The procedures were clearly explained by the staff and done quickly and efficiently. This application is convenient in every way; wherever I go, I just need my phone to get everything done."

People are coming to complete the Level 2 identification procedures at the Police Department for Administrative Management of Social Order, Provincial Police.
Directly guiding citizens through the identity verification process, Lieutenant Colonel Vi Hong Nhung, from the Police Department for Administrative Management of Social Order, informed: VNeID is currently the only electronic identity verification account for citizens to carry out administrative procedures and use public services in the electronic environment. Integrating various documents into VNeID helps people reduce inconvenience, save time and costs. Every day, we receive nearly 100 citizens coming to complete level 2 identity verification procedures. Among them are many elderly people and ethnic minorities. For those unfamiliar with using smartphones, we assign officers to provide thorough step-by-step guidance.
However, the implementation of VNeID in Son La still faces many difficulties related to the province's demographic characteristics. The majority of citizens are ethnic minorities, many of whom are illiterate or unable to speak the common language in remote areas. Furthermore, many citizens do not have smartphones, limiting their access to and use of technological applications. Therefore, they have not been able to fully utilize the features and benefits offered by the VNeID application.

Security forces at the grassroots level in Pá Ma Pha Khinh commune, Quỳnh Nhai district, are guiding people in installing electronic identification.
Lieutenant Colonel Nguyen Tran Phuong, Head of the Police Department for Administrative Management of Social Order, said: The electronic identification account and VNeID application now have many new features and are expected to be further enhanced in the future. The provincial police will continue to implement various solutions to encourage people to activate and use the electronic identification account and VNeID application, with the goal of reaching 80% of citizens aged 14 and above being issued electronic identification by the end of 2025.
VNeID is not just a technological utility, but also a bridge connecting citizens with the digital government. In the context of the digital transformation being accelerated in Son La province, citizens' access to and proficient use of VNeID will greatly contribute to building a transparent, efficient, and effective public administration.
