(baosonla.vn) - With the motto "taking people as the center of digital transformation", Son La Provincial Police has deployed instructions for people to install, register, and activate VNeID electronic identification accounts, solving many essential tasks in the electronic environment and in daily transactions, contributing to promoting digital transformation in the province.
VNeID is a mobile application created by the Ministry of Public Security, currently integrating over 40 utilities, divided into main utility groups, such as: Service group on "Administrative procedures": Notice of residence; temporary residence registration; permanent residence registration; issuance of criminal records; first-time vehicle registration; confirmation of administrative procedures; evaluation of administrative procedure services. Service group on "Paper wallet": Identity card/citizen identification; residence information; dependents; vehicle registration; health insurance card; driver's license points; driver's license; social insurance; tax information. Service group on "Social security", social security accounts, charity. Service group on "Health records", electronic health books, referral papers, re-examination appointment papers, pharmacies. Service group on "Notifications from state agencies", civil judgment enforcement and other service groups including recommendations, reflections on security and order; wanted information; digital signature certificate; banking services; e-wallet services.
As the standing agency for the implementation of Project 06 of the province, the Provincial Police have closely coordinated with sectors, localities, and mass organizations to promote propaganda, guide people to install, register, and activate VNeID electronic identification accounts to serve digital transformation. As of April 10, 2025, Son La Provincial Police have received and approved 738,348 records, of which 662,842 have been activated (including 132,108 level 1 accounts; 530,734 level 2 accounts), the utilities integrated on the VNeID application have gradually approached and better served the needs of people and businesses in transactions, effectively serving the state management work of sectors and levels.
One of the outstanding utilities being focused on implementation is electronic health books and issuance of criminal records via VNeID. Up to now, the whole province has received and processed 1,321 applications for issuance of criminal records via VNeID application; has integrated 180,673 electronic health books for citizens.
Information on citizen documents integrated on VNeID has been widely applied in sectors and fields in handling administrative procedures with citizens, replacing the requirement for citizens to present traditional physical documents. Administrative procedures integrated on the VNeID application add a method to perform administrative procedures, especially essential public services on residence registration, vehicle registration, issuance of judicial records... right at home, helping to save time and effort in traveling.
Police officers receive level 2 electronic identification records.
Present at the Electronic Identification Card Issuance and Account Registration Office of the Department of Administrative Management of Social Order, Provincial Police, quite a number of people came to register for Level 2 electronic identification. Although they had to wait, everyone was patient with the dedicated and professional attitude of the police officers. At the electronic identification procedure point, many people expressed their satisfaction when they were able to integrate essential documents into the VNeID application.
Mr. Tran Trung Hieu, Group 3, Chieng Le Ward, Son La City, shared: I came to register for a VNeID level 2 account to integrate my driver's license, vehicle registration, and health insurance. The staff clearly guided the procedures and did them quickly. Having this application is convenient in every way, wherever I go, I just need my phone.

Directly guiding people to do identification procedures, Lieutenant Colonel Vi Hong Nhung, Department of Administrative Management of Social Order, informed: VNeID is currently the only electronic identification account for citizens to carry out administrative procedures and use public services in the electronic environment. Integrating documents into VNeID helps people reduce hassles, save time and costs. Every day, we receive nearly 100 citizens coming to do level 2 identification procedures. Among them are many elderly people, ethnic minorities, and for those who are not familiar with using smartphones, we send staff to guide them step by step.
However, the implementation of VNeID in Son La still faces many difficulties related to the population characteristics of the province, the majority of citizens are ethnic minorities, many ethnic minorities in remote communes are illiterate, cannot speak Vietnamese; many citizens do not have smartphones, the ability to access and use technology applications is limited, so the features and utilities of the VNeID application have not been fully utilized.

Lieutenant Colonel Nguyen Tran Phuong, Head of the Department of Administrative Management of Social Order, said: Electronic identification accounts and the VNeID application now have many new features and are expected to continue to be added in the near future. The provincial police will continue to implement many solutions to encourage people to activate and use electronic identification accounts and the VneID application, with the goal of reaching 80% of citizens aged 14 and over to be granted electronic identification by the end of 2025.
VNeID is not only a technological utility, but also a bridge between people and digital government. In the context of digital transformation being promoted by Son La province, people's access to and proficient use of VNeID will greatly contribute to building a public, transparent and effective administration.
