Representing Son La Province at the conference were Mr. Hoang Quoc Khanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Border Affairs Steering Committee, and Head of the Son La Provincial Border Affairs Delegation, along with his delegation. The report on the 13th border cooperation meeting between the two provinces, presented at the conference, affirmed that: Under the leadership of the Party and Government of Vietnam and Laos, the Party committees, authorities, and people of the two provinces of Son La and Luang Prabang have always upheld the tradition of special friendship and solidarity, strengthening comprehensive cooperation in the fields of economy, society, national defense and security, and building and consolidating the political system. Relevant sectors and localities regularly exchange experiences in leadership and guidance for economic and social development; resolving border-related issues in accordance with the 2016 Border Regulations Agreement and the Minutes of the 13th Son La - Luang Prabang Border Cooperation Meeting. They coordinate to promote the self-management of border lines and markers, mobilizing the people to actively participate in border protection. They create favorable conditions for businesses, organizations, and people from both sides to engage in trade, exchange goods, and cooperate in investment, production, and business.

During the conference, both sides noted that the opening of the Huoi La (Sop Cop district) - Loong Nhang (Phon Thong district) border gate between the two provinces has not yet been implemented. In the coming period, the two provinces agreed to promote the implementation of the Huoi La - Loong Nhang border gate projects. Along with this, they will continue to strengthen propaganda and education for the people, especially those in border areas, regarding the two legal documents on the Vietnam-Laos border. They will also strengthen bilateral patrol coordination to protect the safety of the border system and national border markers. They will direct relevant agencies and units of the two provinces to regularly exchange information on the situation on both sides of the border to promptly coordinate effective efforts to combat various types of crimes and the activities of hostile forces aiming to undermine both countries. Coordinate effectively in handling incidents that disrupt security and order, as well as in coordinating efforts to prevent and control forest fires and epidemics in border areas. Develop mechanisms to encourage and facilitate businesses from both sides to explore markets and conduct cooperative production and business activities.
Leaders from both sides agreed that maintaining political stability, border security, and strengthening trade and cultural exchanges contribute to promoting the development of the traditional solidarity between the Party committees, governments, and people of the two provinces of Son La and Luang Prabang. They affirmed that the conference contributed to maintaining friendly cooperative relations, strengthening national defense and security in the border region between the two countries and provinces, and opening up strategies for bilateral development between Son La and Luang Prabang in various fields in the coming period.
